Overview

This is an exciting opportunity for 1 Band B (SEO) to join the Data Improvement Programme within the Data and Analysis Directorate (D&A).

You will be part of an innovative team responsible for transforming the use of data to drive positive outcomes and decision-making across the criminal justice system by implementing our recently developed, ambitious data strategy.

Successful candidates will join an established team working across several important MoJ data transformation programmes. You will support multi-year change programmes that are focused on improving data related to rehabilitation, specifically interventions and the assessments of risks, needs, and strengths of people in the criminal justice system.

What you’ll do  

This role will be part of a team responsible for delivering our ambitious and innovative Data Strategy across the justice system and will focus on rehabilitation-related data, interventions and assessments specifically. You will ensure that new strategies and digital services in the area of risk & need assessments and intervention provision will work just as well for data users as they do for operational colleagues.

You will work as an integrator between multiple teams ranging from data scientists, analysts, and statisticians to digital, policy, and operational delivery. You will feel comfortable negotiating at a senior level and delivering across a complex strategic landscape. will help define appropriate data governance and spot opportunities to maximise the value of our data and you will develop toolkits and principles that enable digital and analytical teams to apply our ambitious data strategy to the development of new and existing data products. 

This role may include the following tasks and responsibilities:

  • Building strong relationships across the MoJ to achieve shared strategic goals around data improvements
  • Delivering improvements for operational colleagues across prison and probation by improving insights and evidence as well as data structures and governance processes
    Working with analysts, data scientists, data engineers, data architects, digital teams, policy, and operational teams to maximise the value of our data and build innovative solutions to longstanding and emerging data issues
  • Embedding in a digital team to ensure that the needs of data users are being met in digital design
  • Mapping data flows and collecting data pain points and translating them into data requirements for digital product teams
  • Influencing data collection procedures by highlighting advantages of digital, structured, and validated data sets
  • Working with a range of digital and technical teams to support the MoJ’s move from big, monolithic digital services to smaller, more specialised digital services
  • Be the voice of data users on programme boards and ensure that data is considered at all steps of the change journey
  • Acting as a translator across technical and non-technical areas. However, this role does not require you to do technical data analysis and doesn’t expect you to have done analytical tasks before.
  • Identifying data opportunities early, challenging stakeholders to think in the medium to long-term, and ensuring solutions contribute to our overall strategic vision and roadmap
  • Creating a shared organisational understanding of the data we do/should/could collect, how to manage it, and how to utilise it to achieve improved outcomes

Who you are

The ideal candidate: 

  • Is a strong communicator, who works collaboratively to build consensus in a fast-changing strategic and delivery environment
  • Has a demonstrated track record of managing complex and diverse stakeholder relationships
  • Is comfortable changing their approach to respond to emerging issues and risks, while maintaining a strong focus on overall strategic goals
  • Has a track record in working with data and data systems, understanding the value of high-quality data in enabling analysis that drives positive outcomes
  • Understands and values justice system users, and works hard to deliver quantified value for them
  • Has an interest in topics related to the rehabilitation of people in the criminal justice system, particularly offending behaviour programmes and risk & need assessments
  • Proactively manages their own priorities, taking a vision and making it reality
  • Will be able to change focus quickly from detail-minded work to strategic, big picture thinking.

Selection Process

There will be an initial sift of applicants through comparing submitted evidence against the 4 behaviours listed above and your CV. This usually takes two weeks, depending on the number of applications. Should a large number of applications be received, an initial sift may be conducted using the lead behaviour, Communicating & Influencing.

Those who make it through the initial sift will be invited to a Civil Service Success Profile interview. In the Civil Service we use Success Profiles to help us find the right person for the job. We will be using a mixture of methods to assess your abilities, strengths, experience, technical skills and behaviours. Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service.
