Talent and Capability is part of the MOJ People Group and a centre of expertise. The service is responsible for building, developing, and maintaining a workforce with the capability to successfully carry out their roles; identifying, acquiring, nurturing and supporting talent through a variety of pathways including apprenticeships; and growing a pipeline of leaders and managers at all levels to meet the current and future requirements of the department. Through embedding an organisation wide capability offer, the service allows line managers to clearly understand the learning opportunities available to them and their team to ensure that the department has the skills, behaviours and leadership qualities it needs to deliver a world class justice system.

This is an exciting opportunity to join the new Talent and Capability team as a key member of the flexible resourcing hub.

You could be working on specific projects, such as apprenticeships, analysing workforce trends around recruitment, or helping to support succession planning and talent management. You will be expected to work effectively with senior colleagues within HR, the Ministry of Justice and wider Government.

Summary:                              

The Talent and Capability Information & Data Analyst is a key role, managing a range of business information for the team, including data arising from leadership, talent and succession, apprenticeships and capability activities. This is a fast-paced, challenging, role that requires a highly proactive approach to the work and provides the job holder with a high level of autonomy.

Key components of the role include the:

  • capture and collation of data that will provide information to support decision making and forward   planning for the team, such as apprenticeship recruitment and workforce trends.
  • warehousing management and quality assurance of all data held.
  • analysis of data, production of trends, statistics and other identifiers.
  • reporting and presentation of data and infromation (monthly/quarterly) to the Permanent Secretary, Cabinet Office and other adhoc commissions as required.
  • executive duties, such as management of the team's Functional Mailboxes, responding to enquiries from across MoJ, course and event administration, communications and newsletters.

The post holder will have primary responsibility for a particular account/group area but may also be required to provide flexible cover for colleagues or change account management as required.

Responsibilities, Activities & Duties:

The Talent and Capability Information & Data Analyst will:

  • Identify reporting requirements for the team and propose and test configuration solutions that meet these. • Proactively work with the Senior Management and other members of the team to ensure that information is tailored to meet identified priorities and supports decision making requirements.
  • Comply with all information governance requirements, including the General Data Protection Regulations.
  • Act as gatekeeper for talent and capability data, managing data integrity and ensuring data is accurate before utilised for analysis and reporting.
  • Devise and conduct Data Quality Audits as necessary to manage the integrity of data and system usage and filter and ‘clean’ information as required.
  • Work with colleagues within the team and across People Group to understand where and how data is already collected, as well as develop appropriate data collection, collation and reporting mechanisms where gaps exist. • Consult and work with ICT technicians in the implementation and maintenance of software, testing upgrades, version control and compatibility with associated hardware and software, for data warehousing and management.
  • Extract and collate information from a variety of internal and external sources for routine and ad hoc reporting and also for statistical purposes.
  • Interpret and analyse large and varied amounts of complex information and data to provide meaningful and understandable information that is accessible to a broad range of users and stakeholders.
  • Continuous improvement of information management systems.
  • Provide analysis and interpretation of data held to support evaluation of talent and capability activities and establish an evidence base.
  • Provide organisational data in a number of formats including dashboards, graphs, charts and reports to suit the needs of a diverse stakeholder group.
  • Collation of data for Parliamentary Questions, FoI and briefing requests, as required.
  • Applicant management, including keeping in contact with applicants while onboarding, handling complaints, escalating issues, such potential withdrawals etc
  • Monitor perfromance of Service Level Agreements and escalate issues as required.
  • Coordination and updating of T&C communications including newsletters, articles and intranet pages
  • Co-ordinate administration required for the running of apprenticeships, talent schemes, L&D interventions etc.  
  • Updating and managing contact lists (including alumni, scheme applicants, mentors etc)

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post.
