Background

It is an extremely exciting time here at HM Courts and Tribunals Service. We are currently undertaking a first-of-its-kind Change Programme aimed at delivering pioneering judicial services that better serve the public, and with over £1 Billion of funding this is the most ambitious programme of its kind anywhere in the world.

The Programme includes modernising the court estate, utilising the latest technology to digitise services where appropriate, speeding up and streamlining working practices, refurbishing buildings to reduce maintenance costs and provide much improved services for service users, especially vulnerable witnesses and victims.

Overview

The Target Operating Model is the blueprint for future HMCTS services. It sets out our vision and ambition for a courts service that is just, proportionate and accessible through increased use of online and video channels and streamlined and efficient processes.

The Business Architect will play a key role in shaping the future of HMCTS services. They will work closely across HMCTS, the Ministry of Justice and the wider Justice System to support the development and delivery of the future service model.

The Business Architecture team will work within a simple but multi-dimensional framework, operating across the length of project and programmes lifecycles (from initial idea to live service interim states) and across all enabling programmes.

Your application will need to demonstrate that you have the experience required to fulfil this vital function within the programme. You will need to have a creative and visual mind, excellent communication skills, proven experience in delivering business change, managing delivery to multiple stakeholders, and the ability to work flexibly to deliver results under pressure. Full training and support in Business Architecture skills and capabilities will be provided to successful candidates.

Job Description

The job holder will:

  • Support the BA team update the Target Operating Model, and its key architecture documents (whilst maintaining coherence) based on major design decisions without jeopardising delivery of the Portfolio’s strategic intent;
  • Support the awareness and understanding by Programmes, projects and key stakeholders of the Target Operating Model and its objectives;
  • Help projects shape their designs based upon the Target Operating Model, support collaborative working across different functions to make business and technical design decisions, manage design risk, and enable successful change;
  • Support projects to deliver within Architecture design guidelines, develop design artefacts, and to stay within the guide rails of the Reference Architecture;
  • Support and contribute to the resolution of design issues at a project or programme level, and cross portfolio issues though the Solutions Working Group.
  • Provide secretariat support to the Design Authority and ensure its focus on delivering the Target Operating Model, its adherence to governance processes and the timely provision of quality papers to its members.

Key responsibilities:

Design

Preserve the integrity and ambition of the Target Operating Model (TOM):

  • Support the management and resolution of cross-cutting design issues and questions
  • Support the Business Architecture team to ensure emerging service design work from projects and programmes is aligned with the TOM
  • Ensure cross-portfolio design decisions are taken in the context of the overall TOM
  • Support in the development and definition of the TOM capabilities required to deliver the future state HMCTS
  • Support the programme of regular project reviews for fitness against the TOM
  • Raise the profile and awareness of TOM, its purpose, and how it can be understood and used across the Change Portfolio
  • Lead on issues submitted to the Solutions Working Group

Assurance

  • Help ensure that projects and updates going to the Design Authority are in line with the assurance framework and Reference Architecture.
  • Where necessary, provide challenge and advice to support projects where design is not aligned to the Reference Architecture.

Policy

  • Support the reviews of the MoJ and wider Government policy changes for impacts on the TOM, and their translation into the reference architecture.

Supporting delivery

  • Support in providing a link to portfolio and programme managements to ensure business architectural changes are reflected in project and programme delivery plans
  • Provide secretariat support to the Solutions Working Group and Design Authority.

Collaboration & Engagement

  • Act as a champion for HMCTS Reform by communicating clearly and obtaining widespread commitment for the court reform vision
  • Work with key stakeholders across the justice system to ensure priorities and plans are aligned

Leadership

  • Line manage 1-2 team members
  • Lead, coach and mentor team members and projects and develop capabilities in line with business needs
  • Lead by example, role modelling ethics, integrity, impartiality and the elimination of bias by building diverse teams and promoting a working environment that supports the Civil Service values and code

Person Specification:

  • Experience of working in a change environment
  • Ability to understand and simplify complex issues
  • Experience of stakeholder engagement

Desirable criteria:

  • Experience of business architecture, business design and process mapping methods.
  • Knowledge of the Justice system

Accountability

The jobholder will report to a Business Architect in the Business Architecture Team.

Other duties

The post holder is required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post.

Location of Post

This role can be based in any HMCTS location with regular travel to London and occasional travel elsewhere.

Fixed Term Appointment

For existing permanent Civil Servants, this post will be offered as a time-bound appointment. At the end of the programme, Civil Servants will retain their permanent status but will need to apply for a new role or register for re-deployment. Successful appointment on promotion will secure this grade on a substantive basis. For external applicants, this post will be offered on a fixed term contract due to the time limited nature of programmes and projects.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Grading Structure Review

The Ministry of Justice is currently undergoing a review of posts which are currently graded at Band A to realign our grading structure with the majority of the wider Civil Service.
