Important salary details:
New recruits to the Civil Service joining MoJ are expected to join at the band minimum.
Existing Civil Servants applying on promotion, will usually be appointed on the salary minimum of the new pay band, or receive an increase of 10 percent on the current base salary, whichever is higher (This is restricted to the pay maximum of the new band).

HMCTS run a Merit List, where candidates who are unsuccessful at interview, by only a few points, can be offered other roles, at the same band, for up to 12 months!

Job Description:
This post is within the HMCTS Digital and Technology Services (DTS) Directorate - Portfolio Office, which will bring together a range of key portfolio services, providing central oversight, portfolio definition and delivery governance, management and assurance as part of a centre of excellence all within a complex digital and technology focussed landscape. The post holder for this role will be required to mature benefits management across the, thus ensuring best practise of programme and project Benefits activity ensuring coherence with the portfolio governance framework. The post holder will be expected to take the lead on developing processes to assure Benefits understanding and alignment to strategic objectives across DTS, to improve portfolio board Benefits Management.
The Portfolio Benefits Manager is responsible for the management of portfolio benefits across all DTS programmes, projects and/or initiatives that are managed within the DTS portfolio and/or contribute to the delivery of DTS Strategic Objectives. The post holder will develop best practise building blocks, insights and information to support and strengthen portfolio governance and enable prioritisation decisions and effective Benefits Management. Ultimately, solid Benefits foundations, processes and a framework will ensure optimal delivery of departmental/business and DTS strategic objectives in line with government priorities. Converting the current Benefits maturity into formalised insights using appropriate dynamic reporting and visualisation methods will be a key strategic approach to address business benefit concerns.
Key Responsibilities:
- Lead on benefits management activity and work with the projects to support delivery of the business case benefits and outcomes.
- Champion the use of best practice and provide expert advice for team members and project community.
- Support the project manager in preparing and updating the Benefits element of a Business Case, working with specialists as required.
- Define and shape the Benefits management strategy considering the wider organisation methodology.
- Establish and maintain the project Benefits Realisation Plan including change control.
- Establish the mechanism for the tracking and reporting of Benefits through the project lifecycle and into realisation.
- Facilitate workshops, benefit mapping for agreement and approval. Apply experience to provide challenge and ensure assumptions are robust. Work with a range of stakeholders to validate and test dependencies prior to the Portfolio Board making decision on the back of this information.
- Work with Stakeholders to ensure Benefits are identified, understood, owned and maximised. Brief key stakeholders ahead of benefits reviews. Engage with wider department portfolio offices to assess consistency and test double counting.
- Assure portfolio management of Business Case quality with specialist contributions.
- Develop and communicate the Portfolio’s Dashboard benefit pathways, driving appropriate use of this information into portfolio, programme and project boards.
- Build dynamic reporting mechanisms into the programme/project through change life cycle.
- Analyse and challenge data in reports. Present reports at relevant boards.
- Ensure Benefits identification, management and delivery are an integral part of the portfolio Dashboard and reporting cycles.
- Design change control processes, agreeing tolerance and escalation points for data collection compliance with a change request process, escalating non-compliance.
- Set knowledge and information processes that conform with the organisations Management of Portfolios and Gov 002 frameworks.
- Challenge the portfolio’s programmes and projects and / or business to follow the agreed portfolio Benefits framework/processes.
- Disseminate lessons learned to programme/project and wider community.
- Develop and cascade the vision for what the portfolio Benefits Strategy is designed to achieve. This should be documented in the portfolio strategy and will need to be updated as DTS strategic objectives change.
- Escalation of performance paths with control/tolerance limits (i.e. where performance deviates beyond a set limit, the matter needs to be referred to the next tier of governance) are clearly defined.
- The portfolio office is the guardian of the portfolio process, monitoring its operation, reporting any non-compliance and providing assurance on its effective operation.
- Project Pipeline – Works with Portfolio specialist to develop benefit processes to identify and categorise new project benefits and the value they contribute.
- Provide analysis of performance across the portfolio for Governance & Reporting.
- Support the Head of Portfolio to communicate and build commitment to a shared vision and sense of purpose through digitalisation of portfolio products, services and processes.
- Maintain portfolio delivery maps and critical paths to monitor project progress.
- Monitor and Identify portfolio benefit data, its integrity and risks (threats and opportunities) though analytical insights/Dashboards and escalate as appropriate.
- Manage and engage with a wide range of stakeholders to develop mechanisms and/or power apps to improve portfolio benefit data integrity and articulation of benefit information to improve portfolio definition/decision making and delivery management.
Essential Criteria:
- knowledge and experience in programme and portfolio benefits performance and reporting
- Previous role designing, developing and maintain benefits management, especially within a Technology / Data / Transformation and Change / Continuous Improvement / within a Project / Programme Delivery environment
- Drafting and presentational experience though the use of Digital technology i.e. Power Applications.
- The ability to summarise a complex set of facts, and advise where there are choices to be made, clearly and succinctly for senior civil servants.
- Analytical skills and insight. The ability to present large volumes of qualitative and quantitative data in a concise and meaningful way through working alongside programmes and other portfolios.
- Experience of using Excel Essential and Power Applications desirable but not essential.
- Understanding and presenting accurately the direction of the portfolio and business change.
- Strong stakeholder management skills, including the ability to work across boundaries to influence and gain confidence of portfolio, programme and project delivery applications
- Background of working within a senior and complex stakeholder environment
- Ability to be proactive, and work in a fast-paced environment, managing your own time and priorities effectively to ensure delivery of quality products.
- The ability to approach and solve complex problems in a structured manner.

- AXELOS, or APMG qualifications in the following Project and Change Management and associated methodologies, techniques, processes and approaches:
- Management of Benefits (MoB)
- Management of Portfolios (MoP)
- Management of Successful Programmes (MSP)

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.
