We may not wear capes (although they are optional), but the HMPPS Co-Financing Organisation (CFO) team has a proven record of reducing crime and saving lives. You will be working as a .NET developer based at our main office in Daresbury, Warrington, WA4 4HS as a key member of this innovative and forward thinking team working to reduce re-offending and helping offenders turn their back on crime to lead positive and productive lives. Underpinning the delivery of the CFO is CATS+ (Case Assessment and Tracking System), an in-house developed cloud-based web application which primarily supports the case management of offenders, but also meets strict auditing requirements and provides the necessary Management Information to performance manage and pay our contracted delivery suppliers using our defined payment pathway.

Until December 2023, this post will be funded by the European Social Fund. From January 2024, it will continue to be funded by (and will deliver against) HMPPS objectives.

The post holder will primarily be responsible for the development of a new optimised iteration of CATS+ using:

  • C# and ASP.NET                                                                                                                                                                           
  • SQL Server

PLEASE NOTE - a standard government job title (of "Software Developer Architect") may be used in reference to this post. At this point in time it is not envisaged any other development skills are essential, other than those outlined above. The job skills detailed above are essential for the role. Other skills required detailed within the job description are not essential. The management of staff will not be necessary for this role.

Overview of the job 

  • The Co-Financing Programme (CFO) is a large-scale national employability programme working across all Prisons, National Probation Service (NPS) and Community Rehabilitation Companies (CRCs). The joint funding structure of the programme necessitates dual governance arrangements to satisfy requirements of both HMPPS and the European Union (EU).
  • The post holder will primarily be responsible for the on-going development and continuous improvement of a Case Management System known as CATS+ (Case Assessment and Tracking System) which supports the Payment By Results model currently utilised by the programme.
  • CATS+ is a web application that has been developed in C#, using WebForms, WebAPI / WebServices and Entity Framework, with a SQL Server backend and a frontend consisting of HTML, CSS and Javascript.
  • The post reports to the Lead Manager (ICT / CATS) and through them, to the Head of CFO.
  • The job holder falls under HQ but is based in the North West (Daresbury Park, Warrington).
  • This is a non-operational post.
  • To work 100% on ESF funded projects.

Summary 

  • You will be a hands-on developer, responsible for not only development but also influencing, guiding and allocating work streams to a team of up to four other developers. You will primarily be responsible for the on-going development and design of new and existing applications, to a commercial standard using C#, .NET Framework, SQL Server, HTML / CSS, Entity Framework, LINQ, WebAPI / Web Services and Javascript / JQuery.
  • The post requires comprehensive knowledge and experience of the full software development life cycle, as well as an understanding of modern development technologies and techniques.

Responsibilities, Activities & Duties      

  • The job holder will be required to carry out the following responsibilities, activities and duties:
  • Design, develop, modify, test, support and document, secure web (primarily CATS+) and occasionally winform applications to serve CFO requirements, catering for strict business rules, multiple browsers, assistive technology, user configurable interfaces and more. Experience and application of the following technologies and techniques is essential to the post:

  • Implementing APIs for internal and external use.
  • Building up a useful, robust automated test suite to support a Continuous Deployment environment.
  • Ensuring system development/implementations utilise version control systems (SVN) and have appropriate supporting documentation and sufficient code commenting practices are maintained.
  • Identification of good practices and new technologies we can adopt, and sharing experience, knowledge of tools and techniques with the wider team, (both developers and non-developers).
  • Translate requirements to appropriate work streams and allocate these work streams to others within the development team with the necessary skills to perform the task.
  • Where necessary, support HMPPS with any sales or IPR queries in relation to copyrighted software.
  • Manage the day to day delivery of system development activities. Ensuring that plans for testing, and system upgrades / implementation remain feasible.
  • Ensure that any planned upgrades / releases are appropriate and that its interaction with other IT infrastructure arrangements such as platforms and servers is optimised.
  • Represent the development team on the Change Board when necessary.

The role is based at Daresbury Park in Warrington (WA4 4HS), the post offers excellent links to Liverpool, Manchester and Cheshire by car (with free parking on site) with the office next to the M56, Junction 11. There are good rail links to Runcorn from Liverpool and Manchester. Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Standard working hours for this post are 37 hours per week excluding breaks which are unpaid.
