About the Department

The Ministry of Justice (MOJ) is one of the largest government departments, employing around 70,000 people (including those in the Probation Service), with a budget of approximately £9 billion. Existing Civil Servants will have their salary calculated in accordance with the Department’s pay on transfer / pay on promotion rules. Candidates with full MCIPS qualification may be subject to an additional 10% salary increase.

Background

The MOJ has one of the largest and most complex spend profiles in central government. The Commercial and Contract Management Directorate (CCMD) is responsible for coordinating procurement and contract management across the MOJ, its agencies and non-departmental public bodies. CCMD support some of the most innovative commercial work in government and each year spends circa £3.5 billion with work spanning the building and design of new prisons, the modernisation of our courts and tribunals and managing multi-million-pound contracts with our next generation IT suppliers. The directorate also buys and manages contracts for feeding up to 80,000 prisoners, the secure escorting of prisoners from numerous establishments based around the country and translation services.

CCMD is organised into category teams, each with an interesting portfolio of contracts and diverse customers and suppliers to manage. We also have systems, programme management office, supplier relationship and risk management teams who work across all areas.

The Digital and Technology (D&T) commercial function sits within CCMD and is an exciting and fast-paced environment, delivering commercial leadership, procurement activity, category management, contract management and customer and supplier relationship management across a diverse customer base and covering a wide range of digital and technology areas. We are currently managing contracts valued in excess of £2.1b involving around 170 suppliers including several Blue Chip and FTSE 100 companies.  Working collaboratively with both stakeholders and suppliers, we stimulate the supply chain and deliver efficiencies for our stakeholders and the public purse.

D&T currently has vacancies for up to 5 Commercial Managers across different commercial disciplines and categories as detailed below.

This is an exciting time to join D&T as a Commercial Manager, successful candidates will have the opportunity to make a real difference to society by providing professional commercial support to deliver the MoJ recovery from Covid19, rebuild public confidence in the justice system and restore law and justice. You will join an empowered, passionate, engaging and friendly team who work in partnership to deliver excellent commercial outcomes.  Contribution to a strong team ethos as well as commitment to continuous improvement, collaboration and knowledge sharing is essential. Public sector procurement experience or knowledge is not essential, we are seeking individuals who have a passion for commercial and achieving value for money.

Category/Teams

Voice, Video and Networks Category

The Voice, video and networks team currently manages several large and complex contracts covering WAN, LAN, WiFi, Audio Visual, Audio & Video Conferencing, Telephony and Mobile services. The team has an interesting and challenging pipeline within an ongoing portfolio of work to replace several large legacy Technology contracts as well as providing day to day management, support and exit of existing contracts and the take on of new contracts.

End User Computing Services Category (EUCS)

The EUCS category team manages the large strategic contracts governing the provision and support of laptops, thin clients and the general personal computing environment for the MoJ, its Executive Agencies and associated Arm’s Length Bodies.

These complex contracts are critically important in carrying out the Ministry’s duties and are currently in the midst of two high profile programmes to modernise the Technology estate. Members of this team can expect to play a key role in managing internal and external stakeholders, shaping and implementing future EUCS strategy, and strategic contract management including contractual exit and onboarding of new commercial vehicles.

Professional Services Category

The Professional Services Category team is responsible for sourcing and managing contracts for:

  • Consultancy Services
  • Legal Services
  • Research Services
  • Contingent Labour
  • Communication and Advertising Service

Managing over 50 contracts with an exciting, challenging and interesting pipeline to deliver. The team is responsible for supporting major Departmental projects by procuring temporary resources to meet their workforce requirements. The Category is playing a key role in supporting Crown Commercial Services in procuring Cross Government Frameworks within Consultancy and Legal services area.

Procurement

The Procurement Category team is responsible for sourcing and managing technology and digital contracts on behalf of MOJ, its Executive Agencies and some Arm Length Bodies.  This includes delivering and supporting activities across the full procurement life-cycle: developing market strategies, preparing tender documents and contract management. Primarily, the team make use of Government Frameworks such as G-Cloud and  Digital Outcomes and Specialists and may also include above threshold open competition.  

Shared Services

The Shared Services Category team is responsible for sourcing and managing contracts for the:

  • ERP – a shared technology Enterprise Resourcing Processing platform;
  • Business Process Outsourcing (BPO)

The team is also part of the 3rd Generation Shared Services Programme, supporting on its strategy to align with the Government Shared Services Strategy, working closely to other Government Departments that share the same technology/services.

Main Activities / Responsibilities

The job holder (dependent on the specific role/ category you are selected for) will be required to undertake the following duties and responsibilities: 

  • Leading end to end sourcing activity including pre-procurement activity, requirements definition, strategy development, market engagement and producing the invitation to tender pack (including specification, technical and financial evaluation and contract drafting);
  • Embedding Cabinet Office’s Supplier Relationship Management (SRM) approach at contract level;
  • Analysing market, spend and performance data and presenting this to support commercial activity and reporting requirements;
  • Leading contract implementation and management activity, working closely with stakeholders to deliver mobilisation, performance management, contract variation, negotiation and exit activity;
  • Strategy development at contract level, using business acumen and market insight to drive commercial opportunities to deliver continuous improvement, value for money and/or savings;
  • Leading on collaborative commercial opportunities, working with other government departments;
  • Contract administration of a range of contracts, including developing and managing contract variations and through change control and other contract mechanisms;
  • Leading conflict and issue resolution with suppliers and stakeholders, seeking support from the Senior Commercial Manager where appropriate;
  • Supporting the Senior Commercial Manager and leading on activities which support the development of category management procedures, tools and ways of working;
  • Managing communication or escalation of issues from customers;
  • Ensuring compliance with governance, legislative and policy requirements as appropriate;
  • Managing the commercial pipeline, management of data systems and records;
  • Possible line management of 1-2 staff.

Person Specification:

Essential Criteria:

  • Strong commercial acumen and ability to show evidence-based decision making;
  • Relevant commercial experience, including contract and supplier relationship management;
  • The ability to successfully manage senior internal and external stakeholders;
  • The ability to drive improved outcomes by influencing and developing the market;
  • The ability to use your judgement to take a considered approach to situations and tasks;
  • Experience of seeking out and analysing information based on the best available evidence;
  • With excellent communication skills you will be a team player who leads by example.

Desirable Criteria:

  • Experience creating and delivering sourcing exercises end to end (from identification of business need through to award and mobilisation);
  • Delivery and management of procurement materials (e.g. procurement strategies, specifications, evaluation criteria);
  • Procurement of goods or technical hardware;
  • Awareness of public sector procurement legislation in a public-sector body;
  • Working knowledge of procurement systems, e.g. Oracle (ERP) and/or Jaggaer (Bravo).

Qualifications:

Candidates must have one of the following or a willingness to work towards gaining the appropriate qualification.

  • Member of a relevant professional body, e.g. CIPS, IACCM or similar.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service.
