The Ministry of Justice is a major government department, at the heart of the justice system. Responsible for courts, prisons and probation services, we work to ensure sentences are served and offenders are given rehabilitation opportunities to become law-abiding citizens.


The Commercial and Contract Management Directorate (CCMD) manages over 1000 active contracts and spends £3.5bn a year and is crucial to the successful delivery of prison and court reform programmes. It provides procurement and contract management activities across a wide range of categories, ensuring value for money agreements are in place for wider MoJ staff to source goods and services from.

 

Prison Education Portfolio

As a Commercial Executive Officer, you will be working on one of the most exciting new portfolios of commercial work within the MoJ – Prison Education Commercial team, part of the CCMD Rehabilitation Services portfolio. You will provide the Commercial Administration, working across the Prison Education Team.

You will be the first point of contact for a range of stakeholders, resolving queries and offering advice to support the delivery of Education services into the business. Working within a fast-paced environment, you will bring effective communication and organisational skills to ensure that tasks are carried out in a timely manner across the Prison Education Commercial Team.

The Prison Education Commercial team in CCMD’s Rehabilitation Services portfolio is leading the strategy and implementation for delivery of the next generation prison education services contracts. As part of this we have established a framework for Prison Education (PEF) and alongside this a Prison Education Dynamic Purchasing System (PEDPS) for providers of more specific or niche education services outside of the core offer. The PEF Framework call off contracts went live in April 2019, and we are running Call-off competitions from the DPS framework.

Key Responsibilities

Provide commercial administration support across the Prison Education Commercial team:

  • Maintenance and updates to the relevant commercial systems, such as the Bravo eSourcing portal, SOP, Internal Trackers and Contracts Finder
  • Managing P2P processes for the category from processing requisitions to placing orders
  • Monitoring team inbox, management and development of team processes.
  • Assessing actions that need to be taken to support the team, supporting commercial team members and carrying out instructions.
  • Arranging and booking meetings. Document management (including photocopying, drafting agendas for meetings, sending key documents on behalf of team members).
  • Resolving business and supplier enquires by telephone and email
  • Managing the production of MI reports for a range of internal and external stakeholders
  • Managing sensitive information in a confidential manner

Experience

Essential

  • An ability to plan, organise and manage your own time effectively
  • Excellent verbal and written skills, with an ability to communicate with clarity and confidence to a wide range of stakeholders
  • Competent with Microsoft Office programmes such as Outlook, Word and Excel

 Desirable

  • Experience of analysing data and presenting this in a clear and user-friendly format
  • Knowledge of procurement tools, techniques and processes.
  • Exposure to iProcurement Systems, e.g. Oracle or Bravo.

Working Arrangements & Further Information


Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.
