Job description:

It is an extremely exciting time here at HM Courts and Tribunals Service. We are currently undertaking a first-of-its-kind Change Programme aimed at delivering pioneering judicial services that better serve the public, and with over £1 Billion of funding this is the most ambitious programme of its kind anywhere in the world.

The Programme includes modernising the court estate, utilising the latest technology to digitise services where appropriate, speeding up and streamlining working practices, refurbishing buildings to reduce maintenance costs and provide much improved services for service users, especially vulnerable witnesses and victims.

Portfolio Analyst

As a Benefits Analyst for the HMCTS Change Portfolio, your role is to protect value, drive value and add value. You will work in the Benefits Management Team working closely with the Portfolio Finance Team and will engage with stakeholders across the Portfolio, including Finance Business Partners, Project Managers and Business Change Managers to ensure benefits are at the heart of the portfolio and to instil a benefits-led approach in everything we do.

You will ensure that the significant investment made by HM Treasury allows HMCTS to provide a more accessible system which is modern and responsive, treats those who use our service with dignity and respect, and which ultimately provides better value for money for the taxpayer. You will help deliver a significant reform programme which will enable a radical estates modernisation and greater use of digital solutions.

 

Key Responsibilities

  • Reporting to the Band A Benefits Programme Manager you will support embedding the overarching benefits management approach for the entire HMCTS change portfolio and ensure this is well articulated, documented and understood by senior officials in programmes and projects as well as the senior management team.
  • Work closely with programmes and project teams in the portfolio to identify, quantify, profile, monitor, track and report the benefits and cost savings associated with the transformations they are delivering.
  • Develop the dashboard for tracking and monitoring benefits and share with relevant senior officials.
  • Act as the conduit between the Senior Finance Business Partners and medium term financial planning and in-year reporting team to ensure the accurate reporting of benefits and savings.
  • Work across the Change Portfolio to get a better understanding of project and programme requirements to improve and develop the benefits management framework.
  • Develop a good understanding of programme and project principles as well as government accounting requirements to accurately report programme spend and benefits on an annual basis.
  • Work with the Programme team to ensure you have a detailed understanding of benefits profile over the lifetime of the programme.
  • Model passion about the need for a benefits-led approach and you will engage with a variety of stakeholders to offer guidance and support on best practice.
  • You will work with HMCTS and MoJ Finance (and HMT officials as required) to accurately interpret accountancy standards and Government Accounting regulations to ensure analysis accurately captures requirements adhering to HM Treasury Green Book appraisal and evaluation techniques and relevant guidance.
  • You will help ensure you drive best value for money decisions and challenge Project Managers and Project Sponsors as appropriate.
  • You will help guide project managers and other key members of staff to improve financial analysis across the programme.

The post holder is required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post. Occasional travel may be required.

 

Key Requirements:

Previous Experience as Financial, Business or Project Analyst ideally gained in a Change, Transformation or Digital Environment:

  • Understanding of a finance function and its processes including: reporting & monitoring, financial control, budgeting and forecasting, benefits management and realisation etc.
  • Ability to work in a fast-paced and highly complex environment and develop a comprehensive understanding of strategic objectives and challenges
  • Exposure to business case preparation and benefits realisation highly advantageous
  • Exposure to Agile projects highly advantageous (professional Agile qualifications are not necessary)

Significant experience using Excel as an analyst, backed-up by excellent numerical and analytical skills:

  • Proven ability to understand, interpret and implement financial data
  • Strong data interrogation techniques and experience of working with models and/or complex spreadsheets
  • Strong data presentation skills and an ability to convey complex information to a variety of audiences

Proven ability to manage and influence senior stakeholders (up to director level) CCAB/ACA/CIMA/ACCA/ (or equivalent or part qualified not essential but an advantage:

  • Excellent stakeholder engagement skills and ability to work as a ‘business partner’
  • Excellent interpersonal skills and ability to build and maintain strong working relationships with stakeholders across the organization
