Recruitment Marketing Manager

Role overview

The Recruitment Marketing Manager role offers the opportunity to deliver first class communications and campaigns to influence public opinion and behaviour and help shape the perception of the MoJ’s work with key audiences.

The successful candidate will project manage and oversee delivery and evaluation of external communications for either the magistrate or prison recruitment campaigns (part of the Recruitment Marketing Team), which support the department’s key priorities.

You will help define communications objectives, develop in-depth understanding of our audiences, create content for a wide range of external channels and evaluate the impact and success of communications.

The Recruitment Marketing team utilises a variety of marketing channels (including job boards and paid search, social media, PR, TV and digital audio) to drive awareness and interest in our magistrate and prison roles.

Campaign background

  • The Government has invested over £1 million in a programme of work to support the recruitment of new and diverse magistrates and to increase the attraction of the magistracy.
  • We launched a national marketing campaign in 2022 to recruit not only more magistrates, but also a more diverse group of magistrates to ensure the magistracy is representative of society.
  • Recruitment and retention of front-line staff in His Majesty’s Prison and Probation Service (HMPPS) is a top priority for the MoJ. Failure to recruit these staff has significant implications for the safety and security of prisons and the capacity and ability to rehabilitate offenders.
  • A lot of people rule out jobs in prison and probation based on preconceived notion of what it’s like and what it entails or simply aren’t aware of these roles. Furthermore, people find it hard to see themselves working in those environments and recognise how their skills and experience could be applied to these roles.
  • Our communications need to help people self-identify their suitability for these jobs by showing how their skills and/ or experience could be applied to a career in HMPPS. They also need to highlight the motivational elements of the roles that we’ve identified in our staff and target audience research.

This role is ideal for a dynamic and creative communicator who has experience in developing and implementing campaigns and is passionate about executing first class communications in a fast-paced environment.

Key responsibilities

  • Project manage and oversee delivery of the MoJ’s priority recruitment campaigns.
  • Work with other team members to develop, deliver and evaluate campaigns, including recruitment marketing campaigns, against clear objectives, outcomes and timeframes.
  • Successfully deliver campaign messages across multiple platforms and channels collaborating with stakeholders, partners and other government departments.
  • Work closely with the PR agency and MoJ Press Office colleagues on proactive PR opportunities.
  • Develop creative and content that resonates with your target audience and is suitable for a variety of marketing channels.
  • Work closely with the media buying and creative agencies to help deliver campaign activity. This will involve agency briefings and regular status meetings.
  • Source and manage a pool of case studies to bring your communications to life.
  • Manage and oversee campaign budgets.
  • Lead on the development of excellent written content for a variety of external communications channels.
  • Develop strong sector knowledge and a good understanding of the business priorities for different policy areas, helping to anticipate and identify opportunities and risks by liaising with policy and operational teams in the department.
  • Regularly update the recruitment websites so they remain relevant and provide applicants with the most important recruitment information.
  • Briefing and advising staff across the department at all levels on communications and campaigns, including Ministers, frontline staff and senior policy and operational colleagues.
  • Potential line management of a Band C (IO) Campaigns Advisor to help you deliver on the above.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Annual Leave

Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.

Security Clearance (SC)
