Overview

The Estates Directorate is a customer focused organisation that exists to enable our customers to perform to their very best. We do this by providing high quality, easy to use services, and working environments that our customers want to work in, which support them to deliver their individual outputs efficiently. Our job is to manage one of the most diverse and complex estates in Government – this is hosted by the Ministry of Justice, and includes the estate of the Home Office, Prisons, Probation, MoJ HQ and Arm’s Length Bodies.

We provide specialist services including facilities management, health & safety, fire safety and security, technical design expertise, and sustainability. We also have business management teams who work in support of the entire Directorate. Each of our partners is supported by account management teams; we are responsible for a great deal - our portfolio consists of properties valued at £8.5bn for the MoJ alone.

We work closely with our cluster partners and the Government Property Agency, encouraging healthy collaboration and driving a professional service delivery approach. We strive for professional membership in our Directorate, encouraging our people to join the Government Property Profession.

We continue to deliver new ways of working across the estates cluster – leading on the scale and pace of activity for central government – proposing ways to achieve, and then providing, more dynamic and flexible work space, while driving down the cost of the estate.

Job Description, Duties and Responsibilities

The Area Facilities Manager Band B will report to the Regional Facilities Manager Band A. Responsibilities will include the following:

  • Responsible for proactively resolving FM service delivery issues across the customer portfolio which will be within either MoJ Cluster or the Home Office
  • Line Management responsibility of Band C Facilities Managers
  • Support Account Management with proactive reporting to customers and collation of feedback from end users
  • Work with the FM Contract Management Team to proactively understand FM issues across customer portfolios and develop improvement plans to share with Account Management
  • Ensure the overall day-to-day FM service delivery is meeting customer expectations
  • Deal with the day-to-day issues impacting the FM service delivery and own issue resolution
  • Work with the Integrator and FM Contract Team to provide a proactive compliance position for Customers
  • Understand all FM services required across the customer portfolio
  • Audit, assurance and validation of service delivery considering MI reports from the Integrator and physical checks.
  • Work collaboratively with the MoJ Estates Account Management Team to facilitate strong customer relationship management.
  • Responsible for the management and resolution of any escalations or complaints from the customers or supply chain, including request for additional spend, elective new works, changes to scope or specification.

Expectations of post holder in executing the role

  • Strong leadership is a critical element of this role, as is the ability to prioritise and manage a workload, analyse and present complex information clearly and make recommendations for improvement.
  • Post Holders are expected to display a commitment to Continuous Improvement, leading change, and improving performance. All those appointed to new roles in the team must be wholeheartedly committed to these principles and evidence this in their application.
  • Regional based roles with the FM team will have to travel within their designated region to various buildings and customer sites.
  • As the Estates Directorate HQ is currently based in 102 Petty France London there will be a requirement for all roles to travel to the current or any future designated HQ as and when required.

Essential

  • Property and facilities management with knowledge of asset management, maintenance, customer service and supplier management.
  • Experience of working in cross-functional teams with multiple discipline.
  • Ability to work with minimal supervision, taking responsibility for outcomes

Highly Desirable

  • Knowledge of project management processes.
  • Leadership skills to inspire and motivate teams to deliver quality results.

Qualifications

  • Holding or working towards an appropriate professional accreditation or equivalent (RICS, IET, BIFM, CIBSE)

The GPP Competency Framework is aimed at staff working in property or property-related roles and consider property to be their career anchor profession. This usually encompasses posts where professional qualifications and experience are directly relevant to the work being undertaken. However, it is also applicable to those who are currently not qualified property practitioners but wish to make this their profession of choice. Those with a property background at any level are encouraged to register with the GPP, which exists to support property practitioners at all levels. Flexible working hours

The Estates Directorate offers flexible working subject to local agreement. This post is a full- time post, with an expectation of covering Monday to Friday.

 

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

Security Clearance (SC)
