Overview of the job

This is a non-operational job in an establishment. The role will have prisoner contact and there will be line management responsibilities.

Summary

The job holder will be responsible for project delivery within the ready for release hub.

The projects aim is to improve the release process and fresh start opportunities for prisoners leaving the Establishment and moving into the community.

This role will be managing a large funded collaborative project with HMPPS, regional/County Police, NPS, and the Police and Crime Commissioners Office.

The successful candidate will develop relationships with both agencies inside and outside the prison walls to provide a joined up and evidenced based Hub utilising the Integrated Offender Model (IOM) ideas around co-working and co-location.

This is a project aiming to bring the very best in offender management and resettlement ideas to bring about real policy and process change to deliver the most streamlined and efficient release process. Bringing residents hope for the future.

This is a non-operational job with line management responsibilities.

Responsibilities, Activities and Duties

The job holder will be required to carry out the following responsibilities, activities and duties:

  • Attending relevant boards/meetings and actively contribute either as chair or team member
  • Responsible for ensuring the defined work areas and associated activities comply with Health and Safety legislation. Ensure all risk assessments are undertaken and staff are made aware of their personal responsibility towards Health and Safety compliance
  • Work collaboratively and provide constructive challenge to colleagues to ensure that the project and other functions are joined up and together contribute towards the overall delivery of the establishments performance
  • Produce relevant reports as required by project governance oversight within timescales.
  • Prepare and maintain as appropriate the project brief, project product description, benefits review plan, project initiation document and components including the project plan, and stage/exception plans and product descriptions as required and agree them with the relevant partners as directed.
  • Monitor project/work stream progress and performance and prepare reports as required, including highlight reports, issue reports, end stage reports, lesson reports, exception reports and end of project report as appropriate and escalating where necessary.
  • Establish, maintain and manage relationships with internal and external stakeholders including liaising with HMP SLT, OPCC and Resolve to ensure that work is neither overlooked nor duplicated by related projects/work streams and where appropriate liaise with external partners and budget managers.
  • Utilise business analysis, statistical data and other information to inform and support evidenced based decision making within the project context.
  • Manage the production of the required products/outputs, taking responsibility for overall progress and use of resources and initiating corrective action where necessary.
  • Advice, through specific governance body as directed if required, any deviations from the plan.
  • Developing and managing teams, identifying, addressing and resolving differences between individuals and/or interest groups.
  • Empowering and inspiring others to deliver successful projects.
  • Development and the production of investment appraisals, obtaining financial approval and agreeing budget, controlling forecast and actual costs against them.
  • Agreeing contracts for the provision of goods/services needed for projects monitoring compliance and managing variances.
  • Managing the management of a diverse range of stakeholders, taking account of their levels of influence and interests
  • Management of available resources and knowledge to ensure a professional, expert and consistent approach is maintained.
  • Appropriate use of project resources including engagement of commercial, technical and financial subject matter experts in order to make effective and timely decisions.
  • Preparing and maintaining schedules of activities and events, taking account of dependencies and resource requirements.
  • Identifying and monitoring project risks (threats and opportunities) planning and implementing responses to them and responding to other issues that affect products
  • Managing on the consolidation and documenting of the fundamental components of projects (scope, schedule, resource requirements, budgets, risks, opportunities, issues and quality requirements)
  • Preparing, gaining approval of, refining and updating business cases that justify projects in terms of benefits, costs and risks.
  • Identifying, defining, evaluating, planning, tracking and realising the business benefits of programs/projects.
  • Establishing and maintaining governance arrangements for the delivery of projects, defining clear roles, responsibilities and accountabilities that align with organisation practice.

Essential Experience

Essential:

  • Experience in leading and delivering significant change projects in complex environments
  • Strong leadership skills and experience of people management
  • Experienced in building and maintaining effective relationships with stakeholders
  • Experience in managing and tracking resources and budgets
  • Experience of industry standard change methodologies such as Managing Successful Programmes (MSP), PRINCE2 and / or Agile  

Ability

  • Excellent communicator, both in writing and verbally at all levels, with ability to present and articulate complex matters to a range of audience
The job holder must be able to fulfil all spoken aspects of the role with confidence in English or (when specified in Wales) Welsh.

Working Arrangements & Further Information

Some of MoJ’s, including HMPPS, terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

Standard working hours for this post are 37 hours per week excluding breaks which are unpaid.

If you are a current NPS employee, this vacancy may be available on a Loan basis for up to 2 years. Applications are invited from suitable qualified staff.
