The Judicial Appointments Commission (JAC) is an independent public body, established in 2006, to select judges in the courts and tribunals, and non-legal tribunal members. The JAC is responsible for designing, planning and running recruitment campaigns to select judicial office holders up to and including the High Court. We have a statutory duty to select solely on merit, while keeping our selection processes open to the widest range of applicants. This means continually evaluating and improving our processes to ensure they are fair and open, and that they are identifying the very best candidates for judicial office.

The work is high-profile, varied and challenging. We launch a new campaign for judicial posts every 1 to 2 weeks. These range from high-volume campaigns at entry level, attracting upward of 2,000 applicants, to small campaigns for the most senior judicial roles, attracting a handful of highly-qualified people. In a fast-paced environment, you will liaise with our operational delivery and digital teams to identify new digital business needs and enable the teams to work in partnership.

In this context, we are now looking for a Business Analyst.

The Business Analyst role sits within the JAC’s Digital Team and it the primary link between that team and the rest of the organisation. The role involves stakeholder management and managing change. Your work will impact both how the JAC designs and builds its digital tools and how the operational teams use those tools to select judges in the courts and tribunals, and non-legal tribunal members.

Skills required

Agile working. You can identify and compare the best processes or delivery methods to use, including measuring and evaluating outcomes. You know how to help the team to decide the best approach. You have worked on projects in an Agile environment.

Business analysis. You can investigate problems and analyse options for new and existing services in a public sector environment. You know how to provide recommendations to solutions. You can work with stakeholders to identify objectives, opportunities and potential benefits available.

Business improvement process. You know how to analyse current services and processes, and can identify and implement opportunities to optimise these. You can help to evaluate and establish requirements using relevant techniques such as gap analysis.

Business modelling. You can use a wide range of techniques to model situations confidently. You know how to gain the necessary agreement needed from subject matter experts and stakeholders, ensuring they review the results to fix any issues.

Requirements definition and management. You know how to source requirements. You can interpret user needs into requests for change for digital colleagues. You can calmly meet deadlines in a complex and high-pressure environment.

Stakeholder relationship management. You know how to identify important stakeholders, tailoring communication to their needs, and work with teams to build relationships while also meeting user needs. You have the ability to take opposing views to reach consensus. You understand how to work with stakeholders and contribute to improving these relationships, using evidence to explain decisions made.

User focus. You are curious and know how to actively listen. You can identify needs and engage with users or stakeholders to collate user needs evidence. You can use quantitative and qualitative data about users to turn user focus into outcomes.

Your main responsibilities:

-          Primary liaison between the digital and all other JAC teams; leading on Show and Tell sessions where digital progress is demonstrated to operational colleagues, writing tickets to describe operational requirements to the digital team, and regularly reporting on digital progress to non-digital colleagues;

-          Encouragement and engagement with non-digital colleagues through a range of meetings, group sessions, workshops etc to create enthusiasm and understanding of the available digital tools;

-          Providing support and advice to operational colleagues during our regular online tests for candidates, tests take place from 7am to 9pm on a single day (you would cover before or after 2pm, but not both sifts) and may involve from hundreds up to several thousand candidates;

-          Closely support, and deputise for, our Product Owner. Providing challenge to digital colleagues on user needs and to non-digital colleagues on what is viable agile development. Organising and diarising for Digital Team meetings (retrospectives, kick-offs etc) in consultation with digital colleagues.

-          Responsible for resolving all enquiries and requests for assistance received from colleagues across the JAC in our Slack (message) channels, to appropriate deadlines;

-          Managing the onboarding and management of our contractors, who form a large part of our digital team, through Public Sector Resourcing, and supporting finance colleagues in their oversight of contracts. Supporting the Product Owner by providing financial analysis and draft budgets;

-          Secretariat support to the Digital Board.

Part Time or Job Share

This role is demanding, we would consider a part time or job share application that ensured business needs were met (at least 30 hours per week).

The job holder must be able to fulfil all spoken aspects of the role with confidence in English or (when specified in Wales) Welsh.

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post.
