Overview

We have an SEO role available in the Counter Terrorism Assessment and Rehabilitation Centre (CT-ARC), research team.  The Research Team sits within the wider MOJ Data and Analysis Directorate but is bedded into CT-ARC which sits in Her Majesty’s Prison and Probation Service (HMPPS), Intervention Services.

We welcome applications from candidates based across the UK.   • Existing analysts from the Government Statistical Service (GSS), Government Social Research (GSR), Government Economics Service (GES), Government Operational Research Service (GORS), Data Science or either on level transfer or on promotion, and

Interviews are likely to take place in late February/early March 2023 and will be held via MS Teams. We will keep a merit list for a year for those who successfully pass the interview board but who are not offered a post.   

About the role

We have a Prevent Analytical lead role within the Counter Terrorism Assessment and Rehabilitation centre (CT-ARC) research team, within the Data & Analysis Directorate.  Prevent is about safeguarding and supporting those vulnerable to radicalisation. It aims to stop people becoming terrorists or supporting terrorism.

It is funded for two years and is anticipated to continue beyond this funding period.  Working within the Counter Terrorism-Assessment Rehabilitation Centre (CT-ARC), you will be part of a dedicated resource to carry out a review of the Prevent Case Management (PCM) Risk Assessment tools.  There is an urgent operational need for the revision of tools used by practitioners to assess someone’s susceptibility to radicalisation, and to inform case management plans. 

HMPPS Interventions Services have been developing rehabilitative resources including accredited programmes, toolkits, and assessments for over 25 years.

We are committed to reducing reoffending, addressing the needs of those individuals in our care and protecting the public. We work closely with HMPPS Psychology Services work and work directly with offenders in prison and on probation and engage with external providers to ensure that the resources we offer can be delivered to the highest quality.

HMPPS Interventions Services has a dedicated Counter Terrorism Team linked to the Joint Extremism Unit (JExU). This team consists of psychologists, specialist probation staff, quality assurance specialists, government social researchers and business development colleagues. We are responsible for the assessment and intervention products for the terrorist, terrorist connected and terrorist risk cohort. The team also forms the core of the Counter Terrorism Assessment and Rehabilitation Centre (CT-ARC), formed following the series of terrorist attacks.  CT-ARC is increasing its capacity in response to demand for its expertise across the whole of the CT delivery Network.  CT-ARCs current expansion will see exciting opportunities to work with our colleagues in the pre-crime, “terrorist risk” space and CT Policing to further enhance and develop their assessment response. This will be high profile and important work involving strong partnership working and innovation. 

What you’ll do

There are two strands to this Prevent Case management - Risk Assessment Project (PCM-RAP) for Prevent and CT Policing:

Strand 1: Development of a single, more defensible holding position to replace the existing assessment tools, with associated training development and quality assurance processes.

Strand 2: A longer term, empirically driven solution to the case management and triaging of cases across the Counter Terrorism space

Following review, CT-ARC core team will then lead on the development and implementation of new tools, with associated training and quality assurance processes. 

You will lead on the research and evaluation, producing analysis to inform the product development and developing research evaluation plans to assess how successfully new products operate.  This is a fast paced and high-profile role which involves working closely with analytical and operational colleagues across MoJ/HMPPS.  We are looking for someone who is proactive and confident in scoping and developing evaluations and analytical projects, and driving them forwards.

The role will involve developing our current data capability to produce analytically driven assessment practice in the counter terrorism space.  The role will be based in a team of three other analysts, so will include opportunities to work across the team on key research into the terrorist cohort across the HMPPS custody and probation spaces, as well as Home Office and Counter Terrorism Police. 

Specifically, this post will include:

  • Working with a wide range of senior stakeholders, across government departments and public services, to develop an agreed evaluation plan for Prevent risk assessment tools. This will include reviewing existing data sources and developing a data strategy to exploit this, including recommendations for improvements
  • Producing actionable findings for operational and policy development. This will include analysis to improve our understanding of whether current risk assessment tools for radicalisation risk, Prevent, are collecting suitable data and how risk and protective factors relate and interact to achieve different outcomes, such as going onto carry out an act of terrorism. 
  • Documenting analysis and learning, to improve current data documentation and guidance on the appropriate use of imperfect or incomplete data, so that the maximum value is extracted, and inappropriate use is avoided.
  • Support wider evaluation work into what works for whom, when and how, in terms of current Counter Terrorism risk management and assessment practices used by Prevent and in HMPPS/MOJ context.
  • Identifying relevant conferences to attend and present research publications, to ensure that work benefits from external academic engagement.

Who you are

The following experience and skills will be required:

  • Have strong written and oral communication and interpersonal skills and the ability to explain complex technical data and analytical concepts and practices to non-technical stakeholders, including senior leaders and ministers.  
  • Strong analytical ability - in particular robust data skills and good working knowledge of the main quantitative research methodologies and analytical software of relevance in their field of expertise.
  • Manage partners’ expectations over time, dealing constructively with challenges and where appropriate adapting the analytical or data programme when requirements and circumstances change. 
  • Strong ability to plan, prioritise and lead an analytical project with challenging and competing timelines

The following experience and skills are desirable: 

  • Knowledge and experience of evaluation techniques, specifically, experience in designing, scoping, delivering in-house and/or managing complex evaluations.  
  • Confident in using, or willing to learn, R and Python
  • Experience of carrying out analysis of risk assessment tools validity and reliability using relevant statistical techniques
  • Knowledge of the evidence base related to Counter Terrorism
  • Experience of producing published research

Selection Process

There will be an initial sift of applicants through comparing submitted evidence against the ‘Who you are’ bullets. This usually takes two weeks, depending on the number of applications.

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas).
