Overview of the job

The role will sit within MoJ People Group – NPS Learning Services Team

  • The scheduling and coordinating manager is a national role, with responsibility to manage and oversee the scheduling, coordination and delivery of HMPPS / NPS learning,
  • Delivery of good learning experiences and providing learning that responds to issues raised through HMIP / SFO reports is crucial in ensuring HMPPS / NPS staff have the skills and knowledge they need to deliver a professional service. The effective scheduling and management of the learning coaches is critical in successful delivery of learning.
  • This role involves establishing and identifying the activities and requirements to manage the successful delivery of the Learning and Development curriculum.
  • The scheduling and coordinating manager will need to work closely with other parts of the organisation and with other colleagues in HMPPS L&D to lead, support and coordinate the delivery of the learning packages.
  • The scheduling and coordinating manager will need to be highly capable of delivering large scale projects, flexible, driven, organised, with good attention to detail and an ability to see the bigger picture.
  • The post holder will have line management responsibilities for a geographically dispersed team of Learning Coordinators. The post holder will also be required to mentor and coach other staff to support the professional development across NPS, and on occasion, HMPPS.

Summary

To lead the planning and implementation of priority initiatives that support the delivery of key L&D strategic priorities and ensure a good learning experience.

To support the delivery of evidence based, quality assured learning; ensuring a good learning experience for HMPPS/NPS staff, in a way that model’s inclusion and which meets the desired learning outcomes of individual learners and enables the HMPPS business vision and plan.

  • The post holder is responsible for providing leadership and management of the Learning Coordinators ensuring effective delivery of NPS business specific training.
  • The post holder will need to be confident in the use of NPS software systems platforms to support virtual learning delivery e.g. MS Teams, Skype Zoom.
  • Deploy resource efficiently and effectively to meet business aims/objectives and national targets.
  • Implement, manage and report against learning delivery project plans.
  • Identify, manage and seek resolutions to risks and issues.
  • To lead the delivery of assigned learning packages, including management and/or production of a project plan to ensure the successful delivery of the learning solution.
  • Will be required to be responsible for coordinating resources to achieve successful delivery of the learning package. .
  • Contribute to and support the transition to the new L&D delivery model for the NPS.

Responsibilities, Activities and Duties:

The job holder will be required to carry out the following responsibilities, activities and duties:

  • The post holder is required to manage the scheduling and coordination of a portfolio of HMPPS/NPS business specific learning programmes, within the specified time frame, ensuring adherence to L&D Group protocols and relevant HMPPS/NPS policies.
  • Liaise with the Probation Workforce Programme and Learning Design Faculty to forecast scheduling and coordination of learning coach
  • Responsibility for the successful scheduling and coordination of priority L&D products; within the agreed timescales, resource allocation and ensuring a good learning experience. This requires robust and effective planning, influencing of key stakeholders and subsequent monitoring of plans as well as effective risk management, and will routinely involve reallocation of resources in supporting priority work;
  • Ensure mandatory learning requirements are completed within the agreed timescales.
  • Provision of reports to regions to monitor completions of mandatory training.
  • Responsible for the day-to-day management, monitoring and updating of the plans for the L&D SMT and Probation Workforce Programme; producing regular highlight reports for project, programme or L&D Group Governance and to inform overarching reporting against business plans.
  • Responsible for anticipating delivery risks and issues to prevent slippage or failure to meet key learning delivery milestones;
  • Line manage a team of learning coordinators who are geographically dispersed across the country ensuring learning is delivered to MOJ L&D protocols and adheres to core values of advancing equality and promoting inclusion.
  • Support the transformation of the L&D model; championing change and line managing learning coordinators through the change, whilst delivering the required objectives ensuring that the delivery of service received by NPS is unaffected
  • Attend meetings as required to ensure the effective and efficient delivery of L&D priorities.
  • Demonstrate pro-social modelling skills by consistently reinforcing pro-social behaviour and attitudes and challenging anti-social behaviour and attitudes.
  • Work within the aims and values of NPS and HMPPS implement HMPPS Equality Strategy
  • Represent the NPS at national partnerships and development meetings in line with lead and decision-making responsibilities
  • Play an active part in L&D continuous improvement and take lead responsibility for specific projects/portfolios.
  • The post is non-operational and can be located anywhere in England or Wales but requires travel across regions to manage geographically dispersed learning coaches and facilitators.
  • Maintain divisional records on behalf of the National Centre and adhere to nationally agreed practices to utilise the Eportfolio system to register learners on qualifications
  • Provide the Divisional Training Manager and National Centre with updates on learner progress and claim certificates for completions and national census information to inform invoices.
  • Liaise with the National Centre to prepare for External Quality Assurance inspections and maintain Awarding Body compliance with all administrative activities.

37 hours per week – flexible working arrangements will be considered.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post.
