MoJ Commercial and Contract Management Directorate

The breadth and depth of the work of the Ministry of Justice Commercial Function is significant.  Each year we spend circa £3.2 billion on an expansive range of goods and services.  In addition, we support some of the most innovative commercial work in government, and our Directorate’s work is crucial to the successful delivery of prison reform and court reform programmes.

The CCMD Corporate leads on the functional strategy, the commercial policies and governance and commercial risk framework as well resourcing and development of the commercial function to enable it to meet its strategic and operational objectives. This includes financial management of the CCMD budget (c.£22m p.a.) and business support for approximately 320 commercial staff and 30 support staff based in London, Leeds and Manchester. We also support a Transport and Logistics function employing around 70 staff based in the Midlands.

Contribution to a strong team ethos as well as commitment to continuous improvement, collaboration and knowledge sharing is essential. 

Job Purpose

To create an engaged, informed and motivated directorate that understands the strategic direction and outcomes, the objectives that will deliver the outcomes and how the directorate is progressing against its goals. The role will support the Senior Strategy and Engagement Manager in the development and delivery of the employee Engagement Strategy and tactical Communication Plan across CCMD that consistently reinforces the directorates values and behaviours, promoting a one-team approach. The individual will also assist in leading the development of the CCMD strategy.

Responsibilities

  • Develop a consistent brand and style of communication for CCMD which consistently reinforces the directorates values and behaviours, promoting a one team approach
  • Work with stakeholders at every level to review existing communication themes, methods and channels, develop and implement a communications plan for the directorate. Leading and owning elements of the plan.
  • Working with the CCMD Leadership team to develop broader and more efficient internal communication channels and cascades for the directorate, focussing on key areas such as monthly stand-up’s, monthly newsletter, people survey and CCMD strategies
  • Linking closely with the teams “Our Culture Strategy” and leading a review on the use of technology to increase impactful communications and reduce unnecessary and inefficient ways of working
  • Leading in developing communications, designing and launching campaigns and delivering engagement events for CCMD including the annual supplier conference. Lead in the delivery of communication commissions for CCMD including high profile and senior level reporting requirements
  • Review relevant data from a variety of channels to provide analysis of events and campaign success to senior stakeholders.
  • Working closely with specialist areas of the Commercial Operating Centre especially Policy and Governance, Organisational Development and Resource Planning to ensure a unified approach and to promote strong engagement with the wider Commercial and Contract Management directorate.
  • Working in the GCF Communications and Engagement Team and MOJ communications teams to raise the profile of the team and improve engagement with all stakeholders, maximising the use of inter and intranet sites including CCMD intranet, MOJ intranet and KHUB
  • Working with various external organisations such as Civil Service World, Supply Management Magazine and utilising social media including blogs and LinkedIn articles to promote CCMD
  • Production of externally published documentation including supplier guides, supporting development of external publications such as the Annual Modern Slavery Statement
  • Maintain a watching brief of social media channels and provide a digest of relevant information for the leadership team and line managers and liaison with the MOJ Press Office where required
  • Lead development, communications reporting and delivery for the Single Departmental Plan, Chief Finance Officer Group Functional Plan and the CCMD 3 Year Strategy.
  • Promoting CCMD services and messaging throughout the MOJ and, where applicable, across government and Wider Government Bodies.
  • Ownership of the CCMD Intranet site, including design, content and strategic messaging working closely with MOJ intranet teams to maximise opportunity and improve user experiences and reduce manual maintenance demands on the team
  • Lead in the MOJ annual Commercial Awareness Week and liaison with GCF cross government leads to ensure consistency and professional delivery.
  • Maintain visibility of external campaigns and events, collecting best practise examples and leading the development of submissions for events such as GCF Leadership Conference and Awards, the CIPS Supply Management Awards and regional events
  • Promoting recognition and celebrating successes

Essential Experience

  • Experience of developing high quality communications products e.g. engagement packs, articles for publication, presentations, briefing papers and speeches
  • Experience of coordinating and running engagement events
  • Ability to build and maintain strong relationships with key internal and external stakeholders and influence in order to effect change
  • Ability to extract and express simple and clear messages supported by data
  • Ability to deliver and prioritise effectively in a fast paced environment
  • Ability to work across a multi-disciplinary team of staff, calmly and efficiently under pressure to deliver

Working Arrangements & Further Information

For nationally advertised campaigns, candidates will be appointed to their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed with the successful candidate(s) on the completion of pre-employment checks.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Annual Leave

Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
