The Role

We are recruiting for a Business Case and Reporting Manager to work alongside Service Owners within the Technology Services Team. This is a new role to support Technology Services in delivering quality Business Cases for upcoming large scale contract ends. We need skilled resources to help us produce strong business cases and capable of successful governance approvals. The role will also be responsible for leading and managing the performance reporting for the Service Owner Team.

Main Responsibilities

The Business Case and Reporting Manager will work collaboratively with other teams, key stakeholders and suppliers and will be:-

  • Responsible for the development and production of particularly complex and/or high value business cases.
  • Ensure rigorous planning, development and drafting of multiple, complex business cases, to tight deadlines including establishing work priorities and performance measures.
  • Ensure that businesses cases are robust and compelling, so that key stakeholders such as Senior Responsible Owners are able to demonstrate full compliance with the business case requirements of HM Treasury’s Managing Public Money.
  • Ensure that business cases are prepared in conjunction with finance and procurement teams so that they are financially and commercially robust and are approved without delay.
  • Provide coaching, training and development to staff to ensure the identification of evidence required to deliver robust business case ensuring they conform to the 5-Case Model (Strategic, Economic, Commercial, Financial and Management dimensions) and HM Treasury guidelines and can justify the expenditure required, as well as demonstrating commercial understanding and value for money.
  • Ensure business cases are concise and clearly written with the audience in mind, ensuring technical information is translated into plain language and the financial and commercial aspects of the project are clearly and concisely justified including the benefits and risks associated with the businesses case.
  • Lead the production of a quality reporting suite including regular and ad-hoc performance reports across the Service Ownership Team ensuring sufficient frequency, granularity, accuracy and insight to actively facilitate appropriate management decision making 
  • Manage and maintain the performance dashboards and metrics, their timely completion, validation, submission, tracking and reporting in line with expected timescales 
  • Foster and maintain positive relationships with key stakeholders, with accountability for supporting the development of business cases, and increasing organisational awareness of business case development processes and tools.

We’re looking for an individual with strong interpersonal skills who likes working with delivery focused and agile multidisciplinary teams. You will also contribute to the wider community and share your skills and experiences with others across the MOJ and across the wider Government, as required.

  • Delivery focus: You have a natural ability to deliver quality services to end users. You are an expert planner, able to identify and manage dependencies and have strong experience in delivering complex deployments whilst not impacting live service
  • Problem ownership: You take a problem statement and can work with a multidisciplinary team to validate the problem, refining it and narrowing its focus until it becomes feasible and valuable to solve. You understand how problems fit in the larger context of the portfolio, and build the problem-solving capabilities of others.
  • Communication: You have strong communication, networking and influencing skills and have operated at a senior level
  • User focus: You understand users (who they are, what their needs are, how they behave and how they change over time) and deliver products and services that meet these needs. You can prioritise users’ most pressing needs, and are able to coach other Managers to do the same goals. You can build long-term product roadmaps, and can build the capability of others. Take opportunities to regularly communicate and interact with staff, helping to clarify goals and activities and the links between these and Departmental strategy. Convey enthusiasm and energy about their work and encourage others to do the same. Recognise, respect and reward the contribution and achievements of others.

Salary and working arrangements

If successful, the salary we offer you will be within the advertised range and will depend on the skills and experience you demonstrate at the interview. Therefore in your cover letter it would be helpful to the hiring teams if you can indicate your salary expectations and if possible your notice period.
