We are currently undertaking a first-of-its-kind Change Programme aimed at delivering pioneering modernisation of judicial services, exploiting digital technologies to deliver services that better serve the public. The Programme is ambitious and we need resilient, resourceful and adaptable people, with programme delivery experience, to make it happen. To support us on this journey, we’re expanding the team and now are looking for an exceptional talent to join the Delivery Team at HMCTS.

Portfolio Delivery Analyst, Portfolio Delivery Team

Reform is delivered by approximately 55 projects within 6 programmes and 6 workstreams. The Portfolio Delivery Team operates as a central management function, overseeing Portfolio reporting, progress analysis and tackling delivery issues. PDT owns the overall delivery plan for the portfolio, performance framework, the 7-steps project delivery framework, risk and issues log and other such key documents for controlling the portfolio. The team ensures that together, all the programmes and projects will deliver the changes in line with the business case; managing dependencies across the portfolio and monitoring the various critical paths to ensure a coordinated transition to the new operating model. PDT owns planning, performance monitoring and reporting, and is responsible for analysing issues, providing insight and recommending solutions to the Senior Management Team.

The PDT is split into two teams: 1) Planning and Performance and 2) Risk, Reporting, and Resolution. As a Portfolio Delivery Analyst with PMO responsibilities, you will be a key member of the Risk, Reporting, and Resolution team, formed of a mix of Civil Servants and consultants. The team enables strategic oversight and management of the Reform portfolio through:

  • Providing insight and analysis on the delivery of the portfolio through the reporting function to enable SMT to make effective decisions.
  • Produce and deliver regular high-quality briefing papers, such as HMCTS Board key narrative and the Tri-Lateral update paper, and to ad-hoc request such as responses to the Public Accounts Committee or Justice Select Committee.
  • Ensuring that robust processes are in place for risk and issue management and reporting across the portfolio
  • Implementing the 7 Step Framework across the portfolio to ensure a robust and comprehensive approach to delivery
  • Providing a portfolio level intervention approach that is easy to understand, informed and has sufficient insight for both SMT and external partners.

You will be at the forefront of leading and implementing change in our world-leading justice system and will be responsible for the development and maintenance of portfolio planning and reporting methods, as well as artefacts that provide strategic oversight of the Reform Portfolio, key artefacts such as risk logs and mitigations, dependencies management, benefits tracking, planning and sequencing, prioritisation methods, and the issue log. The role will be responsible for tasks to support strategic planning and prioritisation across the portfolio to ensure delivery of the Reform objectives.

This role will give you a fantastic opportunity to work closely with senior internal and external stakeholders at the heart of change, ensuring they have the insight needed to direct the portfolio, to learn how a large and complex portfolio operates as well as develop a broad range of effective business skills and a variety of exemplar project, programme and portfolio management techniques and tools.

Key Responsibilities

  • Provision of a secretariat to key Reform forums:
  • Portfolio Integration Forum (PIF) – monthly and Portfolio-wide. Responsible for the organisation and secretariat duties of the PIF: completing agenda, sending invites, room booking, producing papers and sending meeting notes/action points.
  • Portfolio Resolution Group (PRG) - fortnightly and Portfolio-wide. Responsible for the organisation and secretariat duties of the PRG: completing agenda, sending invites, room booking, producing papers and sending meeting notes/action points. Resolves issues and informs PIF.
  • Pre-Triage (of Proposals) – monthly PDT only. Responsible for the organisation and secretariat duties of the Pre-Triage: completing agenda, sending invites, room booking, producing papers and sending meeting notes/action points. Informs PIF.
  • Proposals List Review - monthly Risk, Reporting and Resolution Team, PDT only. Responsible for the organisation and secretariat duties of the Pre-Triage: completing agenda, sending invites, room booking, producing papers and sending meeting notes/action points. Informs Pre-Triage.
  • Weekly Risk, Reporting and Resolution Team Stand up - Maintain Trello Board and chairs meeting as required.
  • Workshops - Facilitate and organises as required/directed for the Programmes within the Portfolio. Informs PRG/PIF.
  • Deep Dives - Facilitate and organises as required/directed for the Programmes within the Portfolio.
  • Facilitate and organise ad-hoc cross-portfolio risk, issue, or triage workshops as required/directed.
  • Writing papers within the portfolio environment as directed.
  • Responsibility for aspects of the portfolio delivery processes such as directed and responsibility for ensuring they operate smoothly and continuously improve to best meet customer needs.
  • Support the briefing and reporting team with data to be included in reports to be shared throughout the Reform programme
  • Seek improvements to team ways of working, i.e. communications, document sharing and time management
  • Support risk and issue management
  • We are a highly interdependent team and the post holder will be expected to work flexibly and undertake any other duties reasonably requested which are commensurate with the grade and level of responsibility of this post

Knowledge

  • Frameworks and methodologies: Knowledge of project/programme management methodologies (Agile, Waterfall, MSP etc) and ideally at least one recognised qualification in project or programme management.
  • Technical: A strong understanding of the full Microsoft Office suite is essential, understanding of Power Bi or similar would be desirable.
  • Knowledge management: Understanding of best practices for knowledge management, including the use of tools for document sharing, i.e. SharePoint, OneDrive, and Kahootz
  • Governance: An understanding of how to clearly define roles, responsibilities, accountability and implement appropriate programme/portfolio governance.

Skills and Competencies

  • Dependency identification and management so that accountabilities and responsibilities are clear and can be tracked.
  • Strong ability to work in a culture of change.
  • Ability to communicate and clearly relaying information to both a technical and non-technical audiences of all levels.
  • Ability to liaise with stakeholders across multiple grades.
  • Excellent organisational and time-keeping skills are required in this role with the ability to effectively balance a number of reporting responsibilities.
  • Ability to work to tight timescales, managing your priorities and ensuring delivery of quality products
  • Balance long-term strategic priorities against short-term demands.
  • Able to work independently, take responsibility for areas of work and manage competing priorities, often in a pressured environment. A commitment to high standards, good relationship management and clear thinking.

Essential Skills & Experience

  • Experience of building productive relationships with internal and external Stakeholders such as project managers and business owners; including the identification of risks, issues and dependencies and seeking agreements/trade-offs to keep delivery on track
  • Experience of analysis to determine impacts of changes and inform strategic decision making
  • Experience in a project, programme, or portfolio including reporting and milestone management
  • Experience of leading committees, workshops, roundtables, including preparatory secretariat work and foster a productive environment
  • Experience of working in a fast paced change environment whilst ensuring delivery of objectives

Fixed Term Appointment

This appointment will be made on a fixed term basis, due to the time limited nature of the Reform Programme.

For existing civil servants, whilst the role itself is time limited, at the end of the fixed term period, you will retain your permanent status but will be placed on the re-deployment register. Successful appointment on promotion will secure this grade on a permanent substantive basis.

Secondments and loans will be considered on an individual basis.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Grading Structure Review
