Fixed Term Appointment

This appointment will be made on a fixed term appointment, due to the time limited nature of the Reform Programme. For existing civil servants, whilst the role itself is time limited, successful appointment on promotion will secure this grade on a substantive basis and will be regarded as permanent HMTCS staff.

Background

Her Majesty’s Court and Tribunals Service is an agency of the MoJ and provides the supporting administration for the judiciary across England and Wales.  It delivers services to the public directly in court and tribunal buildings, remotely via business centres and some limited services via the internet.

The current Reform Programme and other Change Programmes are a great opportunity to lead on change across HM Courts and Tribunals Service, enhancing the provision of a world-class justice system, in a manner that provides an improved user experience at reduced cost to the taxpayer. This will contribute to consolidating the UK’s position at the forefront of an increasingly competitive international legal market as well as ensuring access to justice for all.

Vacancies within the Business Change team offer a great chance to be at the forefront of leading and implementing significant change projects across the organisation.  The Programmes are ambitious and innovative and will need a flexible workforce to deliver. Strong leadership is a critical element in the success of the initiatives; those leading the change must provide clear focus and direction, visibly championing the changes which deliver greater efficiencies and a cost-effective organisation. All managers in the team are expected to demonstrate principles of continuous change, managing uncertainty and delivering results, and this must evidenced in their application.

The key purpose of the role is to

Supply excellent project or programme related support across the team’s project portfolio, assisting with effective communication between project management and the business and providing central project support services across the Programmes. You will also be responsible for maintaining consistent project records and producing regular management reports. Whilst likely to be allocated to a particular project(s), the post holder will be required to work flexibly, providing project support as required across the Region.

Key responsibilities

Project Delivery

  • Manage the end-to-end procedures relating to all aspects of the project life-cycle.
  • Monitor the delivery of work streams against plans, chasing and challenging progress as appropriate.
  • Manage schedule and resource dependencies and conflict between initiatives.
  • Be responsible for developing and managing project tracking, control and reporting arrangements.
  • Assess and evaluate information received from project(s) from the range of reporting sources.
  • Ensure all expenditure commitments and all payments are properly authorised, controlled and monitored in accordance with relevant programme and departmental procedures.
  • Assist the Programme/Project Manager(s) with drafting documentation and reports, and preparing procedure and guidance documentation.
  • Working with the Programme/Project Manager(s) to support risks and issues management.
  • Identify and resolve some problems, referring more complex and difficult issues upwards.
  • Assist with the support and maintenance of “best practice” in Programme / Project processes.
  • Apply LEAN principles, tools and techniques to working practices to improve efficiency of operations.

Analysis

  • Develop and manage an aggregated view of delivery performance, resources and costs.
  • Provide ad hoc analysis and reports for senior management.
  • Ensure relevant project documentation is up to date and made available on request to other managers

Communicating with the public, the judiciary, other court & tribunals users and representatives of other agencies and organisations

  • Support the senior managers in the team to ensure effect project communications plans are developed and delivered at all levels.
  • Communicate in a succinct, engaging manner and be able to provide evidence to support key initiatives.
  • Communicate using appropriate styles, methods and timing including digital channels, to maximise understanding and cooperation with the project or initiative

Team Leadership

  • Communicate regularly with staff, judiciary and stakeholders to support delivery of business needs, helping to clarify goals and objectives and the links to Departmental strategy.
  • Convey energy and enthusiasm about the work and encourage others to do the same, leading by example
  • Value the contribution of others to the project by recognising, respecting and rewarding initiative and achievements.
  • Develop and make effective use of project management skills and techniques to deliver, identifying risk and mitigating actions as necessary.

Accountability

  • Reporting to the allocated Programme / Project Manager.

Other duties

The post holder is required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post.

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.
