Overview

His Majesty’s Courts and Tribunals Service is an agency of the MoJ and provides the supporting administration for the judiciary across England and Wales. It delivers services to the public directly in court and tribunal buildings, remotely via business centres and some limited services via the internet. 

The Reform Programme is a once in a generation opportunity to transform the entire HM Courts and Tribunals Service, enhancing the provision of a world-class justice system, in a manner that provides an improved user experience at reduced cost to the taxpayer. This will contribute to consolidating the UK’s position at the forefront of an increasingly competitive international legal market as well as ensuring access to justice for all. 

By the time the Reform Programme is complete, in 2023, our services will be simpler and easier to use with many straightforward services online. There will be much greater virtual, flexible working, significantly less reliance on paper-based manual administration, and there will be fewer buildings. 

Approximately £1 billion is being invested in the Programme which is due to complete in 2023/24. And as we near the end of reform, it is of upmost importance to provide evidence-led design solutions and evaluations. This role offers a unique chance to be at the forefront of leading and implementing significant change across the organisation through the reform programme and beyond.  

Main Purpose of the role:

As a Business Analyst, within the Future Hearings Team, your core purpose will be to act as the bridge between the business and the technical teams in order to solve design challenges and support problem solving with appropriate data/understanding of the data that can support the successful implementation of our solutions.

This will involve you using data/Management Information (MI) to identify the requirements and the benefits of introducing new business solutions to the different services operated within HMCTS. You will take responsibility for leading defined areas of work, whilst operating within the Design Team. Working closely with the Design Lead and Service Managers, you will ensure designs are aligned to user needs, HMCTS’s future operating model and channel shift strategy.  

Working with a wide range of subject matter experts and alongside service designers, product owners and business analysts in the project teams, you will capture current business practice, develop models, and secure the agreement of service design through project governance routes.  

You will build and maintain a strong understanding of the data requirements and relationships to support operational insight, service design and solutions development.  You will work closely with MoJ policy teams to ensure alignment between policy goals and delivery. You will be expected to present findings, recommendations, and options in a clear, concise and compelling way, briefing senior officials and governance boards, and partners and stakeholders where needed. 

Key responsibilities 

As Business Analyst you will be responsible for collecting, organising and studying data to provide business insight.

In this role, you will:

  • apply tools and techniques for data analysis and data visualisation (including the use of business information tools)
  • identify, collect and migrate data to and from a range of systems
  • manage, clean, abstract and aggregate data alongside a range of analytical studies on that data
  • manipulate and link different data sets
  • summarise and present data and conclusions in the most appropriate format for users
  • have functional or people management responsibilities, or a combination of both
  • Leading the work on Management Information (MI) for Future Hearings, understanding the service requirements and analysing the datasets.
  • Leading the requirements engineering, stakeholder management, process modelling, and investigations required to support the introduction of new solutions into the reformed HMCTS services.
  • Engaging with stakeholders to articulate the business requirements and evaluating if these have been fully met as the business solutions are developed and deployed.
  • Supporting the management of design issues raised by the Service Teams, suppliers, HMCTS partners and business stakeholders, providing options and recommended solutions to resolve the issues.
  • Leading discussions with other Reform projects to identify where there are dependencies with the Future Hearings solutions and documenting these dependencies within the business process design.
  • Evaluate the benefits/service improvements that are delivered by Future Hearings Team once the new solutions are operational.
  • Ensure that senior officials, Ministers, and the Senior Judiciary have the necessary information and understanding of policy impacts on HMCTS to effectively support decision making.
  • Present informed and balanced advice to senior officials, Ministers, and the Senior Judiciary by carefully balancing a broad range of policy, operational, legal and financial perspectives. 

Essential Skills and Experience: 

  • Experience of analysing large amounts of complex information and using it to produce solutions
  • Experience of working in a large digital organisation, or demonstrable understanding of how large digital organisations operate in the context of this role
  • Experience of managing the design and implementation process

You can ensure the proposed solution aligns with business goals and objectives, and business and user needs, and achieves the required outcomes and expected benefits.
  • Business process improvement. You can identify opportunities to improve business performance, within a project or programme. You can lead the analysis, identification, design, prioritisation and implementation of process and business changes to improve business operations and services. You can assess the feasibility of changes and recommend new approaches. You can support the implementation of proposed business improvements.

The post holder is required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows.
