Background:

The Ministry of Justice (MoJ) is a major government department, at the heart of the justice system. Responsible for courts, prisons and probation services, we work to ensure sentences are served and offenders are given rehabilitation opportunities to become law-abiding citizens. The MoJ has one of the largest and most complex spend profiles in central government. The Commercial and Contract Management Directorate (CCMD) is responsible for coordinating procurement and contract management across the MoJ, its agencies and non-departmental public bodies. The MoJ spends circa £3.5bn a year and manages over 1000 active contracts, all of which are sourced and managed by CCMD. We are running some of the most ground-breaking programmes such as Prison Reform and Her Majesty’s Courts and Tribunal Service Reform.

The MoJ has one of the largest and most complex estates within Central Government with 121 prisons and over 350 courts and tribunal buildings. In addition, we lead on a cross-government cluster of estates that includes the National Probation Service, Department for Education and Home Office.

To support the MoJ and its agencies in providing suitable, safe and secure buildings we spend over £250m per annum on outsourced Facilities Management (FM) contracts to a wide range of service providers. It is not uncommon for individual contract spend to be over £50m per annum and include a wide range of complex and innovative contractual mechanisms. We also generally spend between £150-200m each financial year on construction contracts, construction works include a range of projects from major refurbishments and security upgrades, to lift and boiler replacements.

The Commercial Estates Portfolio is part of the larger Ministry of Justice Commercial and Contract Management Directorate, which employs over 200 commercial professionals (including those through GCO).

Role Summary:

The successful candidate can expect themselves to be working across a varied portfolio supporting the Commercial lead on FM activity and works at all stages of the contracting cycle. Activities will span across a large and diverse site portfolio for clients that each pose a unique set of commercial challenges and opportunities. Typically, candidates will be involved in sourcing the replacement of and/or subsequent contract management of the departments large FM contracts as well as specialist services that support the operation and maintenance of the MoJ estate.

You will develop and maintain positive relationships with a broad range of internal and external stakeholders and encourage collaborative relationships as appropriate. Your professional expertise and judgement will be relied upon and valued by senior colleagues.

Key Responsibilities will include some or all the following:

  • Support the client team with negotiation and issue/dispute resolution, utilising analysis, risk mitigation and effective decision making to drive continuous improvement and value for money, escalating to Senior Commercial Manager as appropriate.
  • Support the operational project sponsors to deliver and maintain their procurement pipeline for small/med/large scale projects including development of specifications, procurement strategies, tender documentation and contact awards.
  • Comply with all Departmental controls relating to commercial practice and otherwise, including strict adherence to their delegated authorities, governance, legislation and policy as appropriate
  • Use electronic sourcing and management systems appropriately to ensure all commercial decisions are evidenced
  • Develop and manage the contract administration processes, including variations/change control, financial monitoring, performance monitoring as well as other contract mechanisms.
  • Developing and maintaining collaborative relationships with a broad range of internal and external stakeholders and suppliers to deliver outstanding customer service and savings to the department.

Essential Criteria:

  • Relevant sourcing & commercial management experience with a good understanding of the procurement process.
  • Ability to work under own initiative, taking ownership of tasks/projects through to completion
  • Ability to prioritise and manage multiple competing tasks, to meet business objectives.
  • Proven experience in building effective relationships, as well as influencing Senior Internal and External stakeholders.
  • Excellent communication skills, you will be a team player who leads by example.
  • Ability to analyse data, produce and present financial and performance related reports, utilising common software tools

Desirable Criteria:

  • Contract management or sourcing experience within the FM/construction category.
  • A working knowledge of public procurement legislation.

Qualifications:

Candidates must have one of the following or a willingness to work towards gaining the appropriate qualification.

  • Member of a relevant professional body, e.g. CIPS, IACCM or similar
  • Relevant degree, such as in surveying, engineering, law, finance or MBA
  • Contract Management Capability Programme, Foundation through to Expert level (available through Government Commercial College)

Salary and Benefits

Salary and benefits are as advertised for this post. Successful candidates at the interview stage of the process, will be offered the position at the advertised starting scale for this post. Salaries are reviewed on annual basis and amended in accordance with HR policy and aligned to individual performance.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Annual Leave

Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
