The salary range shown for this role is the complete pay scale for this grade. All new entrants to the Civil Service will be expected to start at the grade minimum for their location.

CTC level National Security Clearance is required for this role. Central Government policy dictates that applicants for National Security Clearance must be a resident in the UK for these minimum periods:

  • CTC - 3 years
  • SC - 5 years

Overview

The Estates Directorate is a customer focused organisation that exists to enable our customers to perform to their very best. We do this by providing high quality, easy to use services, and working environments that our customers want to work in, which support them to deliver their individual outputs efficiently. Our job is to manage one of the most diverse and complex estates in Government – this is hosted by the Ministry of Justice, and includes the estate of the Home Office, Prisons, Probation, MoJ HQ and Arm’s Length Bodies.

We provide specialist services including facilities management, health & safety, fire safety and security, technical design expertise, and sustainability. We also have business management teams who work in support of the entire Directorate. Each of our partners is supported by account management teams; we are responsible for a great deal and our portfolio is vast.

We work closely with our cluster partners and the Government Property Agency, encouraging healthy collaboration and driving a professional service delivery approach. We strive for professional membership in our Directorate, encouraging our people to join the Government Property Profession.

We continue to deliver new ways of working across the estates cluster – leading on the scale and pace of activity for central government – proposing ways to achieve, and then providing, more dynamic and flexible work space, while driving down the cost of the estate.

Team Overview

The role is in the Programme Office of the HMPPS Account Management and Central Estates Team and is part of the Estates Directorate, hosted by the MoJ. The Directorate provides estates services and manages interests on behalf of the MoJ, Probation, Home Office (HO), Prisons and a number of Arm’s Length Bodies (ALBs) such as Legal Aid Authority and Cafcass. It comprises a diverse range of assets that include: training centres, operational buildings, approved premises and an office estate that supports the wider operational activities.

The Programme Office has oversight of all the projects and programmes that are being delivered to HM Prisons. The Programme Office offers delivery provisions whilst focussing on engagement and communication with staff and stakeholders across HMPPS. It provides a fundamental point of contact for the Account Management and Central Estates Team to drive consistent governance procedures and standards, effective engagement, traceability, transparency, whilst managing interdependencies and continuous customer engagement.

Job Description, Duties and Responsibilities

Responsibilities will include the following:

  • Develop an overarching staff and stakeholder engagement strategy
  • Develop a sound understanding of the internal and external stakeholders for each prison establishment in the portfolio and map these out in a simplistic template
  • Plan communications around the key objectives of the Account Management and Central Estates Team, taking into account requirements of the target audiences.
  • Act as a Subject Matter Expert on Engagement and Communications for the Programme Office
  • Develop appropriate content to share and circulate to stakeholders, supporting our programme and strategy development. These will be time driven and should be suitable for use on a variety of media available – email, MS Teams, Trello and Skype.
  • Oversee the organization of engagement events and training events, cataloguing the Account Management and Central Estates Team responses i.e. track people survey submissions
  • Develop new and creative ways to communicate to drive collaboration, including different methods of presenting information
  • Track any responses required to communications issued and follow up as appropriate
  • Work with the Programme Office Manager and the Account Management and Central Estates Team Director to drive performance through effective communication and engagement support to the wider team, including reporting.
  • The post holder is required to work in a flexible way and undertake any other duties reasonably requested by line management to support the Programme Office and Central Estates Team as needed, which are commensurate with the grade and level of responsibility of this post.

Skills and Experience

Essential

  • Excellent written and verbal communication skills, particularly drafting, presentation and facilitation skills
  • Experience of engaging and sustaining key relationships with senior stakeholders and of handling sensitive / restricted information appropriately
  • Excellent analytical skills to interpret and present complex data to a range of audiences
  • Excellent customer service skills
  • A sound understanding of the MoJ Directorate and the stakeholders involved
  • Proficient in Microsoft suite, including Word, Excel, PowerPoint, publisher

Location

The role can be based nationally, candidates should expect to travel to 102 Petty France, London or 10 South Colonnade, London on occasion.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Counter-Terrorism Check (CTC)
