These are exciting times here at Her Majesty’s Courts and Tribunals Service (HMCTS). As an agency of the Ministry of Justice (MOJ), we provide the supporting administration for the judiciary across England and Wales.

We are undertaking an ambitious Reform programme aimed at delivering pioneering modernisation of judicial services, exploiting digital technologies to deliver services that better serve the public. Portfolio Delivery Analyst

We are looking for a passionate, resilient, resourceful and adaptable person with data and PMO experience to help drive our data strategy forward and support the data driven agenda at HMCTS.

As Portfolio Delivery Analyst you will be critical to the new PMO supporting the HMCTS Data Governance Authority (DGA). You will be part of implementing a new data strategy for HMCTS and, alongside colleagues, responsible for key risk and issue management, dependencies management, benefits tracking, assurance, planning and prioritisation and embedding new data governance.

You will work effectively across the entire business, linking up and supporting data activities and often serve as a point of contact for data, including for project managers and other PMOs, providing support with data requirements, management, collection and exploitation of data across teams and services, and challenging teams to ensure that data is adequately considered and integrated.

This role will give you a fantastic opportunity to work closely with senior stakeholders and build relationships across HMCTS and MOJ.

Key Responsibilities

Encourage a data driven culture across the HMCTS:

  • Build strong relationships across the business, with programme teams and operational, digital and technology, analysis and performance, customer insight and strategy colleagues
  • Work closely with Reform Portfolio Delivery team to ensure data is adequately considered in implementation of the 7 Step Framework
  • Demonstrate best practice processes for managing risks and issues for data
  • Champion best practice approach to data governance

Support teams across the business in implementation of the data strategy, working closely with leads in their projects and programmes to:

  • Facilitate practical demonstrations of how data can migrate from existing systems,
  • Implement metadata products including a Business Glossary and a Data Dictionary
  • Design new data structures and flows to support modernised business processes, and making the case for implementation of the designs, producing documentation for analytical and business data according to best practice

Enable the successful delivery of DGA priorities

  • Provide insight and analysis on the delivery of the portfolio through the reporting function to enable DGA to make effective decisions.
  • Own the DGA Risk Register and ensure that robust risk and issue management processes are in place to manage risks and issues that fall under the responsibility of the DGA
  • Produce and deliver high-quality papers and updates to the DGA

Shape the strategic agenda of DGA meetings

  • Triage proposals, papers, updates and issues that may need to come before the DGA
  • Work closely with the HMCTS Board Secretariat

Skills

  • Ability to engage, motivate and influence others in both technical and non-technical roles
  • Ability to work independently, take responsibility for areas of work and manage competing priorities, often in a pressured environment while maintaining a commitment to high standards
  • Ability to identify and manage cross-cutting dependencies, risks and issues so accountabilities and responsibilities are clear and trackable and delivery remains on track
  • Ability to balance long-term strategic priorities against short-term demands.

Experience

  • Experience working with a project, programme, or portfolio management team, including working with risk registers and doing risk, issue and dependency management and assurance
  • Experience doing analysis to determine impacts of changes and inform decision making
  • Experience building relationships with internal and external stakeholders; including the identification and management of risks, issues and dependencies
  • Experience working in a fast-paced change environment

This job is London-based, as HMCTS has a national structure and the role will require working closely across multiple teams and stakeholders based in London.

Job sharing and reduced hours

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post.
