Overview

The Office of the Public Guardian (OPG) protects people in England and Wales who may not have the mental capacity to make certain decisions for themselves, such as about their health and finance. We are an Executive Agency of the Ministry of Justice (MoJ), set up in 2007 following the introduction of the Mental Capacity Act of 2005.

OPG is responsible for registering lasting powers of attorney (LPA) and enduring powers of attorney (EPA) and supervising deputies who are appointed by the Court of Protection.

The role of Business Analyst can be based at either of OPG’s offices in Birmingham and Nottingham and occasional travel between sites is a requirement of the role.

OPG is currently going through an extensive period of organisational change. This will be delivered by our transformation programme – “OPG 2025”. The ambitious plan is about changing the way we provide services. It will help us meet the growing needs of our users, partners and our stakeholders. It will make sure our users experience a better level of support. Overall, it will help us to respond to the changing needs of society. This is so we can better support adults at risk and create high-quality services that are accessible and affordable.
Job description

This role provides an exciting opportunity to play a vital part in the delivery of OPG's transformation activity providing comprehensive oversight and analysis of the major change projects.

If successful, you will work with a variety of stakeholders and lead on work to support transformation by providing analysis of the full impact of change initiatives on future service delivery, managing and identifying the risks, issues and dependencies on complex projects.

You will work collaboratively with wider business analyst colleagues from across MoJ and the wider civil service to share best practise and role model the skills needed across the organisation.

Key responsibilities of the role:

  • Leadership and Delivery – Provide visible and effective leadership, lead the business analysis activity. Build strong networks both internally and externally.
  • Requirement gathering - Drive the research and gathering of business requirements against those articulated for the project, determining the need and value of performing the activity based on the context.
  • Process Modelling – If required, employ a range of tools and techniques to map 'As-Is' and ‘To-Be' business processes.
  • Gap Analysis – Evaluate requirements against the present state (where we are) and the target state (where we want to be) identifying opportunities to develop successful business requirements needed to make the transition.
  • Impact Analysis – Analyse the potential consequences of a change and estimate what needs to be modified to accomplish that change and focus on scoping changes within the details of the overall project design, identifying potential stakeholders.
  • Benefits Analysis – Evaluate the strengths and weaknesses of identified benefits analysis and lead on identifying business-related actions that will assist with project delivery.
  • Stakeholder management and engagement – Engage with business owners, business change leads and users to ensure delivery of common purpose.
  • Facilitation – Work with business owners and business users to identify needs.
  • Systems Analysis – Coordinate the work of systems analysis to ensure business needs are translated into solutions against identified time-lines and work with technical leads to ensure business needs are translated into technical solutions.
  • Assurance and Quality – Apply recognised methodologies and audit test and quality gates.
  • Traceability – Ensure the delivery of change is made against a fully auditable process.
  • Business Development – Coordinate work with the Business Development team and the identification of Business as Usual (BAU) enhancements and their solutions to ensure that defined project benefits are delivered.
  • Business Solution Design – Engage with policy and strategy to ensure business systems, workflows and processes contribute to the target operating model.
  • Delivery Products Tools and Documentation – Ensure the delivery of change is made against a fully auditable process by producing/assisting with: frameworks; application of methodologies; operating model; functional specification; user cases; user stories; user acceptance test (UAT) plans and strategy; entry/exit and/or no/no-go criteria; defect analysis; forms and templates; guidance; business case.

Other responsibilities/duties:

  • Potential line management responsibility.
  • Provide a flexible approach to support wider team and organisational goals.
  • Live OPG’s Values (Purpose, Openness, Humanity, Together).
  • Public Guardian Investigation Reports sign-off.
  • Work collaboratively with MoJ and wider government.

Essential skills and experience

  • Experience of working in a transformational/change environment.
  • Strong analytical experience to determine impacts, benefits, system requirements and any gaps.
  • Ability to manipulate data and information to articulate business requirements.
  • Experience of using business analysis tools and techniques.
  • Strong experience of working with stakeholders to deliver outcomes effectively, minimising disruption to business as usual activities.
  • Excellent organisational and leadership skills.

Highly Desirable

  • Relevant Business Analysis qualification.
  • Process modelling experience.
  • Experience/understanding of multiple project methodologies.

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.
