1.    Overview

We have 2 vacancies within the Community Data Assurance team, within the Data & Analysis Directorate.

Roles: We are looking to recruit 2 SEOs to the Community Data Assurance team, whose role it is to provide assurance and data integration to the business and key stakeholders on  reducing reoffending and probation data which impacts the reported performance of the Probation Service and Community Accommodation.

This is an exciting opportunity for a SEO Civil Servant to join the Community Data Assurance team in the Ministry of Justice. The post is open on level transfer to existing Civil Servants at SEO (or equivalent) and to other eligible Civil Service staff on promotion.
You must have significant work experience (usually a minimum of three years) evidencing use of data and/or analytical skills. Time spent on an analytical PhD can count towards this.

We welcome applications from candidates based across the UK. Candidates will have the option of being based in the Leeds or London HQ offices (with flexible working arrangements available) or your nearest Justice Collaboration Centre or Justice Satellite Office. These are in Liverpool, Leeds, South Tyneside, Manchester, Bristol, Nottingham, Cardiff, Ipswich and Brighton, Stafford, Ipswich, Wolverhampton, Sheffield. Alternative locations may be available and will be discussed and agreed on the completion of background checks.

Interviews are likely to take place in late February/early March 2023 and will be held via MS Teams. We will keep a merit list for a year for those who successfully pass the interview board but who are not offered a post.

We are a multi-disciplinary team of around 500 staff that sits at the heart of the Ministry of Justice providing analytical support across a diverse and exciting agenda. We work in a dynamic and fast-paced context and our skills are in heavy demand across the Ministry of Justice. Our collaborations beyond government are seen as ground-breaking.

The Data and Analysis community is made up of analysts and specialists including: Social Researchers, Economists, Operational Researchers, Statisticians, Data Engineers, Data Scientists and other data specialists (such as data strategists, data dissemination, generalists and assurance experts).

3. What you’ll do  
 
•    Provide guidance and work with business data owners, analysts, and data governance to create new data standards and modify existing standards as needed.
•    Liaise with internal and external stakeholders to fully understand data content and requirements, providing technical support where required.
•    Provide training and training materials to enable accurate data entry. Communicate changes to stakeholders to ensure accurate data provision.
•    Ensure the continued and timely testing and flow of weekly, monthly and quarterly performance data via the HMPPS Performance Hub. 
•    Develop and enhance an automated data collection system and oversee the integration and automation of new information returns.
•    Collaborate on the implementation of new performance indicators; working with analysts in HMPPS and MOJ to ensure consistent reporting and to support the development of aligned approaches.
•    Support the business in the provision and interpretation of management information; including on matters relating to performance indicators and targets, by providing high quality outputs, visuals and innovative data trackers. 
•    Provide support on responses to ad hoc data queries and Parliamentary questions.
•    With others, act as board secretary for various data governance meetings, taking minutes and circulating papers in a timely manner.
•    Support stakeholders through provision of data and by attending required programme boards.

The following experience and skills will be required:

SEO equivalents will be expected to:
•    Have strong working knowledge of data assurance, with the ability to apply their knowledge and skills to new problems.
•    Ability to deliver at pace with minimal supervision.
•    Have strong written and oral communication and interpersonal skills and the ability to explain complex technical data, concepts and practices to non-technical stakeholders., including senior leaders and ministers. 
•    Manage partners’ expectations over time, dealing constructively with challenge and where appropriate adapting the work programme when requirements and circumstances change.
•    Develop and maintain effective relationships with diverse stakeholder groups.
•    Deputise for their Grade 7 managers on occasions.

The following experience and skills are desirable:

•    Stakeholder management; confidence in descriptive analysis and presenting data appropriately at pace; experience of identifying and improving data quality. 
•    Ability to use structured project management techniques, ie PRINCE 2 or equivalent is desirable.
•    Experience with data manipulation tools such as Excel, R, SQL and reporting tools such as Business Objects desirable.
•    Experience in working with administrative data desirable, especially probation data.

5a. Selection Process 

There will be an initial sift of applicants through comparing submitted evidence against the ‘Who you are’ bullets. This usually takes two weeks, depending on the number of applications. 

Those who make it through the initial sift will be invited to a Civil Service Success Profile interview. In the Civil Service we use Success Profiles to help us find the right person for the job. We will be using a mixture of methods to assess your abilities, strengths, experience, technical skills and behaviours. We highly recommend learning about Success Profiles and using the Situation, Task, Action, Result and Reflection (STARR) framework when structuring your answers.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas).
