Overview 

The MoJ Property Directorate is a customer focused organisation that exists to enable our customers to perform to their very best. We do this by providing high quality, easy to use services, and working environments that our customers want to work in, which support them to deliver their individual outputs efficiently. Our job is to manage one of the most diverse and complex estates in Government – hosted by the Ministry of Justice (MoJ). The MoJ Property Directorate brings together a property portfolio including Prisons, Probation, and MoJ HQ and Arm’s Length Bodies. We also provide property services on behalf of the Home Office.

MoJ Property provides specialist services including facilities management, health and safety, fire safety and security, technical design expertise, and sustainability. We also have business management teams who support the entire Directorate and each of our partners is supported by account management teams. We are responsible for a great deal - our portfolio consists of properties valued at £8.5bn for the MoJ alone. We are part of the Government Property Profession (GPP) and through active membership and engagement we will work with the Office of Government Property to develop the maturity of the profession and encourage our people to join the GPP. We continue to build our capability through training and recruitment, aspiring to be the best that we can be as individuals and as a directorate.

Team Overview

Are you looking for a high profile, unique, exciting and challenging opportunity to join an award-winning Property management team that works in collaboration and partnership with our customers and suppliers? 
We are looking for a Survey manager to take part in an exciting opportunity to deliver a programme of condition surveys across the Public sector Prison estate. The Survey managers will be responsible for coordinating the on-site delivery elements of the survey programme for all Prisons within a geographical area (s). The surveys will include a comprehensively delivered programme of condition surveys for buildings and critical Mechanical and Electrical assets in premises across the Prison estate. The surveys will capture condition-based data for all operational, Prison buildings and essential infrastructure assets to inform future forward maintenance programmes and capital maintenance investment. This will require you to collaborate very closely with several stakeholders, internally and those external to our organisation, therefore we are looking for people that are enthusiastic about driving positive outcomes and have excellent collaboration skills.
Among other attributes we are looking for, you will need to possess programme/project management abilities, be proficient in building effective relationships and experienced in communication to a range of stakeholders. Property or surveying knowledge is desirable, but not essential.
You will report directly to Technical Programme Lead and may on occasions be required to work flexibly as part of a team of four survey Managers to deliver the required outcomes for the organisation. This may on occasions mean visiting premises beyond your allocated area, however due to the nature of the surveys, the works will be conducted within normal business hours.
This rewarding but challenging opportunity is currently planned to end in Dec 2023 and will result in the most comprehensive assessment of Prison condition that has been undertaken in recent years and will include the development of Forward maintenance plans for each Property.

 Job Description, Duties and Responsibilities 

This is an exciting opportunity to work in a high performing, customer service focussed team within the MoJ Property. The team is responsible for Strategic Estate management services to the MoJ Property portfolio. The breadth of services and diversity of the property portfolio ensure the working day is filled with new challenges and exciting opportunities to develop yourself whilst delivering meaningful and rewarding work.

The Survey Manager is responsible for:

•    Delivering in line with programme expectations, Condition surveys across a designated geographical area comprising of c25-30 Public Sector Prisons. This role includes regular travel to the sites within your area. On-site attendance at critical points throughout the physical surveys will be required, however some elements of delivery will be possible via technology applications such as MS Teams. You will be expected to visit each of the sites in your area for prestart and completion meetings, in addition you will be expected to travel to site to conduct post survey evaluation of survey data and if required to address any issues.

•    Management of key stakeholder relationships and acting as the critical point of contact and escalation for Prison representatives. This will include regular and informative communications with Senior stakeholders relating to programme process and escalations.
•    Coordinating a diverse team of stakeholders to ensure that surveys are conducted in a manner that is both timely and cognisant of the operational setting. Ensuring that quality outcomes are driven from the surveys and that sufficient QA processes are monitored.
•    Accountable for accurate and timely reporting of progress against programme targets, reporting Directly to the Technical Programme Lead.
•    Representing the MOJ Property Directorate in a professional manner, exhibiting the values of this high performing property team.

Responsibilities will include the following: 

Customer Management: 

Function as the client’s point of contact for survey related matters, attending sites for face-to-face communication when required.
•    Co-ordinate plans and activities so that they reflect the wider strategic priorities and needs of clients
•    Function as point of escalation within the team for supplier issues and complaints, managing to resolution or escalating to the Technical Programme Lead where necessary
•    Encourage, recognise and share innovative ideas and improvements from customers and other stakeholders

Supplier Management: Oversee operational supplier monitoring and management within the team
•    Develop strong relationships with suppliers & support supplier relationship management
•    Oversee engagement with the supply chain within the team to ensure that contracts provide satisfactory delivery and drive value for money in accordance with business targets
•    Function as point of escalation within the team for all supplier issues, managing to resolution or escalating to the Technical Programme Lead where necessary
•    Oversee service level governance of suppliers
•    Encourage, recognise and share innovative ideas and improvements from both suppliers and other stakeholders

Skills and Experience 

Essential – 

You must have experience in property and/or FM disciplines and be able to demonstrate this through previous roles.
You should have experience in: 

•    Management of key suppliers, particularly with handling escalation of issues and risks and engaging in key decision-making
•    Managing customer relationships and stakeholder liaison
•    Managing multi-project programmes of Surveys or other.
•    Excellent verbal and written communication skills with a diverse range of stakeholders, some senior.
Experience with project management processes is highly desirable. 

Highly Desirable 

•    Experience with Property management or Surveying Techniques.

Qualifications

It is highly desirable to hold, be working towards or have equivalent experience to: 
•    A Project/programme management qualification, e.g. PRINCE 2 or Surveying qualification.
•    You should hold a full UK driving license.

The GPP Framework is aimed at staff working in property or property-related roles and consider property to be their career anchor profession. This usually encompasses posts where professional qualifications and experience are directly relevant to the work being undertaken. However, it is also applicable to those who are currently not qualified property practitioners but wish to make this their profession of choice. Those with a property background at any level are encouraged to register with the GPP, which exists to support property practitioners at all levels. The Property Directorate offers flexible working subject to local agreement.
This post is advertised as Permanent & Full Time, part-time applicants will be considered     under job share arrangements. The unit is supportive of and encourages flexible working and compressed hours candidates will also be considered.

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances.
