Overview

We have a permanent role with the Community Performance Team with MoJ Data & Analytical Services at Band B/SEO level.

The Successful candidate will have the option to be based at one of the following locations:

  1. 10 South Colonnade, London (flexible working arrangements are available between 102 Petty France, MoJ Hubs and home)
  2. 5 Wellington Place, Leeds.
  3. NPS, Churchill House, Cardiff (await confirmation from Joe Longman)

Salary is location dependent

Interviews are likely to take place in September 2020 and interviews are likely to be held virtually. More information will be made available to those invited to interview. We will keep a merit list for a year for those who successfully pass the interview board but who are not offered a post.

Background

Data and Analytical Services Directorate (DASD) sits at the heart of the Ministry of Justice (MoJ) providing analytical support across a diverse and exciting agenda. We work in a dynamic and fast paced context and our skills are in heavy demand across the MoJ. We are a cross-disciplinary directorate with a supporting policy development and operational delivery with a mixture of generalist analysts and data users, social researchers, operational researchers, statisticians and economists.

Data and reporting have a crucial role to play in the achievement of the Ministry’s goals. We provide the evidence on which to make good policy choices, monitor and evaluate progress and demonstrate outcomes. There is a huge appetite within the Ministry for more and better analysis, which is driving us to recruit.

Job Description

The Community Performance Team sits in Performance Analytics and Contract Management Unit, in Prison and Probation Analytical Services in DASD. The team supports the development and delivery of the probation performance framework for both the National Probation Service (NPS) and Community Rehabilitation Companies (CRCs – private probation providers). Key responsibilities for the team include performance reporting though interactive tools, dashboards and a quarterly publication, to the development and delivery of new measures to meet emerging departmental and government priorities and data management. It is a high-profile area with keen Ministerial interest involving regular opportunities to feed data and evidence into emerging departmental strategies, such as Probation reform.

The role is responsible for leading on the development of management information and reporting delivery systems that are required to support operational and contract management functions for probation. In addition, you will play a key role in working with MoJ Digital to ensure current and future reporting systems meet the range of HQ business requirements, ensure the processes of releasing reporting products and data comply with data quality standards, and act as the first port of call for emerging business intelligence requirements. It will also include support to the wider functions for probation, involving the application of specialist skills in report writing, data manipulation and data presentation to develop a reporting service for key stakeholders.

Key Responsibilities of the role

  1. Management of PPAS processes for the Delius reporting environment, including gatekeeping reports releases and ensuring best practice by the wider team.
  2. PPAS lead link with MoJ Digital to ensure current and future reporting requirements are fit for purpose, including review and support of the product backlog.
  3. Support development of the data environment; covering type of data, storage, accessibility; and the tools to analyse the data
  4. Develop a suite of quality assured Business Objects reports and analysis to support current and new priorities in Probation, including transition to the Unified Probation Model
  5. Working collaboratively and build strong working relationships across MoJ, HM Prison and Probation Services (HMPPS) and OGDs with colleagues in contract management, policy, operations and analysis.
  6. Providing sound advice and management information to operational and contract management teams, senior officials across MOJ and cross-government taskforce groups.
  7. Develop and maintain the collection of data using large and complex datasets, and reporting on value-added Management Information to support key stakeholders.
  8. Support the wider team in the delivery of emerging new priorities, for example Ministerial commissions or changes to performance frameworks.

Skills Required

The following experience and skills are essential:

  1. Working knowledge of the probation national case management systems (nDelius) and associated reporting system
  2. Advanced report development using Business Objects
  3. Using structured project management techniques
  4. Ability to deliver projects on time, working with colleagues and key stakeholders to agree objectives and timescales
  5. Advanced use of data manipulation tools such as Excel or Access
  6. Experience of producing reports and briefings to a high standard 

The following experience and skills are desirable:

  1. Developing and maintaining new large and complex databases
  2. Requirements of Government Information Assurance

 You should also demonstrate that you have the report writing skills outlined on the job description.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service.
