Overview 

The Office of the Public Guardian (OPG) protects people in England and Wales who may not have the mental capacity to make certain decisions for themselves, such as about their health and finance. We are an Executive Agency of the Ministry of Justice (MoJ), set up in 2007 following the introduction of the Mental Capacity Act of 2005. 
OPG is responsible for registering lasting powers of attorney (LPA) and enduring powers of attorney (EPA) and supervising deputies who are appointed by the Court of Protection.

The role of Learning & Development Manager can be based at either of OPG’s offices in Birmingham and Nottingham and occasional travel between sites is a requirement of the role.

OPG is currently going through an extensive period of organisational change. This will be delivered by our transformation programme – “OPG 2025”. The ambitious plan is about changing the way we provide services. It will help us meet the growing needs of our users, partners and our stakeholders. It will make sure our users experience a better level of support. Overall, it will help us to respond to the changing needs of society. This is so we can better support adults at risk and create high-quality services that are accessible and affordable.

Job description
The central Learning and Development team play key a role in developing the workforce within OPG which is vital to our growth as an organisation. The key purpose of this role is to develop and implement capability plans to support the delivery of the OPG business plan. 
This role will be to support the current team in delivering the key strategic objectives for Office of the Public Guardian. This will include activities relating to the new OPG People Strategy.
Person Specification 
You will be experienced within learning and development field with an interest in developing leaders and management with the following attributes: 
•    Strong experience of design and delivery of skills programmes
•    Ability to produce and present learning materials in an accessible and engaging manner
•    Strong communication and interpersonal skills
•    Ability to influence and gain credibility with all levels of staff and “sell” the benefits of on-going staff development
•    Ability to manage multiple tasks/projects
•    Ability to work under pressure and take a flexible approach to service delivery
•    Excellent attention to detail 
Key Roles and Responsibilities:
Your duties may include but are not limited to:
•    The design, coordination and delivery of a central programme of learning interventions that build capability in priority areas
•    Developing creative and innovative learning solutions to maximise learning opportunities and build capability across the organisation
•    Managing and developing staff effectively and fairly, ensuring that all performance management processes are completed for all staff 
•    Cultivating an environment for mentoring and coaching of staff, within the team and wider business 
•    Managing the implementation of learning solutions from initial consultation to evaluation where appropriate 
•    Collaborating with internal and external stakeholders to ensure business capability needs are met and the ability to share knowledge and expertise with other government departments 
•    Collating, maintaining and reporting to senior managers on evidence of L&D activities 
•    Submitting papers to executives for sign off for new people strategy activities 
•    Continuing to develop a learning framework for job roles across OPG in line with a quality framework. 
Skills, Experience & Qualifications
Essential Criteria
•    Experience in the development of L&D products – needs analysis, design, delivery and evaluation
•    Experience of using Microsoft computer packages, i.e. Word, Excel, Outlook, Skype and PowerPoint
•    Proficiency in written and oral communication
•    Experience of working collaboratively with senior stakeholders to develop, design, deliver and review learning plans and interventions.
Desirable Criteria
•    Experience of working in an L&D consultancy role
•    Experience of working with external suppliers
•    CIPD or relevant qualification
Additional Requirements
The ability to travel between OPG sites, Birmingham, Nottingham and occasionally London.
