BACKGROUND: 

The Northern Ireland Office represents Northern Ireland interests at a UK Government level and UK Government interests in Northern Ireland.  We have a wide range of responsibilities, including: underpinning political stability in Northern Ireland; overseeing the Northern Ireland devolution settlement; leading on national security policy in Northern Ireland; addressing the legacy of Northern Ireland’s past; delivering elections and constitutional reform in Northern Ireland; playing a key role in rebalancing the NI economy; representing NI interests, including around the Irish border, as the UK exits the EU.  Our small size and diverse portfolio create a stimulating, fast-paced and challenging working environment, with regular engagement with a range of Ministers and senior officials.  

ABOUT THE ROLE: 

The Northern Ireland Office is seeking to recruit a senior finance manager to manage the financial management team. With a new Finance Director, the Finance Team are leading a transformation programme to better deliver our finances and maximise value to the business. This role will be at the heart of this programme, and the successful candidate will have the opportunity to be part of the review, design and implementation of new financial management controls, partnering with teams across the business to support the delivery of our financial objectives. The successful candidate will deliver financial planning and analysis, budgeting, monitoring and reporting; and partner with teams across the business to bring insight and control to financial delivery. The role will have the opportunity to support the Department’s commercial pipeline and help us achieve value for money through our procurements. This role will liaise closely with key internal and external stakeholders, including Ministerial teams, budget holders and teams across the business, internal and external auditors, and HM Treasury.

The post is based within Corporate Operations Group in the Northern Ireland Office, a diverse and high performing that provides high standards of corporate services to support the delivery of the NIO’s objectives and deliver Ministerial priorities.  

KEY ACCOUNTABILITIES:      


  •  Deliver the annual financial management lifecycle, supporting strategic financial planning, budget setting, variance analysis and investigation, and monthly Board reporting.
  • Deliver finance business partnering with teams across the business, building strong working relationships to support deeper financial insight and control.
  • Support change programmes such as finance transformation and contribute to the review of financial policies, procedures and controls.
  • Engage with a wide range of high profile stakeholders, internal and external, to support critical finance processes and implement best practice, for example the Senior Leadership Team, the Board, HM Treasury, and internal and external auditors.
  • Provide professional and supportive management to the Finance Team to drive consistently high standards.
  • Provide finance project support to high priority projects across the Department, to ensure they are run in a financially sound, rigorous way.
  • Support teams in the business to deliver procurements and commercial business cases in order to achieve best value for money. 

ESSENTIAL CRITERIA: 

  • Full CCAB qualified accountant (in exceptional circumstances we will consider significant demonstrable experience in lieu of CCAB qualification)
  • Demonstrable experience of reviewing or delivering financial management, budgets or business partnering arrangements
  • Demonstrable experience of design & implementation of new financial policies, procedures and controls 

DESIRABLE CRITERIA: 

  • Ability to take initiative and experience of delivering to a high standard against multiple competing priorities in a fast paced environment 
  • Highly numerate with strong financial analysis skills 
  • Experience of building positive and effective working relationships across a wide range of internal and external stakeholders

Selection process details

This vacancy is using Success Profiles, and will assess your Behaviours and Experience.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Security Clearance (SC)
