Background

The Northern Ireland Office represents Northern Ireland interests at a UK Government level and UK Government interests in Northern Ireland.  We have a wide range of responsibilities, including: underpinning political stability in Northern Ireland; overseeing the Northern Ireland devolution settlement; leading on national security policy in Northern Ireland; addressing the legacy of Northern Ireland’s past; delivering elections and constitutional reform in Northern Ireland; playing a key role in rebalancing the NI economy; representing NI interests, including  on the border with Ireland, as the UK exits the EU.  Our small size and diverse portfolio create a stimulating, fast-paced and challenging working environment, with regular engagement with a range of Ministers and senior officials.  We support flexible working and have a modern, flexible IT system which helps enable this.

ABOUT THE ROLE:

The Northern Ireland Office is seeking to recruit a Head of Financial Management and Business Partnering to lead the financial management team. With a new Deputy Director Finance, the Finance Team are leading a transformation programme to better deliver our finances and maximise value to the business. This transformation will put finance at the heart of business decision making, driving greater understanding, control and value for money across the organisation. This role will be at the heart of this programme, and the successful candidate will have the opportunity to be part of the review, design and implementation of new finance systems, processes and controls. The role will be responsible for the leadership of the financial management team, reporting directly to the Head of Finance. The successful candidate will deliver strategic financial planning, budgeting, monitoring and reporting; and partner with teams across the business, including Arms Length Bodies, to bring insight and control to financial delivery. This role will liaise closely with key internal and external stakeholders, including Ministerial teams, budget holders and teams across the business, internal and external auditors, and HM Treasury.

The post is based within Corporate Operations Group in the Northern Ireland Office, a high performing and responsive team that provides high standards of corporate services to support the delivery of the NIO’s objectives and deliver Ministerial priorities.

KEY ACCOUNTABILITIES:              

  • Responsible for reporting the financial position at a strategic level to provide insight and highlight the key issues, risks and opportunities to senior management. An ability to present complex financial information in an easy to understand way to convey a message and ‘tell the story’ around financial data.
  • Lead the annual financial management lifecycle, including strategic financial planning, budget setting, variance analysis and investigation, and monthly Board reporting, and ensuring the data, systems and processes are in place to quality assure and deliver these.
  • Develop and embed finance business partnering with teams across the business, building strong working relationships to support deeper financial insight and control.
  • Provide finance project support to high priority projects across the Department, to ensure they are run in a financially sound, rigorous way which delivers value for money.
  • Manage our day to day relationships with stakeholders across government, including HM Treasury and Cabinet Office, including discussions around funding requirements and priorities.
  • Embed a value for money culture across the organisation and support strategic financial decisions through the provision of technical advice, scrutiny and challenge.

ESSENTIAL CRITERIA:

  1. Full CCAB qualified accountant or equivalent (ICAEW, ACCA, CIPFA, ICAS, Chartered Accountants Ireland or CIMA)
  2. Demonstrable experience of design and implementation of new financial processes and controls
  3. Demonstrable experience of reviewing or delivering financial management or business partnering arrangements

DESIRABLE CRITERIA:

  1. Experience of building positive and effective working relationships across a wide range of internal and external stakeholders, and having a credible impact with senior colleagues
  2. Strong written and verbal communication skills, able to comprehend complex technical information and distil it into a format that is widely understandable

Selection process details

This vacancy is using Success Profiles, and will assess your Behaviours and Experience.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Security Clearance (SC)
