Overview 

The MoJ Departmental Operations Centre (DOC) manages business continuity, resilience and incident response work across the MoJ, providing support to agencies and ALBs/NDPBs, and working with the centre of government to fulfil departmental requirements.

The DOC is led by a Deputy Director with two distinct teams – the Corporate Business Continuity Team and the Corporate Resilience Team.

Our work currently includes:

•    Business Continuity & Resilience - coordination, development, support and reporting across the department
•    Monitoring, reporting on and responding to national threats which may impact justice services, such as industrial action, pandemic diseases, severe weather, power outages, etc.
•    Ensuring plans are in place and tested for external risks
•    MoJ Bridges and Coronation preparations and response

Team Overview

The Corporate Resilience Team ensures that the department and its agencies are appropriately equipped to respond to high impact external risks, providing a link with lead government departments and acting as subject matter experts. The team provides technical advice and assurance to minsters, the Permanent Secretary, Executive Committee and senior officials. The team also supports the department’s 24/7 activation and alerting arrangements.
 
Job Description, Duties and Responsibilities 

Purpose of role:

•    Maintain oversight of operational and organisational resilience of the department, identifying areas for development

•    To develop and maintain close working relationships with other government departments, including those leading on risk and scenario planning activity and Cabinet Office

•    Act as a subject matter expert for external risks which may impact the justice system, acting as the point of contact for business areas, agencies and ALBs
This role will provide the post-holder with experience of working across all areas of a large central department, interacting with senior leaders, ministers and their offices, and other departments across government.

Working to the Head of Corporate Resilience this role will be responsible for:

•    Conducting reviews of resilience, looking across the department and its functions (e.g. property, people, procurement, digital etc) to establish how resilient they are to various risks and making recommendations for how to improve resilience

•    Writing and maintaining a library of relevant preparedness exercises for internal use

•    In response to specific external risks, analysing the department’s readiness and take proportionate steps to ensure preparedness against them

•    Ensuring that business continuity practitioners across the department have necessary information to develop plans for external risk scenarios (e.g. National Power Outage) through providing planning assumptions, guidance and acting as a single point of contact for escalation of issues to lead government departments 
 
•    Work with lead government departments to ensure the impacts of risks they own are fully understood and, where possible, ensure access to potential service contingencies (e.g. priority access to utilities)

•    Build effective working relationships with resilience teams across government to share best practice and embed learning within the MoJ

•    Provide clear and concise briefing to ministers and senior leaders

•    Support the implementation of the new UK Government Resilience Framework 

Expectations of post holder in executing the role

Strong organisational skills are a critical element of this role, as is the ability to prioritise and manage a workload, analyse complex information, present recommendations and make effective decisions. 
You must provide clear direction and focus, visibly championing the changes which deliver greater efficiencies. 
You will need to support the Department’s 24/7 business continuity arrangements, which may lead to out of hours working during an incident. You may be required to take part in an on-call duty officer rota to respond to urgent issues outside of normal business hours. An allowance is payable, which covers call-out, response and overtime.

Infrequent national travel may be required.

The post holder must have or be willing to apply for National Security Clearance at SC level.

Skills and Experience 

Essential:

You should have experience of building a network of colleagues and contacts to achieve progress on departmental objectives and shared interests, and support cross-departmental/cross-government professional communities.
You should have experience producing high quality briefing to senior leaders and ministers.
You should be able to demonstrate that you are able to work with minimal direction and have the ability to make risk-based decisions based on the evidence available to you at the time.
You must be able to show evidence that you are organised and can run a number of areas of work concurrently.

Highly Desirable: 

The ability to build an understanding of the strategic drivers for business continuity and align your activities to contribute to the wider organisational priorities. 
The ability to encourage contributions and involvement from a broad and diverse range of staff by being visible and accessible and play an active role in developing talent within the profession.

Qualifications & Membership

To have a Certificate of the Business Continuity Institute (CBCI), or Membership of the Business Continuity Institute (MBCI) or a willingness to work towards this.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service.
