Security, Order and Counter Terrorism Directorate

Security Risk Unit

Job Title: Security Capability Governance, Assurance and Development Manager

Security Order and Counter-Terrorism

The Security, Order and Counter Terrorism (SOCT) Directorate exists to support HMPPS in its mission to prevent victims by changing lives. We do this by creating the conditions for a firm, stable and secure base on which decent regimes, relationships and rehabilitation can be built.

The objective of SOCT is to support the prison and probation frontline, and colleagues in HMPPS, the Ministry of Justice and other Government Departments to recognise, understand and manage threats to operational and national security, order and safety.

The Directorate seeks to provide a sound and secure base for a rehabilitative culture that helps change lives.

 Security Risk Unit

Over past years, there has been an unprecedented increase in violence, deaths, self-harm and assaults on prisoners and staff within our prisons. HMPPS needs to be resilient to ongoing and new operational security risks in order to provide assurance of safety, service delivery and reputational integrity. The Security Risk Unit ensures this is done in a coherent and robust manner by providing strategic risk, resilience and practice management. The Unit works in close collaboration with public and private establishments and Approved Premises in the community, providing them with the tools required to ensure live and new strategic risks are rigorously assessed, appropriately prioritised and robustly managed. Through the security practice and capability function, the Unit seeks to provide a user-led, dynamic and responsive training and development service for staff that develops their security knowledge and embeds effective practice.

 What are we offering?

 A unique opportunity to:

  • Shape the delivery of a new function ensuring HMPPS is at the fore-front of developing a security confident workforce.
  • Lead the way in building and communicating current and new practice to drive improved outcomes in security performance within HMPPS.
  • Drive forwards a proactive and strategic service that works with other security bodies to support new means of building capability.
  • Improve operational security capability by leading on the development of a creative and bespoke up-skilling service.

 What are we seeking?

  • Excellent people skills – this role will involve building and maintaining relationships with a range of stakeholders to promote and embed effective security practice. The job holder will need to build credibility rapidly with both internal and external colleagues at senior and operational levels.
  • Strong communication skills – the role requires active and creative ways of sharing security learning with a variety of audiences. This needs to be done in the most effective way to ensure key messages are successfully conveyed and knowledge of operational staff productively enhanced.
  • Hard working and committed – the unit is only as effective as each member makes it. The desire to produce high quality work is necessary to ensure we deliver business value.
  • Highly organised and able to deliver under time pressure – this role is part of a new and developing function whose workflow is constantly evolving; the ability to multi-task and manage pressing deadlines is a must.
  • Adaptable and willingness to become involved in new things – the work of the team is dynamic and we are all required to be adaptable and respond to emerging pressures and areas for consideration.
  • Awareness of operating processes such as governance, commissioning, quality assurance and evaluation – this roles requires the ability to apply robust strategic oversight of delivery whilst ensuring high standards of quality and learning to meet business need.
  • Awareness of and interest in behavioural applications – as a team we want to ensure our products have optimal user accessibility and we consider how people react and respond to key messages.

 Our commitments to staff

  • An open culture – we embrace and need a diverse workforce. We know that different backgrounds, cultures, genders and experiences make us a more effective and responsive unit. We value the contributions each individual can bring and the part they can play in helping us achieve our goals.
  • A rewarding role – our staff work hard to deliver HMPPS priorities. Working in the Security Risk Unit and SOCT means you will be working on high profile issues facing the prison and probation estate, and law enforcement.
  • An opportunity to develop your career – we value learning and development and will ensure you have access to continued professional support.
