Overview

This is an exciting new role within the Planning and Operational Support (POpS) team at the Judicial College.  The role will work into the Head of Planning and Operational Support (POpS) and will be responsible for the design and running of an effective financial and operational reporting model for the POpS portfolio of activities, and for the design and delivery of operational change projects to implement smarter working practices across the POpS delivery teams to support current delivery and future growth and efficiency.

At a time of expansion and significant change for the College, this new role will also have the opportunity to build and lead a small team to work into them (two Band Cs and 1 Band D)The role holder will work closely with the POpS and Judicial College senior management team, the senior judicial leadership team and stakeholders across the Judicial Office, MoJ and HMCTS.  

Overview of the Role

At a time of significant investment in judicial recruitment, reform of the Courts and Tribunals, and recovery from the impact of the pandemic you will have an opportunity to work as part of the Planning and Operational Support (POpS) senior management team in creating and delivering an operational and financial reporting capability that enables actionable insights to drive change and operational performance improvement across the POpS delivery teams. You will also be responsible for implementing those improvements working closely with the POpS senior management team. 

Have you built an operational reporting suite and driven action from operationally and financially sourced data? Have you used a data-driven approach to shape and lead the successful implementation of new process delivery and operational performance improvements? Have you led teams to deliver well- structured projects on time and on budget? Are you a positive and proactive communicator, able to clearly interpret and communicate data insights to drive action? Have you experience in describing progress across a portfolio of projects in a clear and interpretable way to your reports, peers and senior stakeholders to enable well-informed decision making? Are you comfortable working with digital tools, and supporting a culture which develops and embraces new and innovative ways of working? 

If you answered yes to these questions, then this role may be one to consider as we are looking for a skilled, self-motivated, flexible and enthusiastic person to lead the Planning and Operational Support team’s Reporting, Projects and Performance team.    

This is a full-time role, but we can consider part-time (minimum 0.8 of full time equivalent) or a job share.  The post-holder can be based out of London or Loughborough office. 

Role Purpose  

  • To allow the Courts and Tribunals & Coroners delivery teams to focus 100% on delivering a world class service to our JOHs by reducing duplication and increasing the efficiency of a number of key current operational processes such as budgeting, reporting and process improvement
  • To strengthen core capability including demand management, forecasting, budgeting, project management, reporting, governance, data management and compliance for the whole POpS operation
  • To strengthen change capability across POpS in order that our service can keep up with the modern needs of the judiciary whilst delivering a superb service offering.
  • To identify projects and packets of work which will enhance working practices with the POpS teams, and see them through to completion
  • To act as a service provider to the whole of the POpS family with a stance of ‘can-do’, internal co-operation, offering expertise and striving for excellence, and to be a source of insight and innovation for us as well leveraging creativity from across POpS about smarter and modern working practices. 

You will need to be a team-player, supporting colleagues and team members. You will need to be resilient and used to leading a team with a number of responsibilities whilst fostering a culture of collaboration and delivery through others, bringing the best out of people to achieve the delivery of key outcomes.

The post-holder will be expected to get to grips with a range of different issues and priorities and support their team in doing the same, using evidence and expertise from within and outside the College to help guide decisions on planning.

The post-holder will need to be proactive, with outstanding stakeholder management and communication skills. The role will provide exposure to senior leaders and the senior judiciary. Previous experience of leading an operational team over different sites and budget are highly desirable. 

The role will report to a Grade 7 and have the opportunity to build and manage a team of 3 with line management responsibilities for two Band Cs (HEOs).

Essential skills and experience

The successful candidate will be able to demonstrate:

  • A good level of understanding of financial processes and reporting tools
  • A strong track record in building and running operational and financial reporting suites including monthly reporting, compliance reporting, and KPI (Key Performance Indicator) dashboards.
  • Experience of process mapping end to end operational working practices, including documentation approaches.
  • Demonstrable experience of identifying operational efficiencies and shaping and delivering the projects to deliver them.
  • Excellent leadership skills including the ability to build, manage and motivate cross-functional and virtual teams
  • Strong organisation and leadership skills and the ability to make effective decisions on how to make best use of resources to achieve both short- and long-term results.
  • The ability to build relationships quickly with colleagues across the College and wider organisations, and with senior external stakeholders.
  • Capability for short and long term thinking and ability to make sound judgements.
  • The ability to provide clear evidenced briefing in both written and oral formats on areas where there are a range of views to senior judiciary, senior officials and stakeholders.

Working hours 

We operate a flexible working policy, including remote working. 

During the pandemic staff are largely working remotely from home.  When we return to the office, this post can be based from either our London, Loughborough or Leeds office.
