Overview of the job

  • This role sits in the Security Risk Unit. Its objectives are to ensure HMPPS is managing its security risks effectively; identify new and emerging security risks; prioritise and plan responses to those risks; and provide the organisation with a library of knowledge for security practice. Strong risk management, risk resilience and risk practice will support HMPPS in better assessing security risks and the Agency’s tolerance to risk.
  • This role is a support role and the job holder will be required to support one of two teams within the Security Risk Unit; the Security Practice Team or the Risk Resilience Team. Considering the rapidly changing nature of security, the post holder will be expected to be able to work interchangeably or across both teams if necessary.
  • The Security Practice Team within the Security Risk Unit seeks to create a centre of excellence in security standards and ensure HMPPS becomes a ‘learning’ organisation. To achieve this, the team will focus on three areas – practice management, practice review and practice development. To embed and manage effective practice, we will create a central security knowledge hub to collate and analyse data from a range of sources. Through the hub, key areas for learning and support will be identified and shared with the estate. We will also seek to improve engagement and communications with the frontline through regular security updates, thematic bulletins and a secure information portal. To review our practice, we will undertake both light touch and deep dive assessments to national security risks to identify our vulnerabilities and consider opportunities for improvement. To develop and refine our security practice we will ensure staff have the capability needed to ensure security underlines their work and provides the foundation for rehabilitation. We will also explore new approaches to security including the use of behavioural insights. Our focus is to create a modern security culture throughout the organisation.
  • The Risk Resilience Team works to ensure the organisation is successfully identifying and prioritising new security risks, enabling HMPPS to become more proactive in its approach to managing security. The team will help determine the current operational resilience and tolerance to emerging risks, and where a vulnerability exists, begin building HMPPS resilience to prioritised risks through engagement with the relevant stakeholders and providing recommendations on response plans.
  • This is a national post, regular attendance to meetings in London and occasional travel across the HMPPS estate will be required.
  • This post holds no line manager responsibilities.
  • This is a non-operational post.

Summary

  • Security Practice - This is a role intended to support the design and implementation of a proactive and outward looking practice/learning function to ensure effective delivery of operational security. The role will be involved in identifying, researching, building and communicating current and new practice and operational standards to drive improved outcomes in security performance within HMPPS.
  • Risk Resilience - The post holder will be required to support a team of Resilience Managers building resilience to priority security risks, by helping to gather the information needed to make assessments about security risks. This role will involve gathering and assessing a wide range of information from multiple sources and then extracting and surmising the information to help the team achieve its objectives. The post holder will need to be aware of different research and analysis methodologies needed to help the team make effective decisions on the risks that can be tolerated or those that require mitigating actions.
  • The post holder will be required to demonstrate the values that guide our work when dealing with colleagues and external bodies at all levels, in all transactions. SRU’s values are creativity, communication, integrity, effectiveness, purpose and teamwork. We continue to be a values-driven organisation and will use these to set a common standard for behaviour and set expectations around how we interact with one another.

Responsibilities, Activities & Duties

The job holder will be required to carry out the following responsibilities, activities and duties:

  • To identify, research, build and communicate current and new practice and operational standards to drive improved outcomes in security performance within HMPPS.
  • To research, analyse and evaluate information to support the unit in understanding emerging security risks or gaps in current practice.
  • To take responsibility for raising awareness of future security risks and communicating these effectively within the Security Risk Unit.
  • To support the team in ensuring the work being delivered is fit for purpose and supports the operational line.
  • To forge relationships with partners from across Government, law enforcement agencies and with MoJ and HMPPS colleagues, as well as developing a network of academics and industry specialists to develop our security and resilience capability.
  • To support proactive and outward looking resilience and security practice functions to ensure the effective delivery of both functions.
  • To support the monitoring of the impact of the resilience measures implemented by the team to help reassess the trajectory of the risk.

The duties/responsibilities listed above describe the post as it is at present and is not intended to be exhaustive. The job holder is expected to accept reasonable alterations and additional tasks of a similar level that may be necessary. Significant adjustments may require re-examination under the Job Evaluation Scheme and shall be discussed in the first instance with the job holder.
