It is an extremely exciting time here at HM Courts and Tribunals Service. We are currently undertaking a first-of-its-kind Change Programme aimed at delivering pioneering judicial services that better serve the public, and with over £1 Billion of funding this is the most ambitious programme of its kind anywhere in the world.

The Programme includes modernising the court estate, utilising the latest technology to digitise services where appropriate, speeding up and streamlining working practices, refurbishing buildings to reduce maintenance costs and provide much improved services for service users, especially vulnerable witnesses and victims.

Civil, Family and Tribunals Services Programme:

The Civil, Family and Tribunals Services Programme is developing a range of digital services to support the resolution of civil, family and tribunals cases fairly and speedily, and give new routes to justice which will in time comprise the ‘online court’.

Civil

In the civil jurisdiction, existing processes can be protracted, inefficient and costly. We are creating a system that enables people to manage and resolve a dispute fairly and speedily. This will involve more mediation and fewer hearings. It will involve simpler processes and online routes for those using seeking civil justice and provide good quality digital systems to replace inefficient, paper-based systems.

The extension of the programme by a year to 2023 will allow more time to develop some of the shared systems that sit behind our next set of online services and to review and re-order some of our planned work.

Family

There has been much change in the practice and administration of family justice in the last five years. Our reforms will build on those improvements by making the system easier to understand and navigate so that it better meets the needs of the people who use it. We will introduce new technology for the family court to make the system simpler and more efficient for everyone, make improvements to the court estate, and develop enhanced case officer (legal adviser) functions to support judges better.

Tribunals

We will create simpler processes and online routes into our tribunals, allowing people to manage and resolve disputes fairly and speedily. This will include new tools to support continuous online resolution with helpful ways for judges to communicate directly with parties and further development of the roles of case officers to support the judiciary.

Overview:

The scale and impact of Reform on the business is significant and wide ranging. The transformation being delivered includes a new operating model and organisational structure, new systems and processes, new roles, behaviours and ways of working as well as new locations to work in. Delivering this magnitude of change is complex and requires the harnessing of two forces: driving and releasing. Driving change focuses on change strategy, planning and measuring impact; releasing change is centred on inspiring people, working closely with the business to harness its energy in support of the change vision. The Reform Business Change Manager will be required to balance these two aspects of change delivery to ensure that the business is ready, willing and able to accept the change.

The Reform Business Change Manager (BCM) will be responsible for managing Business Change within the Reform project, reporting to the Senior Business Change Manager. They will form part of the Programme Delivery team and will contribute to the overall delivery plan for the Programme to ensure optimal change adoption and time to realise new ways of working across the business.

The BCM will be responsible for delivering the business change approach, including cross-cutting change interventions, for all related business change related activities delivered by the Reform Project(s). The BCM will provide an integrated view of change across the Reform Project, providing advice and support for the full spectrum of business change capability required to effectively manage this scale of change. The BCM will work with the business, project teams and other enabling workstreams to ensure that the business is ready, willing and able to transition to the required new ways of working and that project outcomes are delivered.

Key Responsibilities:

Business Change Technical Delivery

Deliver the Business Change approach for specific projects within the Reform Programme including the key services provided by Business Change at a Project level (including change, training and communication activity)

  • Deliver a defined core set of business change products which will be used to appropriately address all identified change impacts to ensure the correct activities happen at the right time, by the right people, for the right people and share knowledge and insights across the Business Change team
  • Plan and manage their work to ensure business change activity is delivered consistently and to a high standard across the Project and that Change impacts are understood, change plans are managed and monitored effectively and appropriate change and training interventions have been designed to ensure everyone is ready, willing and able to accept the change
  • Provide guidance, support and assurance to the Reform Projects on their business change efforts
  • Establish, manage and maintain business change networks across HMCTS who will be responsible for helping to deliver the change brought about by the Reform Project
  • Work with the Project to ensure that the business is ready to accept any changes or go-lives
  • Capture lessons learned so as to iterate and continually improve change interventions and approaches

Programme and project management

  • Provide Business Change input into the Reform Project, including accountability for the relevant elements of the Project delivery roadmap, release planning and any transition strategies and / or roadmap
  • Complete all Business Change reporting requirements, including reporting requirements for the SBCM and Head of Business Change

Stakeholder relations and collaboration

  • Develop and maintain collaborative working relationships with all Programme and Project stakeholders with a particular focus on the Project Delivery Group and other project workstream leads
  • Work in collaboration with key senior stakeholders across the business, including regular engagement with the Operations Delivery Directors to ensure the business are involved with change efforts at the earliest stage, understand the change ahead and are able to drive the change forward
  • Actively encourage contributions, involvement and feedback from a broad and diverse range of staff who will be affected by the change, using their feedback and insight to drive changes and or improvements to the business change approach
  • Work alongside the communications team to ensure the right stakeholders are identified at a Programme and Project level to ensure all business impacts and identified and addressed

Influence and Communication

  • Operate as the link between the Project and those in the business affected by the change the Project will bring
  • Negotiate with key stakeholders for appropriate changes in the ways of working and resolve conflicts
  • Champion a consistent change management approach for Projects and influence key stakeholders within the Programme in line with HMCTS Business Change Framework and Transition Management Process

Resolution of complex and difficult problems

  • Identify and manage business change workstream issues which may impact or be impacted by the Programme – raising these through the appropriate forums and formulating mitigation plans as standard
  • Use influencing and persuasion skills as required to resolve issues amongst Programme, Project and business resources, ensuring that Programme and business priorities and needs are appropriately balanced to enable successful delivery of the change
  • Apply sound judgement and decision making to complex situations, often under the pressure of time, quality and commercial imperatives

Other duties:

The post holder is required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post.

Essential Criteria

It is essential that the candidate has the following skills and experience:

-    Experience of designing and delivering change and training strategies and interventions with proven results

-    Experience of establishing change and / or business networks in order to deliver change to the business

-    Excellent interpersonal and influencing skills, in order to engage with senior business and stakeholders, senior management teams and the public;

-    Strong planning skills and an ability to deliver quickly and effectively to tight deadlines

Terms & Conditions:

Fixed Term Appointment

This appointment will be made on a fixed term basis, due to the time limited nature of the Reform Programme.

For existing civil servants, whilst the role itself is time limited, at the end of the fixed term period, you will retain your permanent status but will be placed on the re-deployment register. Successful appointment on promotion will secure this grade on a permanent substantive basis.

Secondments and loans will be considered on an individual basis.
