Contract Management & Assurance (CMA)

The Contract Management and Assurance team within LAA manages the contractual relationship with several thousand providers (Solicitors and Advocates) providing assurance by protecting the £1.5bn Legal Aid fund. 

Counter Fraud, Bribery & Corruption Investigation (CFBCI)

The CFBCI team sits within the Assurance part of CMA and has responsibility for developing intelligence to investigate fraudulent activity against the LAA and the Legal Aid fund; the two primary areas of focus being Provider and Client based fraud. The team works with partners internally and externally to take appropriate enforcement and / or regulatory action against those committing fraud and to support the recovery of funds; examples of external partners being the Solicitors Regulation Authority, DWP, HMRC and Police.

Job Summary

As the Senior Intelligence Manager, you will report to and support the Head of Counter Fraud, Bribery & Corruption leading on day-to-day investigations and directing a team in terms of receipt and assessment of allegations and developing intelligence packages for dissemination and prosecution action or regulatory sanction as appropriate. 

As a team manager you will be responsible for line management including staff development and training in the intelligence and investigatory field.  The LAA CFBCI team works closely with the Ministry of Justice Counter Fraud Centre of Expertise and MoJ Counter Fraud community across the department so stakeholder engagement and partnership working are essential components of the role.

Within the LAA and as part of the Contract Management & Assurance Directorate we work with our counterparts in the Stewardship team who deal with errors made within the LAA and by our Providers, and at an operational level with colleagues in Contract Management, who manage those Provider relationships. Outside of the department we have a strong ties with the Solicitors Regulatory Authority and work collaboratively with their investigation and intelligence teams.  

The team is currently based in three of our LAA offices, comprising 8 staff currently. They are responsible for providing an assurance and advisory function to the LAA executive leadership team against the threat of fraud, bribery, and corruption to the LAA, and we report quarterly to the Cabinet Office.  

Key Responsibilities:

•    Motivate, inspire and lead the team of investigators, identifying talent and tackling poor performance. Recruit, train and develop the team, using coaching where appropriate.
•    Support the Head of Counter Fraud, Bribery & Corruption to lead the organisational focus on counter fraud including training and awareness, driving and implementing cross-organisational counter fraud measures and post event assurance.
•    Provide support to the Head of Counter Fraud in continuously improving the counter fraud function, including enhancing capability, process efficiency and team performance.
•    Leading on development of an internal training pathway for LAA Counter Fraud Professionals and embedding Public Sector Fraud Authority Accreditation Standards within the LAA. 
•    Support the Head of Unit and peers in ensuring compliance with the Government Counter Fraud, Bribery and Corruption Standard (GovS 013) through the LAA CF Strategy and Action Plan 
•    To build and maintain effective relationships with other investigative bodies, e.g. wider MOJ and other Govt. Departments seeking opportunities for Joint working including: National Crime Agency (NCA), RART (Regional Asset Recovery Team), Police, CPS, Local Authorities and HMRC.
•    Establish and maintain a clear and coherent intelligence picture of the threat to inform our investigations.
•    Advise and support on the direction of complex investigations, including investigation planning and decisions on the appropriate action needed.

Essential Knowledge, Experience and skills

•    Ability and experience of building and maintaining effective relationships with a range of stakeholders to achieve results 
•    Accredited Counter Fraud Specialist or experience of undertaking and leading criminal investigations 
•    Holds the Intelligence Professionalisation Programme – IPP qualification at Senior Intelligence Manager level or similar qualification or experience level 
•    Experience of counter corruption investigations and or experience in the insider threat arena  
•    Experience of developing staff through structured intelligence accreditation and upskilling individuals with differing levels of experience and investigative backgrounds 
•    Knowledge of criminal prosecution procedures and related investigatory legislation 
•    Knowledge of data protection legislation and obligations, particularly in respect of data assurance and data sharing agreements and compliance in the context of HMG

Desirable Knowledge, Experience and skills

•    Experience of managing a team through transformation and change, using coaching and mentoring skills
•    Experience of working in an HMG Department or Law Enforcement Agency with a national remit
•    Experience of remote management (given the spread of the current team)

The MoJ offers Hybrid Working arrangements where business need allows.
