Overview

The position will be based in the Axis Birmingham and will require occasional travel to Nottingham Embankment House, London and other locations.

There will also be the option to work from home on a regular basis

The Office of the Public Guardian protects people in England and Wales who may not have the mental capacity to make certain decisions for themselves regarding their health or finances.

Power of Attorney Services (PoAS) processes incoming power of attorney applications on behalf of the Public Guardian, within agreed targets and performance indicators. PoAS comes under the Operations directorate of the Office of the Public Guardian (OPG.) This role is part of the senior management team for PoAS.

Job Description, Duties and Responsibilities –

Through collaborative working across OPG, MoJ and with suppliers, develop and deliver quality services that meet customer needs now; and that makes best use of digital channels, products and services.

Lead, develop and coach high performing and engaged managers and staff who are motivated and have the capabilities to provide excellent customer service. To grow a diverse and inclusive workforce and lead on key people management initiatives to support the recruitment, retention and development of managers at all levels and front-line staff;

The roles advertised are for an Operational Delivery Manager, You will have responsibility for managing operational performance, people development and efficiency across your area of POAS.

Responsibilities will include, but not be limited to:

  • Leading and managing staff and managers to deliver PoAS performance targets, setting priorities and providing direction and support.
  • Supporting and contributing to the aims, objectives and performance of the Power of Attorney Services to ensure delivery targets, as set out in the Business Plan, are met.
  • Direct line management of HEO managers across several functions.
  • Developing and coaching unit managers in a continuous improvement environment to deliver outstanding customer service and operational excellence.
  • You will have a lead responsibility in the development of the staff engagement plan in your area and take an active role to ensure you are a visible leader
  • Ensure that managers and staff have comprehensive L&D plans.
  • Develop effective talent management within your teams
  • Role model leadership skills and values as set out in the Leadership statement; and demonstrate leadership in diversity and inclusion
  • Working with internal stakeholders to ensure high quality service is achieved for our customers. Taking a collaborative approach to working with colleagues across the OPG and wider as necessary.
  • Manage and deliver change through a continuous improvement approach, developing and implementing strategies which deliver organisational change.
  • Be accountable for the delivery of specific projects to improve service quality and timeliness to customers
  • Participate in PoAS and Operations Directorate SLT to deliver OPG, Operations and PoAS priorities.
  • Work collaboratively across Operations and OPG to deliver excellent customer service and to fully utilise MI, ensuring performance targets are monitored, reviewed and achieved.
  • Contribute to the development of workforce profiling, forecasting and general resource plans.
  • You will be responsible for, and be open and comfortable with, leading and engaging your team through periods of change. You will deliver change and communicate as a positive, visible and approachable leader feeding back through the most appropriate channels.
  • You will positively promote and implement diversity and equality of opportunity in all areas of work supporting initiatives within the organisation. You will also support and promote staff networks and diversity groups across the organisation.
  • You’ll have a strong knowledge of HR policy where you will oversee performance, attendance and conduct issues taking action as appropriate in accordance with MOJ policy, whilst also recognising positive performance using reward and recognition schemes.
  • You will be clear, honest and transparent in your communication and management, making decisions that involve the relevant people at the right time, involving frontline staff in decision making where able.
  • You may be asked to undertake ad hoc projects as agreed your manager, which are commensurate with the skill set of this post.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post.
