The Judicial and Legal Services Directorate is recruiting permanently for a SEO Senior Policy Advisor. This campaign is open to current civil servants on level transfer and suitable candidates on promotion

Location:

Successful candidates will have the option to be based at one of the following locations:

  1. 102 Petty France, London
  2. 5 Wellington Place, Leeds (occasional travel between Leeds and London may be required post Covid-19)

In order for Policy Group to meet its evolving business needs all Policy Group staff are expected to attend their base location (102 Petty France or 5 Wellington Place Leeds) at least 2 days a week.  This hybrid working arrangement is not contractual and as a result staff could be asked to attend their base location more frequently.

The Work of Judicial and Legal Services Policy Directorate

The Judicial and Legal Services Policy Directorate is part of MoJ’s Policy and Strategy Group. We are responsible for supporting the Lord Chancellor to fulfil his responsibilities in respect of the judiciary and for the department’s sponsorship of the legal services sector.

Within the Judicial and Legal Services Policy Directorate, the Judicial Pay and Pensions Policy Division advises the Lord Chancellor on the high-profile and sensitive issue of judicial remuneration, including pay, pensions and judicial terms and conditions policy. We are working to develop and implement policy in key areas so that we can continue to attract and retain the best legal minds for judicial office, while operating within the constraints of public finances.

Senior Policy Advisor, Judicial Pay and Expenses - the role

We are recruiting for a Senior Executive Officer (SEO) to be the policy lead for judicial pay, advising the Lord Chancellor on matters relating to pay for the judiciary. In the role, you will develop an excellent understanding of the wider context in which judicial pay sits including public sector pay more broadly, on judicial recruitment and retention issues, morale, judicial working conditions, pensions and plans for reform across the system. You will liaise with a range of stakeholders to establish and develop pay policy and work with operational teams to ensure that this is delivered. 

You will be responsible for leading on significant and high-profile projects including a Major Review on judicial pay which will involve commissioning the pay review body to undertake the review and the research to inform the review. You will also be responsible for leading on business-as-usual judicial pay processes such as the annual review of judicial pay which will involves the opportunity for cross governmental work.

Skills and Experience

  • The ability to form and maintain productive relationships with stakeholders and colleagues
  • The ability to assimilate quickly complex technical and legal information, and to convey that in simple language
  • The ability to manage a varied workload, and to identify priorities proactively. 

Desirable:

  • Experience of public sector pay policy.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
