G7 Analytical Team Leader (x8), Data & Analysis, Ministry of Justice

Overview

We have 8 G7 Analytical Team Leader roles within Criminal Justice Business Partnering, Access to Justice Business Partnering and Analytical Priority Projects within the Data & Analysis Directorate.

Roles are open to:

  • Existing analysts from all professions (GORS/GSS/GSR/GES) either on level transfer or on promotion, and
  • Other candidates that are not members of GSS, GORS, GSR, GES profession but possess and can demonstrate similar experience at the appropriate level. Badging opportunities will be available once in post for those who wish to apply. Please note that depending on your preferred profession, extra assessment may be required at interview stage.

We welcome applications from candidates based across the UK. Candidates will have the option of being based in the Leeds or London HQ offices (with flexible working arrangements available) or your nearest Justice Collaboration Centre or Justice Satellite Office. These are in Liverpool, Leeds, South Tyneside, Nottingham, Cardiff, Ipswich and Brighton. This will be discussed and agreed on the completion of background checks.  Other locations may be discussed at interview.

Interviews are likely to take place in early September and will be held via MS Teams. We will keep a merit list for a year for those who successfully pass the interview board but who are not offered a post.   

What you’ll do  

We have 8 Grade 7 Analytical Team Leader roles available across three units.

Criminal Justice Analytical Business Partnering Teams (5 roles)

The Youth Justice and Vulnerable Offenders Analysis Team (1 role) provides high quality evidence to improve outcomes for children and women in the justice system, who represent some of the most vulnerable in society. This new role will work closely with policy colleagues, analysts and evaluation experts to evaluate a new programme (Turnaround) aimed at diverting children away from the justice system. This new programme has a high degree of ministerial interest and will involve collaborative working across government and the youth justice sector.

Reducing Reoffending Team (2 roles) Reducing Reoffending is a high-profile priority for the government and has received a substantial increase in investment from HMT over the next three years. The Prisons Strategy White Paper sets out the government’s ambitions to improve prison leavers’ access to education, accommodation and employment support.  This new role will lead a small team of analysts to design and conduct evaluations of the key policy interventions designed to reduce reoffending. We are looking for people who are proactive and confident in scoping and developing evaluations and analytical projects, and driving them forwards. This is a fast paced and high-profile role which involves working closely with analytical, policy and operational colleagues across MoJ/HMPPS.

The Offender Health Team (2 roles) provides analytical support to offender health policy colleagues across a range of offender health and substance misuse priorities, including MoJ elements of the cross-Government drug strategy and reform of the Mental Health Act. There are two roles, one of which will focus on providing economic and modelling support to offender health and drug strategy policy, and the other involves leading on developing and reporting on key metrics to support drugs strategy work. This is an exciting and fast-paced area of work with lots of opportunity for analytical impact. Drug strategy work has a high degree of Ministerial interest and the roles will involve collaborative and proactive working with other analysts, policy colleagues, and colleagues in other Departments.

Analytical Priority Projects (3 roles)

The Cross-cutting Agile Priority Projects team work on a variety of high-profile agile analytical projects, with exposure to senior leaders across the justice system. The projects are wide-ranging and involve a variety of different analytical methods. You will work closely with policy colleagues and other analysts in the directorate to deliver a rolling portfolio of analytical projects for the Deputy Prime Minister and Permanent Secretary’s priorities. You will have the ability to work collaboratively and add value to top priorities for the Department from Day one.

The Prison Estate Strategy and Contingencies team works closely with policy and operational colleagues to identify the short-term pressures on the estate, collaborate on contingency options and to develop a long-term estate strategy to protect the public from serious offenders and improve the safety and security of our prisons. The team is responsible for high-profile quarterly prison place projections which support capacity planning and advice to Deputy Prime Minister (this is top priority area for the Deputy Prime Minister). You will work closely with other analysts, policy colleagues and operational colleagues to ensure that ministerial advice and communication in this priority area is well understood and influential.

The Prison Safety and Environmental Surveillance team work on projects that build understanding of issues around violence and self-harm in prisons, and on COVID-19 to improve the safety and security of our prisons.  We use innovative analysis to answer priority issues raised by our senior policy and operational colleagues. Current projects include: analytical deep dives to understand the drivers of violence in prisons; using multivariate modelling techniques to describe the different types of prisoners with a history of self-harm; and development of interactive dashboards which document and compare violence and self-harm levels to changing prison regimes following COVID-19 lockdowns. This is an exciting area of work with lots of opportunity for analytical impact. It has a high degree of Ministerial interest and the role will involve collaborative and proactive working with other analysts, policy and operational colleagues.

Access to Justice Business Partnering Teams (1 role)

The Criminal Courts, Victims and Vulnerability Analysis Team (1 role) provides analytical support for the Victims and Witnesses’ Commissioning Unit (V&WCU) who ensure the right services are available at the right time to all victims of all crime types. You will partner with them to articulate their analytical needs for commissioning, monitoring and evaluation and ensure their priority needs and key evidence gaps are reflected in the work programme and other analysis commissioned across Data and Analysis and other government departments. You will develop and deliver a programme of evidence synthesis and commission new research and evidence to inform commissioning, assessment of victims’ service bids, delivery and what works. You will support the teams in collecting, reviewing, and using monitoring data obtained from victims’ support services commissioned by MOJ. This role involves extensive stakeholder engagement with HMCTS, Home Office, Victims’ Commissioner and other third sector partners.

Different roles have slightly different focuses and therefore for some of the roles, additional skills are desirable:

  • Youth Justice and Vulnerable Offenders Analysis & Reducing Reoffending teams – Strong evaluation skills, experience in scoping and managing complex evaluations. With excellent understanding of quantitative and qualitative research methods. Ideally with experience of designing randomised control trials or have the ability and desire to learn.
  • Cross-cutting Agile projects team - Ability to lead the delivery of analytical projects to tight deadlines, ensuring analysis meets high standards (including proportionate quality assurance). Ability to work across a range of projects and pick up new projects at pace across different disciplines.
  • Prison estate strategy – Skilled in working closely with partners to lead and communicate quantitative analysis to non-analysts. Able to identify and understand the validity, relevance and limitations of different evidence sources.
  • Access to Justice Business Partnering Team - Excellent understanding of quantitative and qualitative research methods with ability to apply this to address real life research questions. Ideally experience of criminal justice system or victims research or have the ability and desire to learn.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Annual Leave

Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
