Overview of the job

The Divisional Sexual Offending Interventions Manager leads the delivery of accredited interventions provided to people who commit sexual offences and provides leadership of staff and operations.  

Summary

  • To provide management and leadership within the National Probation Service (NPS) and the operational and strategic direction and management of the Divisional Sexual Offending Interventions
  • To represent the Deputy Director or relevant Head of unit/function with external agencies/Stakeholders and staff as appropriate.
  • In line with NPS policies and procedures, the job holder must at all times demonstrate a commitment to equality and inclusion and an understanding of their relevance to the work they do.
  • The post holder must adhere to all policies in respect of the sensitive/confidential nature of the information handled whilst working in this position.
  • May be required to participate in an out of hours on call rota.

Responsibilities,Activities & Duties

The job holder will be required to carry out the following responsibilities, activities and duties:

  • Lead, innovate and develop local strategies in line with the national strategic framework
  • Effectively lead divisional unit operational delivery and contribute corporately to national operational delivery and priorities 
  • Represent NPS in the relevant local strategic partnerships and ensure appropriate representation within wider partnership frameworks
  • Under the guidance of the Head, represent the NPS at national partnerships and development meetings in line with delegated functional lead and decision making responsibilities.
  • Manage competing demands within (geographical) area of responsibility
  • Responsible for the accredited programmes function across the division; including line management of middle managers.
  • Manage resources effectively.
  • To make decisions and provide advice on the management of offenders where senior management authorisation or involvement is necessary e.g. authorising the recall of offenders to prison
  • Contribute to the Division's role in the management of risk presented by people who have committed sexual offences and sexual offending across the Division
  • Undertake recruitment activity for the divisional unit, and ensure training needs of staff in the unit are appropriately identified and met
  • Use performance data to drive improvements in performance
  • Undertake all Human Resources (HR) related policies and practices including,Attendance Management, Disciplinary, Performance Management and Staff Appraisals, as appropriate to the role
  • Work effectively with your respective Divisional Senior Leadership Team and take lead responsibility divisionally for specific projects/portfolios
  • Deputise for the Head of function as required in the Division
  • Implement HMPPS equality strategy
  • Carry out safeguarding children and safeguarding adults duties in accordance with NPS statutory responsibilities and policies
  • Demonstrate pro-social modelling skills by consistently reinforcing pro-social behaviour and attitudes and challenging anti-social behaviour and attitudes.
  • Work within the aims and values of NPS and HMPPS

Essential Skills Qualifications, accreditation & Registration

Essential

Probation Qualification Framework Graduate Diploma/Honours Degree in Community Justice integrated with Level 5 Diploma in Probation Practice or a qualification which was recognised at the time of qualification by the Secretary of State for Justice as per Section 10 of the Offender Management Act 2007.  

The following qualifications gained in England and Wales were previously recognised as providing such eligibility: 

Diploma in Probation Studies

Diploma in Social Work (with Probation option)                          

CQSW (with Probation option)

  • Significant experience at middle manager level, holding relevant responsibilities
  • Substantial experience of line management of staff, including supervision, appraisal and motivating.
  • Experience of monitoring performance in area of responsibility against predetermined targets and if necessary effect significant improvements.
  • Experience of managing resources to support local operational requirements
  • Experience of Operational planning through effective deployment of available resources and staff to meet operational demands.
  • Experience of working with key local agencies and stakeholders to develop strong partner relationships.
  • Preparing high level written reports
  • Experience of working under pressure and to tight deadlines.
  • Knowledge of Health and Safety and Equalities legislation.
  • Knowledge of the wider Criminal Justice System.
  • Experience of managing people through organisational change
  • Experience of successfully managing relationships including where there is conflict.
  • Experience of making complex risk management and public protection decisions
  • Current knowledge of effective practice in managing risk and reducing reoffending

Desirable

  • Evidence of competence in management skills and or Leadership and Management qualification
  • Experience of conducting employee relations investigations (e.g. disciplinary, capability, grievance etc)
  • Experience of formulating and implementing policy successfully and effectively
  • Experience of leading the development and implementation of new and innovative ways of working to improve service delivery
  • Experience of contributing to the development of strategic business plans to achieve improved service delivery
  • Current knowledge of effective practice in managing risk and reducing reoffending in those who commit sexual offences
  • Management experience in at least two different settings.
  • Experience of managing people and projects (applying project management techniques) to implement significant change/practice improvements.
  • Experience of delivering presentations to multi-agency audiences and large groups

An ability to fulfil all spoken aspects of the role with confidence through the medium of English or (where specified in Wales) Welsh


Work with sexual offenders across the Midlands is organised on a divisional basis with the Divisional Sexual Offending Unit Manager overseeing and delivering the operation, reporting to the ACO with responsibility for Sexual Offending Interventions.

The role involves working with a team of Senior Probation Officers who are responsible for ensuring the delivery and treatment management of all sexual offending programmes across the Midlands division. The post holder will be responsible for the supervision, support and development of this team as well as being actively involved in the ongoing development of services for sexual offenders via participation in the National Reference Group and other national fora.

Sexual Offending teams within the DSOU are spread across the Midlands and so there will be a significant amount of travel in this role to support managers and staff. The location of this post is negotable due to the Midlands wide location.

Standard working hours are 37 hours per week excluding breaks which are unpaid.
