Important salary details:

New recruits to the Civil Service joining MoJ are expected to join at the band minimum.

Existing Civil Servants applying on promotion, will usually be appointed on the salary minimum of the new pay band, or receive an increase of 10 percent on the current base salary, whichever is higher (This is restricted to the pay maximum of the new band).

Merit List:

HMCTS run a Merit List, where candidates who are unsuccessful at interview, by only a few points, can be offered other roles, at the same band, for up to 12 months!

Job Description:

Digital & Technology Services is continuing to improve both their workplace technology products and our wireless service. The role involves the end to end technical product ownership of critical technology Infrastructure Products; including workplace products, Wi-Fi and the overarching network infrastructure service. This involves a deep understanding of IT Operations and Infrastructure technology including supplier delivery and processes. Excellent internal and external stakeholder management required with the ability to articulate technical solutions to a non-technical audience.

  • External / 3rd Party Suppliers

The ability to work both independently and as part of a team, proactively and with versatility in responding to changing circumstances is essential. You will be expected to take ownership and constructively challenge technical designs, supplier delivery processes, product choice and present solutions at forums such as Technical Design Authority.

Key Responsibilities:

Working closely with all stakeholders, the main responsibilities of the role are:

  • Drive innovation with suppliers for current and future capability and help develop a roadmap for the product and services. This will require a solid demonstration of technical capability, with the ability to lead discussions building strong supplier relationships. Develop a good understanding of the organisation in order to present and influence internal stakeholders on proposed technology changes, and how that aligns with the organisations objectives.
  • Assess the overall IT requirement to understand if this impacts the Infrastructure architectural design and bring this to the attention of suppliers so it can be incorporated in the design and costs. The role holder will need the ability to constructively challenge a new service if it has a material impact on the current service and be able to help drive the right outcome.
  • Deliver current operating procedures and processes for reporting and manage the associated delivery of services to develop and execute improvements and efficiencies.
  • Have a good understanding of wider IT requirements and develop user stories, in order to improve, design and deliver new services or support any procurement activity. A good analytical approach is needed to pull together various streams of data, understanding of functional and non-functional requirements and a grasp of risks with the ability to identify via all the different streams the approach needed to change and influence expectations and customer needs;
  • Provide the escalation path and own the senior relationship with the suppliers; internal and external, in collaboration to ensure outcomes are met for our stakeholders.
  • Assess and respond to queries and issues as they arise providing further analysis as required or escalating more complex and difficult issues upwards to relevant members of the team. Maintain accountability and responsibility and help drive issues forward.
  • Help provide direction, support, objectives for team members – both individual and organisation objectives with the structure and environment that supports positive learning, sharing ideas and developing a culture of continuous improvement. Ability to recognise and applaud talent communicating own self learning demonstrating the value the team brings to the organisation.
  • A good understanding of financial data is required along with excellent written skills. Ability to understand and be familiar with capital and resource terminology, asset depreciation, budgets and forecasting. Manage and maintain spend working with finance teams. Create Business Cases where required, with the ability to articulate the purpose as well as the costs, benefits, risks, scope, objectives, assumptions and dependencies. Excellent stakeholder management, communication, decision making and influencing skills are required.
  • The post holder will report to the Lead Network Product Manager or Lead Workplace Product Manager.

Skills & Experience:

Essential Criteria:

  • Excellent understanding of IT Operations and Technology and/or Network and Wireless Technology.
  • Experience of working in a structured and non-structured technical delivery environment.
  • Experience of working in large, complex organisation and working with Managed Service Suppliers.
  • Ability to work to tight timescales, managing your priorities and ensuring delivery of requests.
  • You possess vital customer-facing, communications and organisational skills required to successfully interact with and influence Stakeholders, IT Colleagues and IT Suppliers.
  • Experience in using a wide range of collaborative tools.

Desirable Criteria:

  • Experience of any Project delivery approach would be an advantage.
  • Attention to detail.

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post.
