Job description  

We are looking for an experienced, committed and proactive communications professional to join the award-winning HM Prison and Probation Service (HMPPS) communications team within the Ministry of Justice. The successful candidate will help lead communications for the HMPPS in Wales and deliver on an ambitious communications strategy to protect and promote the aims and values of Wales to its staff and key stakeholders.

We are looking for an enthusiastic communications professional with experience of working in communications for large organisations or on complex projects. The role has a strong focus on internal communications and engagement but also encompasses campaigns, stakeholder management, digital and operational communications.

HMPPS in Wales is responsible for the direct management and contract management of all prison and probation services delivered across Wales. The post will provide communications support for all these functions. It will recognise the uniqueness of Wales, engaging with Welsh Government and a broad range of public service delivery leaders across Wales to build strong and positive partnership arrangements. The post will also provide support and promote the use of Welsh Language and culture.

This role sits within the HMPPS Communications team and reports directly to the Head of Wales Communications.

Key responsibilities:

  • Support the strategic, internal, and operational communications for HMPPS in Wales and work closely with the Ministry of Justice Press Office on all external media relating to the service.
  • Support on the delivery of the Wales Local Partner Communications Strategy to ensure key milestones are met.
  • Support the development and implementation of the HMPPS in Wales as a brand across Wales.
  • Support the development of a proactive, engaging and insight led communications campaign to promote the positive work taking place across Wales to both internal and external audiences. This campaign will motivate staff and celebrate success within the agency.
  • Build and nurture a network of local communications leads across Wales sites to ensure our communications are effective, timely and relevant to both staff and offenders.
  • Help manage and develop our key channels including the Wales Staff Newsletter and Wales Bulletin.
  • Become a trusted deputy to the Head of Wales Communications for HMPPS and play a proactive role in helping support and shape the direction of the wider HMPPS and Ministry of Justice communications team to create a positive, inclusive culture.
  • Build strong, constructive relationships with senior leaders across Wales and MOJ and become a trusted senior advisor on Wales communications, developing an in-depth knowledge of key policies, stakeholders opportunities and risks.
  • Work with Wales and HMPPS digital and campaign team to develop a regular drumbeat of Wales content across existing internal and external channel is within HMPPS and MOJ.
  • Willing to travel regularly to HMPPS sites across Wales.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Annual Leave

Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.

Security Clearance (SC)
