Role Purpose

The Enablement and Evaluation Team will be responsible for delivering outward facing functions on behalf of Leadership, Talent and Capability. There are four distinct functions (marketing, reporting, evaluation and learner experience) and the team will work across the full leadership, talent & capability portfolio. The Reporting and Evaluation Manager will be responsible for managing all business Planning, reporting and evaluation activities across the full leadership, talent & capability portfolio.  

This includes: 

  • Shaping and influencing the evaluation strategies, plans and techniques that that are tailored and effectively assesses how products, programmes and interventions across the leadership, talent and capability portfolios deliver a quality, impactful and value for money service for the MoJ family.
  • Utilising a range of evaluation models and techniques are used to produce in-depth evaluation reports that give clear recommendations for improvements to future products and iterations, working with Consultants across the team to ensure recommendations are realistic, achievable and stretching.
  • Working with the Heads of Leadership, Talent & Capability to produce a business plan that is realistic yet challenging and drives positive, transformational and timely progress against tangible deliverables. 
  • Effective collaboration and engagement with a range of stakeholders to deliver on strategic priorities and ensure the evaluation of our programmes/interventions/events is in line with high quality standards - ‘what good looks like’. 
  • Utilising knowledge of the latest thinking, research and identifying appropriate opportunities to ensure that we are continually pursing best practice, horizon scanning as well as learning from others.
  • Managing a small team comprising of Band C Evaluation specialists and Band D Reporting specialists.  
  • Striving for excellence in a dynamic and creative way, open to working in a collaborative, iterative way that gets the best from the team whilst working at pace.

The Reporting and Evaluation Manager is a key role that supports the Head of Enablement and Evaluation in the effective management of all business planning and reporting and evaluation activities across all of the high-quality, high-impact leadership, talent and capability portfolio for all 80,000 staff within the MoJ. This includes delivering on our leadership, talent and capability agenda, to ensure we are an organisation which fully develops its people to be their best in order that we can deliver a truly effective justice system. 

Whilst not having direct control, you will also be expected to contribute to how individual budgets are spent across the Department.  

Main Activities / Responsibilities

The job holder will be required to undertake the following duties and responsibilities:

Business planning and reporting 

  • Lead the development and maintenance of a Leadership, Talent and Capability portfolio and calendar that provide an in-depth view of products and services across the team and track these annually allowing for resource and capacity planning. 
  • Manage the delivery of the business plan and report on progress in meeting business plan objectives including tracking milestones and identifying and addressing risks. 
  • Support the development of a responsive and robust reporting function that demonstrates the impact our services are having not only on the individual but for the organisation, ensuring that all products across the team are making a tangible difference.
  • Manage an internal project management office function which is able to effectively manage a calendar of deliverables and tracking resource allocation.
  • Responsibility for the oversight of performance reporting processes including collation of diversity and inclusion statistics where appropriate.  This will involve oversight of a performance management system management such as a Leadership, Talent and Capability Dashboard.
  • Review audit reports and track progress against recommendations to ensure we are delivering an effective business reporting and planning function across the team.  This will include leading the creation of recommendation action plans.
  • Support the Head of Enablement and Evaluation by providing commercial advice and support across the wider Leadership, Talent & Capability team with commercial processes such as bid documentation, tendering and evaluation.

Evaluation 

  • Ensure that evaluation plans and methodologies are followed to effectively assess quality, impact and value for money for the MoJ family.
  • Lead on the evaluation activities across the Leadership, Talent and Capability portfolio i.e. the effectiveness of an apprenticeship programme or an assessment process.
  • Work closely with the Design and Delivery Team and the Leadership, Talent and Capability consultants when new products are being developed to ensure that evaluation models and methods are considering at these early stages. 
  • Oversee the identification and use of differing evaluation models to suit the product/programme and use a range of evaluation methods such as surveys, focus groups and virtual workshops to inform results documented in evaluation reports.
  • Oversee the production of timely evaluation reports which will include the impact of the product/programme on our customers, how we measure success and what the success of the programme/product has been and recommendations for improvement.
  • When required, contact and liaise with Department Trade Unions relating to evaluation recommendations and lessons learnt to ensure we meet the needs of our diverse customer range across the MoJ family.

Team 

  • Monitor and track team capacity, applying intelligent reasoning to the setting of timescales and milestones so that delivery and progress is made at pace and ensure that the team work in an agile, flexible manner and work effectively in collaboration with the Leadership, Talent and Capability Consultants and the Design and Delivery Team.  Therefore, the post holder will need to ensure delivery within set timescales, set clear, tangible timeframes with a focus on planning and balancing workloads.
  • Support collaborative working across functional and organisational boundaries, manage inter-relationships and constantly seeking out opportunities to provide more responsive services.  This will include specifying standards for service delivery; identifying improvements in service delivery mechanisms; resolving conflicts to meet targets and deadlines; managing and mitigating risks and ensuring work is integrated and co-ordinated in line with plans. 
  • Be in tune with the overall Leadership, Talent and Capability offer to support the ongoing evaluation, governance and administration of our products and services.  
  • Encouraging the team to stretch and uplift their own capabilities and that of others to offer a first-class support service and evaluation function to ensure the success and effectiveness of the Leadership, Talent and Capability Team.
