About the role:

An exciting and fresh opportunity awaits you as you become a part of our dynamic and welcoming team within the HMCTS Property Directorate. The Facilities Manager is responsible for managing Property and Facilities Management (FM) related activities for a specified area. You will be the primary point of contact for courts and the service providers through term-contract arrangements, assisting with access as well as managing the performance on site.

You will support the Area Facilities Manager with the monitoring and supervision of day-to-day provision, maintenance and improvement requirements for all property and FM within the region as defined within the HMCTS Estate.

You will also be responsible for day-to-day stakeholder engagement in regard to the localised area of responsibility, ensuring that the property and FM services are statutorily compliant through proper inspection& maintenance.

The day-to-day management of HMCTS properties and FM services in a specified area, ensuring they are fit for purpose and provide a safe operating environment. You will also be responsible for the day-to-day management of the TFM contract.

Your role as the Facilities Manager encompasses several key aspects:

  • Be visible to staff and internal stakeholders and regularly undertake activities to engage and build trust with people involved in priority areas.
  • Give clarity and clear explanations on Facilities Management issues, escalating any issues that can’t be dealt with to the Area Facilities Manager.
  • Confidently engage with internal stakeholders and colleagues at all levels.
  • Take day-to-day responsibility for understanding and management of the external service partner FM provision, Total Facilities Management (TFM), in the region and managing the performance issues effectively.
  • An understanding of the contract framework in terms of scope of services, specifications, service level agreements and contract management outputs.

Essential Skills

  • Strong communication skills. The role requires constant dialogue with your customers, and you will be able to explain key contract processes and expectations as well as explanations of issues to an audience without technical understanding.
  • Proven experience working with customers and multiple stakeholders to deliver excellent levels of customer service. You will be able to provide examples in previous experience which demonstrates your exceptional people skills. You will build relationships with your customers and supplier staff that strikes a balance between holding our partners to account and a personable approach that ensures we work as a collective to improve standards, avoiding a purely combative approach.
  • Proficient using MS Office, Teams, Word, Excel, and Outlook software. You will be responding to many daily enquiries by email and will be confident of writing in a formal manner, occasionally to senior audiences.
  • Base level understanding of Fire Safety, Security and Health & Safety.
  • Experience of working within defined policies and procedures for example financial constraints.

To enable you apply for this role, you must hold a full UK Driving License. The nature of the Facilities Management role in the Midlands means that you must possess a valid entitlement to drive unsupervised in the UK, at the point of commencement of your duties. Remuneration will be applied in line with organisational policies. Once you have passed your 6-month probation period you will be eligible to apply for a vehicle under our corporate leasing scheme.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.

Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
