About HMPPS Digital
Her Majesty’s Prison and Probation Service (HMPPS) is here to prevent victims by changing lives.

We work with our partners to carry out the sentences given by the courts, either in custody or the community. We reduce reoffending by rehabilitating the people in our care through education and employment. The agency is made up of Her Majesty’s Prison Service, the National Probation Service and a headquarters focused on creating tools and learning.

Within HMPPS Digital there are a number of key portfolios:

Offender Digital Services - Responsibility for new and existing digital services used by offenders in custody.

  • In-cell devices (currently implemented in two prisons) and the strategy for future deployments
  • Bespoke software for the in-cell devices known as “The Hub”
  • Self-service kiosks situated in landings (currently deployed to around 15 prisons)
  • Future strategy for kiosk-style self-service technology
  • In-cell telephones in partnership with the Infrastructure Services team
  • Strategy for building as well as integrating non-MoJ services for offenders in custody such as digital health, benefits applications and video communications with families.

Prison Digital Services Responsibility for the new and existing digital services used by prison staff including HQ and in the youth estate.

  • Ensure that major legacy systems including ‘Nomis’ continues to run effectively on current supported technology
  • Design, build and deliver the new microservices to replace the legacy systems using multi-disciplinary digital delivery teams
  • Support and iterate new digital services including whereabouts, home detention curfew, offender management in custody, and Nomis-on-the-Move
  • Work in partnership with HMPPS to develop an effective training and change management programme to ensure the new services are used to their full effect.


Security and CT Digital Services - The key point of contact with the Security, Order and Counter-Terrorism (“SOCT”) team in HMPPS.

  • Own and deliver two key digital services currently in development known as “Pathfinder” and “Categorisation Tool”
  • Manage the existing Mercury application, as well as overseeing its replacement over the next 12 months.
  • Working in close partnership with the Security, Order and Counter-Terrorism team on other strategic security initiatives, including mobile phone blocking and visitor biometrics.

Probation Unified Model Digital Services Responsibility for the transition of Community Rehabilitation Companies (CRCs), ensuring our Digital services are fit for purpose to not only support this transition but also to set up Probation Digital Services for the future.

  • This role will oversee all of the digital and technology work required to successfully move from the current NPS+CRC arrangements to the new “Unified” model.
  • Own the legacy probation systems including nDelius and OaSys, ensuring they are running effectively on modern, patched technologies.
  • Work in partnership with HMPPS to develop an effective training and change management programme to ensure the new services are used to their full effect.

Future Probation Digital Services - Responsibility for the design and delivery of new digital probation services.

  • Services for probation in court (allocating, checking, advising)
  • Services for probation in the community (allocating, case management)
  • Services for sentence planning 
  • This role will also be responsible for pilot schemes testing new and innovative technology solutions

The Role

Digital Delivery Leads (HMPPS Digital Portfolio) are critically important roles within HMPPS Digital, ultimately responsible for one of the key portfolios of digital and technology services provided by Her Majesty’s Prison and Probation Service across either prisons, probation or youth justice.  

As part of the HMPPS Digital senior management team, you will act as a leader across the organisation working to build a culture of collaboration, innovation and relentless focus on the user!

Reporting directly to the Head of Prison & Probation Services, the key purpose of this role is to:

  • Define the vision and strategy for the transformation of your digital portfolio, and delivering it to achieve better outcomes for society.
  • Advise and collaborate with the HMPPS executive leadership team (up to ministerial level) to identify and exploit the opportunities for digital transformation.
  • Lead and nurture a multidisciplinary team of up to 60 digital delivery, application support and change specialists based in the Sheffield Studio. 
  • Ensure that existing services for prison and probation staff, members of the public, and offenders in custody are maintained, patched and upgraded whilst leading a portfolio of change programmes and products.
  • As part of the HMPPS senior leadership team, help to define the entire digital & technology strategy for HMPPS and ensure a shared sense of purpose.

This is a high profile role working across digital delivery, policy and operations all within the context of change and transformation, so it is essential that you are able to lead effectively and create consensus across the department. In return you will be empowered to build digital services that make a real difference in society and challenge the status quo to leave a lasting impact on HMPPS digital.

About You 
To be a success in this position, you should be able to demonstrate the following skills & experience:

  • Proven track record of leading digital teams through the full product and service life cycle:
  • Experience of developing and delivering a coherent digital strategy and implementing business change.
  • Proven leadership experience in managing multiple work-streams to tight deadlines:
  • Ability to build productive stakeholder relationships at a senior level:
    • Financial and commercial acumen with a focus on increasing cost-efficiency at all times.
