Evidence Library Support Manager HEO, Data & Analysis, Ministry of Justice
We have one role in the Data Improvement Team, within the Data & Analysis Directorate.
Minimum requirements to apply:
Candidates must be able to show the relevant experience and skills and must meet the criteria for entry:
HEO grade – must have:
- Significant experience (usually a minimum of two-years’ work experience) evidencing use of data and/or analytical skills (outside of a part-completed Civil Service degree apprenticeship).
- You have significant experience of managing projects
We welcome applications from candidates based across the UK. Candidates will have the option of being based in the Leeds or London HQ offices (with flexible working arrangements available) or your nearest Justice Collaboration Centre or Justice Satellite Office. These are based at the following JCCs: Cardiff, Leeds, Nottingham, South Tyneside, Brighton, Ipswich and Liverpool, and the following JSOs: Ashford, Beverley, Haverfordwest, Hull, Merthyr Tydfil, Manchester, Newport, Birmingham, Sheffield, North Shields, Bristol, Wolverhampton, Weston-Super-Mare, Stafford, Truro, Winchester and Leeds.
Alternative locations may be available and will be discussed and agreed on the completion of background checks.
Interviews are likely to take place in February 2024 and will be held via MS Teams. We will keep a merit list for a year for those who successfully pass the interview board but who are not offered a post.

We are a multi-disciplinary team of around 700 staff that sits at the heart of the Ministry of Justice providing analytical support across a diverse and exciting agenda. We work in a dynamic and fast-paced context and our skills are in heavy demand across the Ministry of Justice. Our collaborations beyond government are seen as ground-breaking. The Data and Analysis community is made up of analysts and specialists including: Social Researchers, Economists, Operational Researchers, Statisticians, Data Engineers, Data Scientists and other data specialists (such as data strategists, data dissemination, generalists and assurance experts).

3. What you’ll do
- Planning and scheduling – Ensure systems are in place to enable effective planning and scheduling.
- Monitoring and reporting – Manage project controls, reporting to the Head of Data Evidence Dissemination about the project status. Contribute to the completion of the analysis and end of programme reports, making clear recommendations based on the information available to you e.g. statistics, observations, learning outcomes etc. Provide data usage analysis, using products such as Google Analytics.
- Admin – Ensure organisational tasks are carried out efficiently. Support with secretariat duties including minute taking and project board support. Ensure library content and documentation is maintained. Manage compliance of the project with Data Governance Board, Data Security, Health & Safety, Equality & Diversity, Business Continuity and Business Planning.
- Stakeholder – Manage and engage with a wide range of internal and external stakeholders. Drafting of correspondence.
- Risks and Issues – Lead potential risk areas, working with risk manager and escalating as appropriate.
- Management - Experience of successfully supporting projects and working with multi-disciplinary teams to deliver results within fixed timeframes with limited resource. Experience of organising teams, establishing processes and working to deadlines.

The following experience and skills will be required:
- Good organisation and project management skills necessary to manage a series of workstreams across a broad range of areas.
- Requirements of Government Information Assurance
- Developing and maintaining large and complex databases
- Use of Web Based Data Visualisation methodology and tools
- Use of data manipulation tools, such as Excel
- Experience of using Microsoft Office 365 suite of products, including MS Teams, Excel, MS Forms, PowerPoint and SharePoint or aptitude to learn.
The following experience and skills are desirable:
- Be adept at identifying and utilising appropriate methodologies in projects, delivering quality outcomes to deadline and identifying risks.
- Working with partners around analytical options and to evaluate their relative merit, dealing constructively with challenge
- Experience of working with colleagues to adapt the analytical programme when requirements and circumstances change.
- Be skilled in maintaining effective relationships with diverse stakeholder groups.
- Have good written and oral communication and interpersonal skills and the ability to explain data and analytical concepts and practices to non-technical stakeholders.
- Strong analytical ability - in particular robust data skills and good working knowledge of the main quantitative, qualitative and/or evaluative research methodologies of relevance in their field of expertise.
- Project management skills e.g. PRINCE2 and/or Agile - Experience working in digital or agile teams and awareness of agile ways of working

5. How to apply

5a. Selection Process
There will be an initial sift of applicants through comparing submitted evidence against the ‘Who you are’ bullets. This usually takes two weeks, depending on the number of applications.
Those who make it through the initial sift will be invited to a Civil Service Success Profile interview. In the Civil Service we use Success Profiles to help us find the right person for the job. We will be using a mixture of methods to assess your abilities, strengths, experience, technical skills and behaviours. We highly recommend learning about Success Profiles and using the Situation, Task, Action, Result and Reflection (STARR) framework when structuring your answers.
The highest scoring candidates that pass the interview will be offered the roles. The whole process can take up to a month.

Working Arrangements & Further Information
The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.
For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.
Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.
