About the IMA

The role of the IMA is to monitor the UK’s implementation and application of the agreements it has made with the EU, and the EEA/EFTA states, to guarantee the rights of their citizens living in the UK, and if legislated for in Gibraltar, at the end of the transition period. Establishing the IMA will fulfil a central and crucial commitment that the Government has made in those international agreements.

Purpose of the post

The IMA is being set up to be operational from 31 December 2020. The Senior Finance Manager will lead on the development and management of effective budgeting and financial recording and reporting systems and standards within the IMA, reporting to the Head of Corporate Services. The processes and systems the post-holder heads up will be crucial to the support provided to the Chief Executive, the Board and Committees in regard to their responsibilities for budgetary and financial assurance, reporting, planning and performance.

The post-holder will work with colleagues in Corporate Services to ensure effective Shared Services support arrangements for finance services are put in place between the IMA and MoJ. The post-holder will work with the Shared Services provider to ensure a comprehensive financial business partnering service for the IMA, working closely with stakeholders to add financial awareness to decision making, and deliver outcomes that are in line with IMA priorities.

Responsibilities

The post-holder will perform a range of reporting and control functions, but fundamentally will be responsible for positioning finance to work with the business and link all activity to the delivery plan, communicating the importance of finance to IMA staff at all levels – presenting insightful information to stimulate longer-term thinking.

The post-holder will lead on work with colleagues across the IMA to seek opportunities for improvement, change and efficiency within finance, strengthening internal controls, financial analysis, and effective management of programmes.

It is not essential that the post-holder has a formal accountancy qualification, but they may be supported to take up or continue an accountancy qualification once in post.

Essential Skills

  • Prior experience working in a business partnering or strategic finance role;
  • Clear experience of supporting an organisation with effective budget-management;
  • Demonstrable experience of month-end processes - accruals and prepayment calculation, variance analysis etc.;
  • Proven experience in the preparation of budgets, forecasts and financial plans;
  • An understanding of the role of governance, risk management and assurance in project delivery;
  • Proficiency using Microsoft Excel;
  • Strong problem solving, collaboration and communication skills.
