Background:

It is an extremely exciting time here at HM Courts and Tribunals Service. We are currently undertaking a first-of-its-kind Change Programme aimed at delivering pioneering modernisation of judicial services, exploiting digital technologies to deliver services that better serve the public.  This is the most ambitious programme of its kind anywhere in the world and is an exciting and rewarding portfolio to be part of.

Reform provides the opportunity to place citizen needs and expectations at the very heart of HMCTS.  People will be able to participate with confidence, be treated with respect and understand what is happening at all stages of their case.  Transformation will reduce cost and increase confidence of the judiciary, delivery partners and stakeholders in the justice system whilst delivering benefits both to HMCTS and to the taxpayers. Importantly, service transformation is key to ensuring that HMCTS is on a sustainable financial footing for the future and will enhance the UK Justice system as a global leader.

Reform is delivered by approximately 55 projects within 5 programmes and 6 workstreams. The Implementation Team operates as a central function, building and overseeing a Single Portfolio Implementation Plan. This involves analysis, providing insight and recommending solutions to tackle implementation issues and reporting progress. The plan ensures that together, all the programmes and projects deliver their changes in line with the 7-steps project delivery framework and it coordinates implementation dependencies across the portfolio, ensuring a coordinated transition to the new operating model. Monitoring the change load impacting live operations is also critical to ensuring that performance for court and tribunal users is maintained through significant change.

As part of the Strategy and Change Directorate you will be at the forefront of creating and implementing change in our world-leading justice system. The Programme is ambitious, and we need resilient, resourceful and adaptable people, with programme delivery experience, to make it happen. 

Overview:

As a planner/analyst within the Implementation Team, your core role will be to develop and maintain a Single Portfolio Implementation Plan and maintain a Change Load Heat Map that measures and reports on the change load at individual court and tribunal sites. Both draw information from Reform programmes as well as from Operational regions. The roles will involve you developing strong relationships across the portfolio and reporting to the Head of Portfolio Implementation and to the senior stakeholders on the Portfolio Implementation Board.

The successful applicant will be based at the nearest available HMCTS location. Although kept to a minimum at present, the role will involve some travel (including overnight stays) to HMCTS London HQ and to visit stakeholders and HMCTS sites when restrictions are lifted.

Key Responsibilities:

Planning and Analysis

  • Work closely with key stakeholders including the Programme Implementation teams, Project and Business Change Managers across the programme, developing and maintaining a Single Portfolio Implementation Plan (SPIP).
  • Develop and maintain the Change Load Heat Map (CLHM) harnessing the wide range of datasets available within the Reform programme to provide key insights, trends and proposals to help balance reform delivery with change without any sites becoming overloaded.
  • Support improvements to the content, presentation, and process for producing the SPIP and CLHM, producing reports in the most efficient and timely way and recognising the pivotal role both tools play in supporting delivery and decision making.
  • Work with ongoing Projects to ensure that their implementation plans can be incorporated into the SPIP and CLHM at the earliest opportunity and that amendments are reflected in national tools immediately they are planned.
  • Work with new projects to ensure they take account of the SPIP and the CLHM when developing their roll out plans to avoid overload in any part of HMCTS Operations

Stakeholder relations and collaboration

  • Develop and maintain collaborative working relationships with all Programme and Project stakeholders with a focus on the Programme Implementation, Portfolio Delivery Team, Central Business Change & Implementation Assurance and the Portfolio Implementation Board.
  • Work in collaboration with key senior stakeholders across the business, including regular engagement with the Operations Delivery Directors to ensure the business are sighted at the earliest stage and understand the change ahead.
  • Actively encourage contributions, involvement and feedback from a broad and diverse range of staff who will be affected by the change, using their feedback and insight to drive changes and or improvements to the business change approach.
  • Work alongside the Implementation Communications and Engagement planner to ensure the right information is communicated to judicial partners, internal and external stakeholders regularly and updated to ensure all implementation plan impacts are understood.
  • Build relationships and share best practice and lessons learned with other HMCTS business areas.

Influence and Communication

  • Negotiate with key stakeholders for appropriate changes in the implementation plan and resolve conflicts.
  • Work alongside the Implementation Communications and Engagement planner to ensure the right information is communicated to judicial partners, internal and external stakeholders regularly and updated to ensure all implementation plan impacts are understood.
  • Champion a consistent change management approach across the wider change community and ensure the National Business Change Process is fully adopted.
  • Draft papers and presentations on behalf of the team for board and leadership meetings, governance and assurance groups as required.

Resolution of complex and difficult problems

  • Use influencing and persuasion skills as required to identify and resolve issues, ensuring that needs are appropriately balanced to enable successful delivery of the portfolio
  • Apply sound judgement and decision making to complex situations, often under the pressure of time, quality and commercial imperatives.

Other duties

The post holder is required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post.

Essential Skills, Knowledge & Experience:

It is essential that the candidate has the following skills and experience:

  • Analytical skills: the ability to present large volumes of qualitative and quantitative data in a concise and meaningful way through working alongside programmes and other portfolio functions. High confidence with Excel / PowerPoint /MS Project or other project planning software is essential.
  • Ability to provide narrative and visualisations around data analysis e.g. through tools such as Power BI or Tableau.
  • Collaborating with others: interpersonal skills and ability to build and maintain strong working relationships with partners and stakeholders.
  • Ability to identify areas of improvement within processes and take a problem-solving approach to work.
  • Excellent organisational and time-keeping skills are required in this role with the ability to effectively balance several reporting responsibilities and deliver products to a consistently high standard.
  • Strong planning skills and an ability to deliver quickly and effectively to tight deadlines

Location of Post:

The successful candidate will be required to travel to London, however base location can be flexible. Travel to other HMCTS sites may also be required as part of these working arrangements. In line with the department’s policies, travel and subsistence and, where appropriate, overnight accommodation will be available in line with organisational policies.

Fixed Term Appointment

This appointment will be made on a fixed term basis, due to the time limited nature of the Reform Programme.

For existing civil servants, whilst the role itself is time limited, at the end of the fixed term period, you will retain your permanent status but will be placed on the re-deployment register.  Successful appointment on promotion will secure this grade on a permanent substantive basis.
