We are looking to appoint a Head of Insight and Evaluation to lead our busy I&E team and embed insight across the full range of our communications. Job purpose

We know that communications are most impactful when built around insight. And this leadership role will be instrumental in ensuring we are leading the way in this area at the Ministry of Justice. 

The role holder will lead a team of insight and evaluation experts to carry out bespoke research projects for our priority areas and campaigns. You will also lead a programme of work to transform our relationship with insight across the wider directorate - upskilling communications colleagues and ensuring our output is always data-led and fully-evaluated. 

You will be constantly pushing and challenging the team and senior leaders to develop our insight and evaluation approach, and learning from leading organisations in this space.

You will build relationships across government (Number 10, special advisors, ministers) and use your negotiation and influencing skills to make things happen.

This will require a deep knowledge of insight and evaluation methodologies and the GCS Evaluation Framework, alongside a proven ability to influence, inspire and create change at all levels, and the leadership skills to drive forward large behaviour change projects. 

You will report in to the Head of Digital, Insight and Evaluation. 

Specific responsibilities

The role holder will have responsibility for:

  • Leading a team of experts to ensure insight and evaluation are embedded across all Ministry of Justice communications in accordance with the GCS Evaluation Framework - with oversight of the team’s work on priority projects and campaigns
  • Developing and nurturing a culture of insight, where non-I&E professionals feel motivated, inspired and supported to create data-led communication strategies - devising creative training and upskilling programmes to support this work
  • Developing and embedding an ambitious new I&E strategy which takes account of the latest methodologies and best practice
  • Procuring and rolling out the right platforms and products to support our work and always ensuring best value for money
  • Acting as the most senior insight and evaluation specialist within the directorate who is able to provide expert advice on the most complex and challenging projects 
  • Ensuring your team is a happy, supportive and inclusive place to be; that difference is encouraged and celebrated; and that everyone is supported and empowered to do their very best work
  • Acting as an ambassador for the Ministry of Justice in the cross-government I&E community, and internally with ministers, private offices and special advisers

Person specification

  • Deep and up-to-date knowledge of the full spectrum of insight and evaluation methodologies and industry best practice
  • Proven leadership experience in the insight and evaluation sphere - managing people, teams and complex work streams
  • Proven experience in influencing senior leaders in communication strategies
  • Ability to lead large transformation and upskilling programmes of work
  • Strong influencing skills - ability to influence at all levels, including at senior level
  • A thorough understanding of the GCS Evaluation Framework and turning insight into action
  • The ability to work well under pressure and manage multiple priorities to tight deadlines
  • Excellent written and oral communications skills reflecting the need to explain complex policy areas to non-specialist audiences in a clear and engaging way.

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Grading Structure Review

Security Clearance (SC)

To apply for roles in MOJ you will need to confirm your employment history for at least 3 years prior to the date of application so that pre-employment checks (BPSS) can be undertaken.
