About the Department 

The Ministry of Justice (MoJ) is a major government department, at the heart of the justice system. Responsible for courts, prisons and probation services, we work to ensure sentences are served and offenders are given rehabilitation opportunities to become law-abiding citizens.

The Ministry of Justice (MoJ) has one of the largest and most complex spend profiles in central government. The Commercial and Contract Management Directorate (CCMD) is responsible for coordinating procurement and contract management across the MoJ, its agencies and non-departmental public bodies. 

The MoJ spends £3.5bn a year and manages over 1000 active contracts, all of which are sourced and managed by CCMD. We are running some of the most groundbreaking programmes such as Prison Reform and Her Majesty’s Courts and Tribunal Service Reform. The scope of our contracts ranges from building, maintenance and the operation of Prisons, Courts and Young Offender establishments through to food for prison dogs. The directorate also buys and manages contracts for feeding up to 80,000 prisoners, the secure escorting of prisoners from numerous establishments based around the country and translation services. 

CCMD is organised into category teams, each with an interesting portfolio of contracts and diverse customers and suppliers to manage. We also have systems, programme management office, supplier relationship and risk management teams who work across all areas.

Scope 

Portfolio – MI & Planning

The post holder will assist the Senior Systems Manager in driving forward the development of a suite of commercial processes and commercial system requirements. The role will focus on working with colleagues to produce SIPOC, Deployment and Swimlane process maps. The post holder will also develop and maintain a robust set of commercial system requirements, a business glossary and the library of data quality rules. Reporting to the Senior Systems Manager, this is a national post with occasional travel.

Key Responsibilities 

-    Producing all levels of process maps for commercial processes
-    Producing detailed maps highlighting which data processes generate and where it is stored
-    Producing a Business Glossary for each process, articulating the meaning of all terms and data
-    Producing a comprehensive set of system requirements, ensuring that the system specification enables the business to a run commercial processes and that data from the system can be integrated where required
-    Lead workshops with colleagues at all levels to develop a deep understanding of commercial processes
-    Facilitate workshops to develop the Business Glossary by helping the business agree on consistent terminology and meaning for each commercial process
-    Work closely with commercial colleagues to identify data quality rules for each process
-    Work closely with the Technical Lead to ensure the data quality rules are built into the Data Quality Engine
-    Provide high quality advice in a busy and challenging environment, working in close partnership with staff at all levels of CCMD.
-    Establish and maintain relationships with internal and external stakeholders and teams. 
-    Become familiar with internal and external resources relating to relevant commercial and technical concepts 
-    Working closely with Data Stewards and Business Analysts to ensure there is a common understanding of data definitions and quality requirements

Essential Criteria:

We are looking for an individual who understands business analysis within a digital and data driven environment, is a self-starter, operates efficiently at pace and thrives in a challenging environment. 

Knowledge, skills and abilities we are looking for:

-    A deep understanding of business analysis, particularly in a digital and data driven environment
-    Experience in business analysis that spans the development of process maps, data quality rules, business glossaries and system requirements
-    The ability to rapidly produce all levels of process map
-    Comfortable and confident being the expert for Business Analyst, not working as part of a broader team of Business Analysts but as the only role holder which the business depends upon
-    The ability to create a cohesive environment for colleagues from different areas to work together in pursuit of a common goal
-    The ability to effectively and confidently lead and facilitate workshops
-    Experience working closely with people from both technical and business teams
-    Ability to think creatively, network and develop strong working relationships. 
-    Excellent written and verbal communication skills to suit a range of audiences including senior managers, and ability to address matters sensitively. 
-    Ability to manage own workload, working accurately and efficiently to fixed deadlines with minimal supervision, and to prioritise a range of competing demands while maintaining attention to detail. 
-    A willingness to acquire and maintain up-to-date knowledge of relevant concepts
-    The ability to self-start and to identify the optimal pathway to deliver change, in an otherwise busy environment with competing priorities

Salary : 

Salary and benefits are as advertised for this post. Successful candidates at the interview stage of the process, will be offered the position at the advertised starting scale for this post. 

New entrants are expected to join on the pay minimum. Higher starting salary and / or Recruitment & Retention Allowance (RRA) may be available for successful candidates with exceptional skills and experience. 

Salaries are reviewed on annual basis and amended in accordance with HR policy and aligned to individual performance.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.
