Are you passionate about delivering excellent customer service and want to use your talents to help make a difference to the lives of victims of violent crime?

We are looking for energised and self-motivated individuals to fill 3 key roles: Area Manager, Presenting Officer Manager and Strategy and Performance Manager to help us deliver a sensitive, fair and efficient service.  

The Criminal Injuries Compensation Authority (CICA) is an executive agency of the Ministry of Justice. We receive over 30,000 applications a year for compensation from people who have lost loved ones or have been injured through violent crime. We know financial compensation can never fully redress what they have suffered. Nevertheless, what we do is an important part of providing justice for victims and we take pride that the compensation we pay helps people move forward with their lives. The applicants you will help have suffered as a result of violence and you will need to be able to operate with sensitivity and compassion, whilst maintaining your own personal resilience.

We employ around 300 people and are based in Glasgow city centre with excellent transport links. We are a small, engaged, productive workforce with a real sense of corporate community. We want to keep improving our services and the way we work to best serve the public, meet new challenges, deliver value for money and ensure CICA is a great place to work.

We expect all of our senior leaders to demonstrate a strong commitment to delivering Civil Service values and our CICA objectives. Roles at Band B (SEO) include line management responsibilities (of varying scale) and carry responsibility for taking ownership and addressing issues of concern such as performance, attendance management and misconduct in a proactive, sensitive and timely manner following MoJ HR policies and procedures.

Area Manager:

You will report to the Director of Operations. You will have overall responsibility for casework and decision-making teams within your area of the Operations team. The focus is to ensure that work is carried out consistently and effectively to facilitate the achievement of team objectives.

Main objectives of the role are:

  • Delivery of a first-class service to applicants and the development and maintenance of effective working relationships with external stakeholders.
  • Providing effective management of all staff within your operational area.
  • Ensuring successful delivery of business objectives and KPIs.
  • Contributing to the successful delivery of the CICA Business Plan.

The key responsibilities of the role are as follows:

  • Manage and provide leadership to your area to ensure delivery of a high quality service which keeps the customer at the heart of everything we do.
  • Responsible for building and maintaining effective relationships with external stakeholders such as Her Majesty’s Court and Tribunal Services (HMCTS), Police, Victim Support Services, GPs etc.
  • Monitor the management of people performance through regular communication within your management team and have an overarching responsibility for people development and well-being, ensuring your people are fully supported.
  • Ensure that your area makes a valuable contribution to meeting CICA business objectives and KPIs through the monitoring and interrogation of Management Information.
  • Collate statistical data of your team’s achievements against their performance targets and report on these as required.
  • Demonstrate commitment to the Business Plan through driving continuous improvement.
  • Responsible within your area for adherence to all MoJ Polices.
  • Overall responsibility for complaints analysis and reporting to Director of Operations. Ensuring that complaints are handled in line with the Complaints Process and that good practice is identified and shared.

Presenting Officer Manager:

You will report to the Director of Legal and Policy. You will have overall responsibility for ensuring appropriate representation at appeal hearings. You will demonstrate strong leadership, engaging with your team of Presenting Officers to achieve performance measures. This role requires strong interpersonal skills to develop effective working relationships with a wide range of internal and external stakeholders.

Main objectives of the role are:

  • Ensuring that CICA receives appropriate representation (whether orally or in writing) at appeal hearings before the First-tier Tribunal in Scotland, England & Wales.
  • Ensuring post-appeal actions are completed promptly and to an appropriate standard.
  • Liaise effectively with HMCTS at an operational level in connection with the scheduling of appeal hearings and ancillary matters.
  • Ensuring that the quality output from Presenting Officers is of the required standard to successfully deliver CICA’s business objectives and key performance indicators.

The key responsibilities of the role are as follows:

  • Provide leadership to CICA’s Presenting Officers to ensure delivery of a high-quality service which keeps the customer at the heart of everything CICA does.
  • Effectively manage CICA’s Presenting Officers by applying quality checks to ensure a valuable contribution is made to meeting CICA’s business objectives and key performance indicators.
  • Provide regular quality feedback to CICA’s Presenting Officers on their performance.
  • Ensure adherence and compliance by CICA’s Presenting Officers with all MoJ related policies.
  • Responsible within your area for adherence to all MoJ Polices.
  • Collate monthly statistical data of the team’s achievements against their performance targets and report for EMB.
  • Collate, prepare and present feedback on monthly outcomes highlighting statistics and any issues of concern or interest
  • Ensure the Director of Legal & Policy Services is appraised of key issues concerning CICA’s Presenting Officers and CICA appeals more generally and provide further briefing as required.
  • Analyse overall team performance with the Director of Legal & Policy Services in line with CICA’s targets.
  • Responsibility for maintaining and developing the collaborative partnership between CICA’s Presenting Officers and the Operation Appeal Team.
  • Drive forward CICA’s digital aspirations in collaboration with Business Transformation and HMCTS.

Strategy and Performance Manager:

You will report to the Director of Corporate Services. You will be responsible for planning and creating our business and strategic plans, collaborating with our Senior Management Team and Ministry of Justice colleagues. You will monitor ongoing delivery against our strategic objectives and provide assurance to our senior team. This role also includes leading on CICA Performance reviewing our management information processes and our achievements against performance targets.

Main objectives of the role are:

  • Collating information from a number of sources to scrutinise and analyse performance data, undertaking trend analysis and report on findings.
  • Providing reports and recommendations to our Executive Management Board.
  • Acting as our performance link across MoJ and with the Chief Financial Officer Group, compiling monthly reports and ensuring reporting timelines are met.
  • Liaise and work closely with other agencies across the department on closer working initiatives looking at new ways of working and sharing best practice.

The key responsibilities of the role are as follows:

  • Lead on the annual business and strategic planning cycle activity facilitating workshops with senior stakeholders.
  • Effectively monitor performance and achievement of our strategic objectives reporting to the Executive Management Board.
  • Collaborate with key stakeholders across CICA and Ministry of Justice.
  • Review our current performance reporting ensuring stakeholder needs and requirements are met.
  • Undertake continuous improvement activity in relation to performance reporting, completing trend analysis, highlighting issues and making recommendations.

Desirable Criteria for all posts:

  • Strong written and verbal communication skills with the ability to communicate effectively in either individual or group situations.

  • Ability to inspire and motivate others.
  • Highly organised with the ability to prioritise effectively.
  • Strong interpersonal skills with the ability to develop effective working relationships with a wide range of people both internally and externally.

  • Experience of managing large teams of staff required for Area Manager and Presenting Officer Manager posts.

We offer flexible working 7am – 7pm, Monday to Friday, on full-time (37 hours per week) or part-time patterns.
